3 The proposed location is in the City of Kelowna, within the Regional District of Central Okanagan; encompassing the City of Kelowna, Districts of Lake Country, Peachland, West Kelowna, two CO Electoral Areas as well as First Nations reserves 7, 9 & 10 ~ an overall population of 179,839 (Statistics Canada, 2011).

4 Our intent is to promote/avail our Central Okanagan region a brief safe haven with basic care for vulnerable individuals identified in the community as under the influence of alcohol and/or other drugs; considered to be at risk of receiving and/or causing further harm to self or others.

5 Our initiative is expected to replace the by default expensive resources such as RCMP cells and/or Kelowna General Hospital Emergency Department, currently accessed when there is no other safe or appropriate place available to adequately assess and manage the intoxicated individual. It also provides an appropriate, humane option for RCMP, ambulance attendants, outreach workers and others who respond to inebriated people found on the street, outside a business, in an alley-way, park, etc.

6 Offer a short-term, voluntary refuge (up to 23 hours) for men and women, age 19 and older, who are under the influence of substances {locally proposing potentially accepting age of 17+ for further discussion}. Provide safety, comfort and respect for people who need a temporary home away from home [especially designed for those without a home] so they can get back on their feet. A place where people can go when they are not welcome at other services because they are greatly under the influence of substances. Environment where people are not judged.

8 Fraser Health (FH) Quibble Creek Sobering and Assessment Centre Provides a temporary environment for people to safely sober up. Serves individuals aged 16 and over who are under the influence of alcohol and/or drugs. Offers 20 male beds, four female beds, and one flexible room separate from the mainstream client population. Maximum stay is 23 hours. Showers, resource information, and bagged lunches are available.

9 Clients must be residents of Surrey, not experiencing withdrawal from substances, and not requiring acute medical or psychiatric treatment. Sobering & Assessment Centre does not accept/admit aggressive or combative individuals. Non-smoking environment. No cost. Voluntary admission. Accepts self-referrals. Wheelchair accessible. Office hours are 8:30 am to 4:30 pm Monday to Friday. Intake and program hours are 24-hours daily.

62 June 23 rd, 2014 Vernon City Council unanimously approved a community request for a Homeless Memorial within the City of Vernon to date: 32 persons identified locally who passed away post struggling with homelessness. Propose Central Okanagan be proactive and designate a location to create a simple homeless memorial acknowledge/open during National Homelessness Awareness Week (October 13 th - 19 th, 2014).
