Notify driver that a test is required 2. Donor proceeds to collection site with an authorization/protocol/confirmation/who is paying for this transaction document 3. Collector selects a system and authenticates 4. Specimen Collection service(s) performed 5. Paperless process generates the custody control form and captures collector and donor signatures 6a. Alcohol only reports directly to employer 6b. Specimen is packaged for shipping to SAMHSA lab 7. 3 Drug and Alcohol Clearinghouse 6 Drug and Alcohol Clearinghouse Requires motor carriers, medical review officers, third-party administrators, and substance abuse professionals to report substance abuse violations to a central repository Carriers will be required to search the repository for unresolved violations on current or potential drivers Drivers must grant consent to a carrier to search the clearinghouse; and consent to FMCSA to release the records 3 year compliance period ends January, 2020 Clearinghouse will contain and report information about drivers who: Test positive for drugs or alcohol Refuse drug and alcohol testing Undergo the return-to-duty drug and rehabilitation process Key Considerations: Paperless Consent/Electronic Signature Capture Common Identifier for Driver Records Latency in reporting inbound/outbound Refusal to consent process Managing duplicate records Alias and Surnames Technical integration capability 18 Upcoming Proposed Rules 8 3
