2 Overview Introduction Background on the two indicators GeRL CBMS-LLGRB What are their similarities? Summing it up

3 Introduction This presentation mainly looks at the similarities and relationships between the CBMS-GRB Tool and the GeRL Ka Ba? Self Assessment Tool Over the years, a number of actions have been done to look at the gender issues in the country and recognize the contributions of women to social and economic development NCRFW, takes lead in formulating policies, programs and instruments aimed at integrating gender relevant information into development activities. It has partnered with a number of government agencies to develop tools for monitoring the status of women in Philippine society One of the tools developed by the NCRFW is the GeRL Ka Ba? or Gender Responsive LGU Ka Ba? tool.

4 The GeRL Ka Ba? Tool The GeRL Ka Ba? tool is a self assessment tool developed in cooperation with the Local Government Academy. It is primarily administered at the Municipal/City Level It was developed to aid LGUs become more genderresponsive by identifying and providing appropriate interventions for their constituents, both women and men This tool attempts to help LGUs determine and assess the gender-responsiveness of their current governance efforts and practices. Results of which would be vital in determining the status of GAD mainstreaming activities in their localities. It would be likewise be useful in helping the LGUs develop effective GAD Plans

5 The GeRL Ka Ba? Tool Objectives of the GeRL Tool(based on the GeRL Brief): Provide baseline data on the current capacities and practices of LGUs to mainstream GAD; To prioritize the LGU capacity aspects that need to be further developed among LGUs based on the results of the assessment; To identify LGUs who could serve as role models for gender-responsive local governance; and To outline and recommend strategies that could be adopted to facilitate mainstreaming of GAD Results of which would be vital in determining the status of GAD mainstreaming activities in their localities. It would be likewise be useful in helping the LGUs develop effective GAD Plans

9 The GeRL Ka Ba? Tool The GeRL tool was piloted in a total of 73 LGUs in 11 Regions in These LGUs were chosen using to a simple random sampling.

13 What ARE the CBMS-GRB Instruments? The CBMS GRB instruments were developed to collect information for the CBMS-GRB project. This project aims to pilot a gender responsive CBMS that will strengthen gender responsive and mainstream budgeting activities of local governments. It is currently being piloted in 2 LGUs in Negros Occidental: Escalante City and EB Magalona The standard CBMS methodology and instruments were enhanced to enable it to provide or facilitate more gender relevant information aside from the other LGU specific information identified during preparatory meeting with the partner LGUs.

14 What ARE the CBMS-GRB Instruments? Data collection using is done through a census of all households in all barangays (villages) in a municipality/city or a province Data is collected with the use of three instruments: 126-item Household profile questionnaire (CBMS-GRB HPQ) 7- page Barangay profile questionnaire (CBMS GRB BPQ). CBMS-GRB Rider Questionnaire (a single sheet questionnaire administered to select barangays in the partner LGUs)

15 CBMS-GRB HPQ1: The household profile questionnaire Basic census form used to gather all household and individual based indicators Focuses on obtaining information on the CBMS core indicators (14 indicators) Includes LGU specific indicators as well as gender relevant indicators

16 CBMS-GRB Barangay Profile Questionnaire (BPQ ) Questionnaire that is designed to gather supplementary information to the CBMS-GRB HPQ It collects information on the following: Characteristics of the population and survey site Availability/ accessibility of services Existing programs and social services of the barangay Reported crimes in the area Willingness of the barangay to acquire land for resettlement GAD Planning and budgeting in the barangay Inventory of equipment of the barangay

17 CBMS-GRB Rider Questionnaire This questionnaire is linked to the main questionnaire and is administered to select barangays It is a 13 item questionnaire that aims to collect information on: Livelihood skills Primary caregivers in the household School attendance Household Roles and ownership of assets

18 CBMS-GRB Instruments Overall, these instruments were developed to provide policy makers with a better picture of the prevailing conditions of their localities. It provides indicators that look into 5 aspects of well being: being educated, being healthy, being empowered, being protected/ taken cared of and having access to assistance These indicators of well being can also be considered vital from a gender perspective

21 Comparing both Indicators: similarities and relationships It is thus interesting to look at how these two tools share similarities as there may be ways for one tool to complement another.

CBMS- GRB can generate information on this down to the barangay level of disaggregation

41 Summing it up It shows that the CBMS-GRB is a viable source of information for LGUs to accomplish the GeRL Self Assessment tool. The community validation exercises and the focus group discussion will help provide other qualitative information needed by the GeRL tool While there are some indicators which the CBMS-GRB tools cannot readily generate, there are surely other sources of data that can fill this gap
