4 TRANSITIONS 3 year transition for ISO 9001 and ISO expected mid 2015 Accreditation Bodies should make it clear to Certification Bodies that where an assessment is conducted including ISO/IEC #, any nonconformities identified should be dealt with according to the Accreditation Body's normal processes and must be cleared before the end of transition before accreditation including ISO/IEC # can be granted. All accredited CB s must have demonstrated full conformance to the new document/s by the end of the transition period.

5 WITNESS AUDITS Access to Witness Audits Accredited CABs shall have enforceable arrangements with organizations holding an accredited certificate, to ensure access to witness the CABs audit team performing an audit at the organization s site. (A5: M e). Clause of ISO/IEC requires that the CAB shall have an enforceable arrangement for provision of certification activities to its clients. The nonconformity raised by AB was considered correct by the TC. An action taken by the CAB to remove one AB s accreditation mark, leaving other ABs marks on the certificate, is not considered by the TC as effective corrective action in respect to this nonconformity.

6 TRANSFER OF CERTIFICATES Certification Transfer IAF MD2 The IAF decision remains that the transfer decision must be made prior to the surveillance or recertification audit. If an onsite audit is necessary it must be performed prior to a transfer decision.

8 ISO 9001 CERTIFIED IBs It is not appropriate for an accreditation body to assume, without evidence, that an ISO9001 compliant system meets requirements 3 or 4 above. Clause of ISO17011 states that, The accreditation body shall maintain records on CABs to demonstrate that requirements for accreditation, including competence, have been effectively fulfilled. A statement from an inspection body that a system complies with ISO9001 does not constitute a record that demonstrates compliance with ISO A management system certified by an accredited certification body may be accepted as meeting requirements 1 and 2 of clause of ISO17020 but does not constitute evidence of compliance with requirements 3 or 4 of clause of ISO For an inspection body that chooses option B an accreditation bodies must have evidence that it meets all four (4) requirements of clause

9 SAMPLING BY IBs An inspection body was found to be using an inadequate sampling procedure for selecting the number of samples inspected. The IB claims that the sampling size was determined by their client and that it is the client who takes responsibility for determining conformity of the batch and subsequently certifying the batch containing the inspected items. The inspection body claims that they are merely reporting the results of the samples examined as required by the client specification. If the terms of the contract between the inspection body and their client states that the inspection body must inspect a sample suitable for establishing the compliance of a batch of product, then there may be a non-conformity against clause of ISO17020:2012. If the inspection body is aware of the use to which the client is going to put the inspection results, e.g. establishing compliance of a batch of product, then there may be a non-conformity against clause of ISO17020:2012. If the contract with the client clearly states, inspect a specified sample size and report observations, then there is no nonconformity. However, in this case it would be appropriate for the inspection body to make a declaration in the inspection report (or by other explicit means) to indicate that the inspection body is not taking any responsibility for any subsequent decisions on the conformity of the batch concerned as the sampling was not based on a sampling procedure accepted by the inspection body.

10 NDT Some accreditation bodies include NDT in testing so that the CAB is accredited against ISO/IEC and others treat it as inspection so that the CAB is accredited against ISO/IEC The accreditation community appears to have accepted that either Standard may be used for the accreditation of NDT. There are economies in which NDT is accredited using ISO17025 only, some where NDT is accredited using ISO17020 only and others where NDT providers are accredited to either ISO17025 or ISO In an economy where both Standards are used to accredit NDT, an accreditation body may choose to publish an NDT specific criteria document to ensure that there is no practical difference between the two accreditation options. Where ISO17025 is used exclusively an accreditation body may choose to publish an NDT specific criteria document emphasising the importance of professional judgement in NDT.

11 DOCUMENTATION Where ISO / IEC 17020:2012 Standard requires a documented (or written) procedure then those procedures shall be documented. Where the standard refers to a procedure, then there is no requirement in the Standard for that procedure to be documented (or written). Where the Standard requires to establish procedures, again there is no requirement in this Standard to document those established procedures. However, it is noted that clause of ISO / IEC 17011: 2004 states establish procedures means that they are documented, implemented and maintained. The terms documented and established should not be understood to be limited to written descriptions of activities. Procedures could be in the form of pictures, flow charts, video recordings, audio recordings or in other formats and media.

12 PT FOR IBs The revised ILAC P 9: 2014 that is to be issued for ballot by members of ILAC, in Section 2 states: Note: Proficiency testing may be used in some types of inspection where available and justified by the inclusion of testing activities that directly affect and determine the inspection result or when required by law or by regulators. It is, however, recognized that proficiency testing is not a usual and expected element in the accreditation of most types of inspections.

13 CALIBRATION In the two clauses referred to in the question there occur the phrases where appropriate, having a significant influence on the results, wherever applicable, where available and where traceability to national standards is not applicable. In all of these cases the need to calibrate or not depends on the assessment of the appropriateness, the applicability or the availability of traceable calibration. The justification for not calibrating any equipment that has a significant influence on the on the outcome of inspection should be recorded. the accreditation body should review each circumstances on a case by case basis and have a discussion with the inspection body concerned.
