5 S.A.F.E. Neighborhoods Program In partnership with the American Red Cross, Local Governments, and School Districts; S.A.F.E. Neighborhoods Program (Schools Aid Families in Emergencies) trains volunteers from each school neighborhood to open, staff, and operate their own community evacuation shelter until outside help arrives. 5

8 Fact: After a 7.0 Magnitude Earthquake 350,000 people will be displaced in the Salt Lake County area percent of homes will sustain moderate to severe damage Many main roads and freeways will become impassable Basic services will be interrupted for weeks or months - No water - No sewer - No gas - No electricity - No telephone Residents must be prepared to support themselves for 96 hours plus 8

39 National Preparedness Goal The National Preparedness Goal envisions, a secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.

40 Presidential Policy Directive defines resilience as the ability to adapt to changing conditions and withstand and rapidly recover from disruption due to emergencies. PPD-21 (2013) expanded the definition to include the ability to prepare for and adapt to changing conditions and to withstand and recover rapidly from disruptions.

42 Terminology Definition of RESILIENCE: - an ability to recover from or adjust easily to misfortune or change. Definition of RECOVERY: - the act or process of returning to a normal state after a period of difficulty. Definition of MITIGATE: - to make (something) less severe, harmful, or painful.

43 Planning Identify community plans already in place: Community s comprehensive general plan guides a community with long-range goals and objectives for the local government. Emergency operations plans prepare communities responses to emergencies with appropriate and effective methods. Integrate hazard mitigation to achieve overall community safety and resilience.

Logistics may include an expedited building permit process and adequate resources for building inspections. Land use planning decisions that will guide rebuilding. 58 Salt Lake County Disaster Recovery Framework The purpose of the Salt Lake County Disaster Recovery Framework (Framework) is to provide a guide to assist Salt Lake County Government in achieving a focused, timely, and expeditious recovery from a disaster.
