Ladies and Gentlemen, Beginning of my speech I would like to extend my greetings and appreciation to The organization committee of conference for their kind invitation and cooperation in developing the halal industry in our region. My brief speech is to continue what my esteemed speakers started during the previous days, about the halal industry and service. Also, to highlight the role of accreditation bodies in Attestation of halal products via applying the necessary standards and schemes. (2) Contents Let s start with the contents. We are going quickly to our presentation contents which comprises of: What is Halal Accreditation? And World of Accreditation Global System for Halal Accreditation and challenges facing Halal conformity assessment infrastructure Dubai Accreditation Center role and model in Halal Accreditation 1

2 (3) What is Halal Accreditation? As you know that the figures of the trade between OIC countries and NON-OIC is increasing every year. This trade represents a large share of the gross domestic product of most countries. And this is lead for need of concrete conformity assessment systems to cover such trade and providing consumer rights protection, quality and safety of the goods and trade. And here, accreditation comes on the top of the confidence in the international trade. As, accreditation determines the technical competence, reliability and integrity of conformity assessment bodies. CABs are organizations that check conformity and compliance with standards and regulations through testing, verification, inspection and calibration. Accreditation works through a process of transparent and impartial evaluation of these organizations against internationally recognized standards and other requirements. For our Halal accreditation it is of course covering the same in addition to the SHAR A specifications and requirements. Halal Accreditation (HA) is a third-party attestation related to all Halal conformity Assessment Bodies (HCABs) conveying formal demonstration of their competences to carry out specific Halal conformity assessment tasks. Such specific tasks may include but not limited to: Halal food testing laboratories Halal Inspection Bodies: (import and export, Inspection services companies, Food control authorities), Halal Certification (certification companies, Islamic societies). 2

(12) DAC and Halal Conformity Assessment Dubai Accreditation Department participated in many areas of conformity assessment and Halal accreditation activities at the local, Regional and Internationally level through the representation of UAE in SMIIC. To establish and start proper accreditation system matching with international requirements and achieves all the terms of specifications for halal products according to Shari'a. Which we are willing to receive its recognition very soon. 3

4 (13) Challenges Facing Halal Accreditation Some of the challenges we are facing on Halal Accreditation: 1- Differences between National and international Halal standards. 2- Discrepancies and differences in Halal certification schemes. 3- Lack of Accredited Halal Testing Laboratories 4- Different Halal Recognition systems between Muslim Countries. 5- NO established Accreditation system for Halal industry in OIC countries. From the example of challenges it has been understood that it is a shared responsibility between the concerned parties and organization.. each party should play fully their role to fulfill a chain of CONFIDENCE (15) Confidence in Halal Products Confidence in the Halal market place and in our daily life is essential. Accreditation is covering a wide range of requirements and standards for providing such confidence to the Muslim nation Such as; Governments, Halal market Businesses and finally the main target who is the Muslim Consumer, who always looking for wellness and trust in his life and products. (16 ) To Government.. There are many duties placed on government departments, Local authorities and other agencies to ensure that Halal principals are complied and maintained. 4

5 Accreditation works with governments to support the trust in Halal products and services. As, accreditation is being used more widely as an alternative to direct Government involvement, and as a way of reducing cost of the services. (17) Halal Accreditation shall provides to the governments: Assurance for governmental bodies to rely on private sector halal conformity assessment bodies (laboratories, inspection and certification bodies ) Reduce the need for legislations and elimination of bureaucratic measures and delay in services. Reduce the duplication between OIC countries and provides means of ensuring reliability of activities in Halal market and products. Open new markets for business to meet the Halal standards and reduction of services cost. Providing Muslims trust: One Accreditation system via OIC is the only guarantee for the Muslim public to have trust in Halal service and products. Supporting the Governmental sector in providing a well-trusted inspection service. e.g. Slaughtering Houses Inspection according to ISO/IEC (18 ) We talk about the geverment & the important of halal accredidtation to them To Business.. It became a very important to all the Halal business partners that; All concerned parties who are dealing in Halal sectors should receive adequate information and understanding about the Halal Accreditation and benefits they will gain from such systems and how it will assist in their product fit and compliance with the legislations and standards. 5

6 (19 ) Halal Accreditation shall provides to the Business: Elimination and removal of trade barriers and different regulation and requirements of Halal products and business. Reduction of products incompliance by having a valid test results from accredited laboratories. Minimize the clearance time of Halal goods at the ports and final destinations by having united certification scheme. Open new market for exporting companies from non-oic and OIC by having one Halal LOGO (20 ) As is clear that we all strive for Muslim consumer satisfaction, whether we are government agencies or dealers and this only come with the full confidence in the services provided. Its a simple equation to gain the Muslim consumer TRUST (21) Trust and Confidence in Halal Products It is clear that access to trusted Halal product by the Muslim consumers, will come by joint efforts between the governments and halal business, and by attested product from Farm to Table and this cannot be achieved without a recognized halal accreditation system. 6

7 (22) Role of DAC in Halal accreditation As shown on the diagram, DAC is running its Halal accreditation scheme with the concerned CABs and authorities to provide a world-class and recognized system: This world class scheme has been dictated from our Shari s principals, Halal local and SMIIC standards, international accreditation requirements (23) Elements of DAC Implementation Model As, emphasized Halal accreditionan model is consisting of the: The Halal Inspection and certification bodies Shall operate their management system as per requirements of GSO , SMIIC-2, ISOIEC 17020, 17021/ISO Competent Laboratories : Halal Compete laboratories shall be accredited according to ISO and meet all the halal testing requirements of halal products. The start of any product certification is it s compliance with the standard specifications. Hence, the accredited laboratories running under the Laboratories Accreditation Scheme are of a vital role in implementing the system and meet the chain of confidence. 7

It is obvious that, Halal accreditation is playing a vital Role in The Halal Quality Systems Infrastructure to facilitate the national, regional as well as the World Trade. Accreditation has been built to remove the trade barriers. Based on this important role in Halal business and trade, and for the implementati on of the Dubai initiative to make Dubai the capital of Islamic economy. (27) Conclusion Dubai Accreditation Center started the Halal Accreditation scheme to cover: o Halal food chain, Processes, non-food commodities and services. The developed accreditation scheme is fully meet ESMA, GSO, SMIIC and the international requirements for accreditation of conformity assessment bodies ISO/IEC The system will provide the necessary attestation and confidence to the Muslim consumers. 8
