4 Fields of intervention The Office of International Cooperation is responsible for implementing the Government of Monaco s development cooperation policy adopted by H.S.H. the Sovereign Prince Albert II in the 8 Millennium Development Goals (MDGs) are the underlying theme of this development cooperation policy. These MDGs are implemented in 4 priority areas of intervention: healthcare and social issues education and training support for micro-economic activities preservation and development of natural resources healthcare and social issues education and training support for micro-economic activities preservation and development of natural resources

7 MDG 1 I - the 8 MILLennIUM DeVeLOpMent GOaLs (MDGs) MDG 1 - eradicate extreme poverty and hunger poverty alleviation A few figures South Africa - Burkina Faso Burundi - Kenya - Mali Morocco - Tunisia 33,000 individuals benefit from micro-credit 2,000 individuals earn supplementary income thanks to the restoration of oases In 2008, the Monegasque Cooperation set up the Monegasque Micro-Finance Support Programme to encourage the business activities of vulnerable persons, to support the development of micro finance institutions and to promote the social impact of micro finance. an example of a partnership in Burkina Faso Support is given to persons living with HIV-AIDS for their socio-economic reintegration. 100 people affected by the disease have access to micro credit in order to develop an income-generating activity. Consequently, they are able to receive better medical, nutritional and psychological care. the fight against hunger A few figures Burkina Faso - Madagascar Mali - Morocco- Senegal 150,000 children benefit from programmes to combat hunger and malnutrition every year. an example of a partnership in Madagascar At the end of 2009, the Monegasque Cooperation joined forces with the Principality of Andorra, the United Nations Population Fund (UNFPA) and the World Food Programme (WFP) to reduce the vulnerability of 13,000 women of reproductive age and 4,000 children aged between 0 and 2 years, in the deep Madagascan south.
8 MDG 2 - MDG 3 A few figures MDG 2 achieve UnIVersaL primary education South Africa - Burkina Faso Morocco Lebanon - Madagascar Mali - Morocco - Senegal Building, restoring and fitting out schools for 2,000 children 2,500 children benefit from specialised programmes (physical and mental disabilities, school reintegration, home education...) an example of a partnership in south africa Since 2005, the Monegasque Cooperation has lent support for the building and fitting out of 8 welfare day-care centres in the Western Cape Province. This programme allows 650 children from the townships and rural areas to consolidate their education and to find psychosocial fulfilment. The centres also serve as activity centres for welfare workers who visit close to 3,000 families to raise the awareness of parents about education, hygiene, health... A few figures MDG 3 promote GenDer equality and empower WOMen Burkina Faso Burkina Faso - Mali - Morocco 30,000 individuals have been made aware of the fight against excision Several thousand women have received support for their income-generating activities an example of a partnership in Burkina Faso Since 2006, the Monegasque Cooperation has supported a programme to combat the practice of excision in three departments of Burkina Faso. 30,000 individuals have been made aware of the damaging effects of this practice and ex-excisors have benefitted from microcredit to retrain. The programme has cut the number of excisions by half.
9 MDG 4 - MDG 5 MDG 4 reduce the MOrtaLItY rate among ChILDren UnDer FIVe A few figures Burkina Faso - Niger - Senegal Niger 1,500 children between the ages of 0 and 5 benefit from food supplements every year 100,000 children are inoculated each year against poliomyelitis an example of a partnership in niger In Kiota, a village with a population of 7,000, the Monegasque Cooperation has provided funding to build and fit out a Nutritional Rehabilitation and Education Centre to take care of infants and children under five from the village and neighbouring areas MDG 5 IMprOVe MaternaL health A few figures Madagascar - Mali - Mauritanie - Niger personnes ont accès à des infrastructures de santé (maternités, dispensaires ) an example of a partnership in Mauritania The Monegasque Cooperation has joined forces with the French Development Agency (AFD) to support the National Health and Reproduction Programme in Mauritania, the purpose of which is to improve maternal and child welfare and to reduce the birth mortality rate. The target is to enable 80% of the country to benefit from obstetric care at a fixed rate by The patient pays a single fee of 16 for all treatment relating to the pregnancy and childbirth. The set price includes 4 prenatal consultations, a blood test and an ultrasound scan in the first three months. Marc Giacomoni
10 MDG 6 - MDG 7 MDG 6 COMBat hiv/aids, MaLarIa and Other DIseases A few figures Madagascar - Mali - Niger Burundi Madagascar Senegal Building and fitting out national research centres to combat sickle cell disease 900 people living with HIV/AIDS have received medical care A national centre for malaria control has been set up for the whole population Partnership with INSERM for the validation of a bilharziasis vaccine an example of a partnership in Mali At the beginning of 2010, the Monegasque Cooperation, in the presence of the President of the Republic of Mali, officially opened the sickle cell disease national reference centre, a genetic disease too often ignored. The centre, in addition to its research and training activities, will enable 3,000 carriers of the disease to get appropriate treatment. Two other centres are currently under construction in Madagascar and Niger. OMD 7 ensure environmental sustainability A few figures Tunisia - Morocco Africa Croatia - Jordan 450 hectares of palm groves have been restored 150,000 people have access to drinking water 70 hectares of fields have been cleared of mines an example of a partnership in tunisia and Morocco In these two countries, palm grove restoration programmes have been implemented since 2003 enabling the families of over 300 farmers to cultivate their land again.

13 emergency humanitarian aid II - emergency humanitarian aid This aid is administered irrespective of any political considerations, in order to support populations affected by natural disasters or food shortages. Voluntary contributions are also made to the United Nations Central Emergency Response Fund and the United Nations Office for the Coordination of Humanitarian Affairs.. In 2009, the Government of Monaco intervened on 5 occasions amounting to a total of Monaco Collectif haïti Following the violent earthquake that hit Haiti on 12th January 2010, H.S.H. the Sovereign Prince decided to unite all the players involved in humanitarian action (Government of Monaco, Monegasque Red Cross and twenty or so NGOs) to support a joint project: MONACO COLLECTIF HAITI. Funds raised will be used, in cooperation with the local authorities, to help rebuild public facilities, mainly in the health and/or educational sectors; in compliance with the environmental, seismic and anti-cyclonic standards in order to establish a sustainable project. 14 Partnerships III - partnerships MONEGASQUE NGOs All Monegasque NGOs actively working in the humanitarian sector (around thirty entities) have access to project co-funding and the opportunity to consolidate their expertise. Monaco Collectif Humanitaire In 2008, the Monegasque NGOs that are supported by the Monegasque Cooperation, joined forces under the name of «Monaco Collectif Humanitaire». The main objective was to hospitalise in Monaco 50 children whose pathologies were not operable in their countries of origin. Over one million Euros has been raised. At the beginning of 2010, 80 children had already been operated on and over one hundred will undergo surgery in the long term. PUBLIC - PRIVATE PARTNERSHIPS In line with the Millennium Declaration implemented by the United Nations General Assembly, encouraging the establishment of solid partnerships with the private sector in order to promote development and eradicate poverty, a public-private partnership commission was set up in September 2008 between the Office of International Cooperation and Monaco s Chamber of Economic Development (CDE). Its goal is to match the interests of Monegasque companies with the needs of the Monegasque Cooperation regarding the assessment and implementation of projects. Partnerships have already been formed with ten or so Monegasque companies.
15 Fight against climate change human resources IV the FIGht against CLIMate ChanGe The Monegasque Cooperation is entrusted by the Government of Monaco with implementing carbon offsetting programmes worldwide via the Clean Development Mechanism (CDM). For Monaco, the goal is carbon neutrality, partially by 2012 and completely in the long term. Priority will be given to projects which combine climate, economic and social goals for the benefit of the populations most vulnerable to climate change. In 2008, the first partnership was initiated with Tunisia in order to purchase carbon credit until 2012, to support an emission reduction programme to obtain CDM certification and to strengthen the capacity of the Tunisian authority in charge of promoting CDM. V human resources Thirty or so individuals (civil servants and state employees, Consuls of Monaco, technical coordinators and International Volunteers of Monaco) have been mobilised to implement the Government of Monaco s cooperation policy. International Volunteers of Monaco (VIM) At the end of 2007, the Monegasque Cooperation set up a young volunteers programme (21-35 years old) to support activities conducted in the field in cooperation with local partners. 7 VIM currently hold posts for one-year missions, renewable twice, and 4 are currently being recruited for 2010 in Senegal, Mali, Madagascar and Morocco.
