2 ARTICLE TWELVE Unified Development Code Adopted December 4, 2008 Justification for Specific Use Permit: A detailed letter of justification and/or exhibits shall accompany this application. Justification for Requested Amendment(s): Keller ISD along with Mental Health Connection, Lena Pope Home, ACH Child and Family Services, Santa Fe Youth Services and MHMR Tarrant County will be providing outpatient substance abuse treatment services for students and their families who choose to participate in the Stay on TRAC: Alcohol Diversion Program at 250 North College Avenue which currently houses the Keller ISD Learning Center The KISD Learning Center houses both the district's DAEP Discipline Alternative Education Program (DAEP) and New Directions High School, which is a voluntary alternative high school program. Stay on TRAC is a curriculum for students who have committed an alcohol violation on a Keller ISD campus or at a school sponsored event. It is designed to allow these students to remain at their home campus during regular school hours and enter into a campus based treatment program in lieu of being referred to an alternative campus. Multiple services will be provided to current Keller students and their families in two locations, the Learning Center and the Keller ISD Administration Building (a concurrent separate SUP is being submitted for the Administration Building location). Previously, obtaining these services would have required the offending youth and family to make multiple trips to various agencies located in other cities decreasing the possibility of successful behavioral change and program outcomes. By providing centralized services close to home, Keller residents are better served and supported through the local community. There will be no outside participation of students from any other school districts. While all affiliations will make contact with the students and their families at the facilities, not all affiliations will do so at the same time. There may be off site services provided as well if needed. 3 ARTICLE TWELVE Unified Development Code Adopted December 4, 2008 While the program, which is conducted after regular school hours, is held at the KISD alternative campus, Stay on TRAC allows the youth to attend their home campus and participate in all their regular classes and activities during regular school hours. This location is a Keller ISD facility that will already be providing services for students identified for possible admission into Stay on Track. Per Marcene Weatherall Coordinator of Drug and Alcohol Abuse Prevention for KISD approximately 20 students in the Keller ISD district would have been eligible for services in the school year. While enrollment will fluctuate it is expected that no more than 8 would students would be directly involved at any one time. 5 What s the big deal? Kids will be kids! Young people in Tarrant County begin drinking at an average age of Young people who drink perform 10% lower than their peers on memory, geometry and IQ tests. Young people who begin drinking before age 15 are four times more likely to become alcoholics. Female teens who drink are 63% more likely to become teen mothers. Alcohol is the leading factor in death by accident among young people age 21 and under. It is a big deal. Give kids a chance to be kids! Stay on TRAC is a pilot program offered by the Keller Independent School District and Mental Health Connection of Tarrant County. Its goal is to help teens and their families achieve success in leading law-abiding, productive lives. Stay on TRAC will address both the issues that led up to the alcohol use and the alcohol use itself. Follow-up evaluation will help to determine the longterm success of the program. The following agencies are offering Stay on TRAC programs at no charge during the pilot program. All Church Home for Children Lena Pope Home Santa Fe Youth Services MHMR of Tarrant County Youth Recovery Campus Mental Health Connection is a collaboration of public and private agencies, as well as individuals who need mental health care services and their caregivers. The organization works to revolutionize the mental health service delivery system, with a vision of creating No Wrong Door to the Right Mental Health Resources. 6 Why Stay on TRAC? Stay on TRAC offers an opportunity for students with alcohol violations to remain in their home schools while being held accountable through a program that provides support to help students stop drinking. All the programs within Stay on TRAC have been researched and proven effective in decreasing further incidents of alcohol abuse and improving academic achievement. What is the Keller ISD Commitment to Stay on TRAC? What does Stay on TRAC do? Stay on TRAC assesses each participating student who is charged with an alcohol violation at Keller ISD. That initial assessment helps to determine the student s need for services, which might include education, intervention or treatment. Services provided by Stay on TRAC are offered at the school or in homes. How long is Stay on TRAC? To complete the Stay on TRAC program, students and their parents agree to spend 60 to 90 days in the program. In addition, families will participate in follow-up evaluation after completing the program to ensure students are continuing to progress well. Why should a family choose Stay on TRAC? No Cost Because Stay on TRAC is a pilot program, all services are free during the school year. Interruption-Free Education Students who select Stay on TRAC will remain in their home schools and in all AP classes, electives and extracurricular activities while completing the program. Family Support Stay on TRAC benefits the entire family. Required family involvement gives parents an opportunity to improve communication with their students while building support systems and learning more about the reasons their teens drink. Enhanced Services After a substance abuse screening, each participating student will receive education, intervention and/or treatment, based on the screening results. Keller ISD searches for innovative ways to serve its students. Programs such as Stay on TRAC have shown promise in helping students at the college level. Our goal is to determine whether the same program will help our high school students find the path to a successful, enriched life in our community. What is the future of Stay on TRAC? Stay on TRAC will be evaluated in a number of ways. First, Keller ISD will determine the number of students who choose to participate. The District will also work with professional evaluators to review the progress of each participating student for one year, looking at the program s immediate and long-term results. Grades and absenteeism are among the factors that will be reviewed, in addition to any new alcohol violations. After reviewing the results, Keller ISD will determine whether to continue the program.

The information contained in this section pertains to specific policies and procedures that are unique to the Stay on TRAC: Alcohol Diversion Program II. Stay on TRAC (Treatment, Responsibility, and Accountability on Campus) is a program for students who have an alcohol violation on campus or at a campus sponsored event. It is modeled after a college drug court program, and is designed to allow those students to stay at their home campus, and enter into a campus based treatment program in lieu of being referred to an alternative campus. III. Clarification on any policy issues should be addressed to the Mental Health Connection.

Goals: To reduce alcohol use and abuse among youth in high school; To decrease school violations and alternative education placements, especially violations resulting from alcohol use and abuse To promote socially appropriate behavior among substance-abusing youth To collaborate with treatment providers to educate the community about the negative impact of alcohol in the life of its youth and schools. To assist youth-serving agencies to make needed services more accessible II. Objectives: Among its objectives, the Alcohol Diversion Program will: Identify students in need of alcohol related treatment and develop case management procedures to ensure timely referral to treatment and followup services; Provide comprehensive substance abuse assessment and treatment that prioritizes family functioning as well as that of the student;

Objectives (cont.): Provide oversight of progress made by the student and family in treatment and respond to noncompliance by either child or family with the program conditions; Provide immediate response to initial intervention as well as incentives awarded for progress and sanctions applied for noncompliance; Includes treatment attributes of (1) early assessment (2) developmental, cultural, and gender appropriateness; (3) outreach, to address issues in the youth s home; (4) improving school performance, peer relationships and self esteem issues. Exert campus leadership to partner with the community in developing a continuum of resources, including prevention, education and treatment, for adolescent substance abuse; Coordinate planning among the school system, the treatment community, and other community agencies to respond to needs of the substance-abusing student;

13 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 1 SUBJECT: Screening and Assessment RELATED STANDARD: POLICY: 1) Every student being considered for participation in Stay on TRAC should receive a drug and alcohol assessment that meets the following requirements: a) Is conducted by: OR 1) Alcohol and Drug Abuse Counselor (LCDC), Counselor in Training (CT). 2) Licensed Professional Counselor (LPC), Licensed Master of Social Work, or Licensed Psychologist with experience and training in working with adolescent drug abuse. b) Includes the adolescent version of the SASSI. c) Includes ASI, Accurate Assessments ASAP, or equivalent.. d) Includes Stay on TRAC Program Treatment Motivation Survey. e) Includes a recommendation, based on the issues identified, for the level of care and treatment needed. f) Includes a written final report.

14 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 1 SUBJECT: Curfew RELATED STANDARD: POLICY: 1) All participants must follow a curfew in accordance with their age: AGE SUNDAY THROUGH FRIDAY AND THURSDAY NIGHTS SATURDAY NIGHTS 10, 11, 12 6:00 p.m. to 6:00 a.m. 7:00 p.m. to 6:00 a.m. 13, 14 7:00 p.m. to 6:00 a.m. 8:00 p.m. to 6:00 a.m. 15 8:00 p.m. to 6:00 a.m. 9:00 p.m. to 6:00 a.m. 16 9:00 p.m. to 6:00 a.m. 10:00 p.m. to 6:00 a.m :00 p.m. to 6:00 a.m. 11:00 p.m. to 6:00 a.m. 2) Parents are allowed to set an earlier curfew when appropriate. 3) Extension of this curfew, other than under special situations, must be approved by the Keller ISD Liaison and Case Manager.

15 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 1 SUBJECT: Treatment Continuum RELATED STANDARD: POLICY: 1) The continuance of treatment services for participants should include the following: A) Case Management Services. B) Drug Education/Prevention (Too Good for Drugs) C) Cognitive Behavioral Therapy.and Alcohol/Drug Therapy (CYT) D) Family Support including groups for participants (FSN, BSFT, Strengthening Families). E) Individual therapy (ACRA) F) Referral for psychiatric services and medication monitoring when appropriate. These services are the responsibility of the family. G) Referral for specialized treatment services available in community 2) All of the treatment services should contain a component that involves the family

16 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 1 SUBJECT: Criteria for Success RELATED STANDARD: POLICY: 1) In order for the participant to be considered for graduation from the program, he/she must: A) Demonstrate a substantial period of sobriety. B) Successfully complete the treatment plan. C) Successfully complete the requirements of each of the three phases: I. Clean and Sober; II. Looking Inward; III. Looking Forward D) Be enrolled and in attendance at school, diligent in school work, and/or involved in full time employment E) Show improvement in family relationships. F) Be involved in a pro-social activity. 2) Participants may graduate after successful completion of the program, as determined by the treatment team between 60 and 90 school days of involvement in the program. Each graduate is given a certificate of completion.

17 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 1 SUBJECT: Compliance Rewards and Consequences RELATED STANDARD: POLICY: The basic approach of the Stay on TRAC Program is to build on the strengths of the participants and their families. A) The following are positive responses to participants who are doing well in the program: 1) Praise and verbal acknowledgement of progress. 2) Rewards such as tickets to entertainment events. 3) Participation in organized special outings or events. 4) Movement to less restrictive levels of supervision. B) The following are sanctions that can be used to encourage compliance with program requirements: 1) Face to face confrontation with the case manager and school liaison. 2) Appearance at emergency review hearings. 3) More restrictive level of supervision. 4) Attendance at a special staffing with treatment provider. 5) Special Assignments: i.e. reports, essays, article/book reviews.

18 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 2 SUBJECT: Monitoring of Program Effectiveness POLICY: 1) The Alcohol Diversion Program shall monitor it s effectiveness by tracking the following areas: A. Number of students screened for the program including the results and reasons for the acceptance or rejections. B. Number of alcohol and other drug assessments completed including the results of the SASSI and need for treatment. C. Characteristics of students placed in the program including: 1) School 2) Violation 3) Referral history 4) Medical needs 5) Assessment results D. The number of participants referred to the different types of treatment. E. The number of successful graduates from the program. F. The number of unsuccessful participants and the reason for their closure. G. The number of breath and urine analysis administered and results. 2) Each treatment provider will complete a monthly report which includes a fidelity form tracking any changes made in service delivery from the previous month. 3) A report on these areas will be made monthly to the treatment team and MHC.

Initial Assignment - Keller ISD Liaison cases are to be assigned to the SOT program as alcohol violations are suspended and a 3 rd Party Hearing is scheduled.. 2. Conduct 3 rd Party Hearing. Offer option of SOT in lieu Keller ISD Vice Principal of DAEP placement. 3. Refer to SOT program and give student and family Keller ISD Liaison SOT program information/brochure.. 4. Assign case for Assessment and make referral MHC Admin Support to TRYC Assessment team. 5. Set up or confirm an assessment with the TYRC Assessment family at the DAEP during 5 day DAEP. Worker 6. Meet with the student and parents to gather information TYRC Assessment included in the BHIPS Assessment Screening and Worker Assessment of family completed at DAEP. 7. Request a voluntary consent for urine analysis form. TYRC Assessment If signed, conduct a urinalysis drug test. If refused, Worker inform the family of ineligibility for SOT. 8. Share SOT information and answer questions with TYRC Assessment family. Obtain commitment and contract information.. Worker 9. If appropriate, suspend majority of DAEP placement. Keller ISD Vice Principal If inappropriate, authorize DAEP placement 10. Enter student data into SOT Data Base. MHC Admin Support 11. Forward assessment results to MHC Admin Support. The student is referred to SOT due to an alcohol violation occurring on campus. : B. The student and parent must voluntarily agree to be a part of the SOT program.. C. If an agreement is reached between the district, student, and family regarding placement into the SOT program, the majority of the alternative education placement will be suspended. The student and family will sign the SOT contract. D. Temporary placement in the DAEP will occur to satisfy the Texas Education Code requirement of DAEP placement for alcohol violations. E. Participant to re-enter the home campus, and immediately begin the SOT program. F. For successful participants, after completing treatment and 60 to 90 school days of the SOT program, the ISD will dismiss the suspended DAEP placement requirement. G. For unsuccessful participants the ISD can at any time, make the determination to end a student s participation in SOT, and authorize the removal of the suspended DAEP placement, and return student to DAEP.

22 CHAPTER: Stay on TRAC: Alcohol Diversion Program POLICY NO: PAGES: 1 of 1 SUBJECT: Status Review Hearings RELATED STANDARD: POLICY: Review Hearings A) Review Hearings will be held according to the following schedule: 1. Every two weeks, during the first 60 days in the program. 2. Every three weeks during the last 30 to 60 days in the program. 3. Special hearings before the Keller ISD Liaison can be called by either the family or case manager to address exceptional progress or problematic issues. B) Required attendees are the ISD liaison, child, parent and case manager. It is requested that treatment providers, vice principals, and school personnel attend if possible. C) The case manager should complete a SOT Review (See Appendix) report with pertinent information about treatment, urinalyses, education/school, and family situation. The case manager will place in the SOT participant s file.

23 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 2 SUBJECT: Alcohol and Drug Testing RELATED STANDARD: POLICY: The purpose of alcohol/drug testing in the Stay on TRAC Program is to monitor the participant s compliance with treatment expectations rather than for punitive measures. 1) Frequency Each participant will be drug tested at a minimum as follows: Case Manager 1 st 30 days = 1 per week 30 to 60 days = 1 every 2 weeks 60 to 90 days = 1 per month Every participant shall also be tested prior to each review hearing. A) Spot tests can be done by the case manager with or without cause at any time. 2) Type A) The primary types of drug tests will be through the use of a breathalyzer, Etg, oral fluid, or immuno-assay. B) Outside lab test can be used for: 1) Inhalants 2) LSD 3) Alcohol 4) Or in cases where client denies use 5) If adulteration is suspected

Types of drugs tested for may include: 1) Alcohol 2) New participants: THC, cocaine, methamphetamine, amphetamine, benzodiazepine, opiates. 2) Subsequent tests: Participant s drug of choice plus THC and cocaine. 3) Sample Collection: Urine and breath. 4) Observation is preferred in the collection of all samples. 5) Same sex collector and participant is required for direct observation. 6) All samples should be examined for signs of tampering or adulteration. D. Staff Training A) All staff conducting drug testing should view the test manufacturer s training tape. E. Reporting 1. Every drug test shall be reported on the Case Manager Drug Test results form indicating which Drugs were detected and any drugs the participant Claims to be taking, along with entry into the SOT UA database 2. The UA database should be updated MHC Support within a month of testing, or by the close of the case, whichever is shorter. 3. Every positive UA should result in a staffing Case Manager with the Keller ISD Liaison to determine if an emergency review hearing should be conducted.

25 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 2 SUBJECT: Participant Monitoring RELATED STANDARD: POLICY: The purpose of contact with students in the Stay on TRAC Program is to monitor the participant s compliance with treatment expectations, and for the opportunity of competency development. 1. Frequency The case manager will visit with the student on the campus or in the home at a minimum as follows: 2. Parental Contact 1 st 30 days = 1 per week 31 to 60 days = 1 every 2 weeks 61 to 90 days = 1 per month Parents are required to be present for any treatment components where they are requested to attend. They are also to be contacted by the case manager at least every other week.. 3. Recording Contact Documentation of each contact with a client, family member, treatment provider, school personnel, or other connected to a case is critical to monitor progress. The case manager will submit student progress reports to the MHC support staff.

26 CHAPTER: Stay on TRAC: ALCOHOL DIVERSION PROGRAM POLICY NO: PAGES: 1 of 2 SUBJECT: Contact RELATED STANDARD: POLICY: The purpose of supervision in the Alcohol Diversion Program is to monitor the participant s compliance with school and treatment expectations, and also as an opportunity for competency development. 1. Assignment SOT participants will be assigned to a case manager once they agree to enter the program. The case manager will meet with the clients within seven days of being assigned. Case Manager 2. Frequency SOT participants will be monitored regularly and according to the assigned level of supervision. Case Manager 3. Review Hearings The SOT participant will be involved in status review hearings every two weeks during the first 30 days. This will reduce with supervision for the remaining 30 to 60 days to once every three. weeks. At the completion of the program, a review hearing will be held to announce graduation. Case Manager ISD Liaison 4. Exit Survey Each SOT graduate and their parent/ guardian will be requested to participate in an exit survey to identify what worked during supervision and suggestions for improvements to the program. This will be forwarded to the MHC support staff. Case Manager
