In the wake of the recent evacuations in Oroville and the severe economic and reputational impact we ve seen to our community that resulted, the Oroville Dam Coalition, an active working group of business leaders and employers have joined together with the Oroville Chamber of Commerce is helping lead an effort to keep Oroville Strong! We are formally creating Oroville Strong! into a coalition of businesses, who together as one will be a strong voice for Oroville. Here is our mission: Oroville Strong! will work to advance meaningful solutions to upgrade the Oroville Dam and flood control infrastructure, as well as work on your behalf to advance programs that will strengthen the economic climate in the region, promote jobs, tourism and improve the quality of life for residents. Oroville Strong! will help advance a set of core principles to shape local, state and federal policies embraced by our coalition to ensure we make Oroville a stronger community in which to work, live and visit. The timing for such a coalition couldn t be more important. Government representatives and elected leaders are making decisions that will impact our region for years to come. Through Oroville Strong! we will ensure they hear our collective voice. And, through our work, we will make sure that voice remains strong not just in the coming months, but in the years ahead. However, we need your help! Our goal is to grow Oroville Strong! to have at least fifty members and announce our efforts on the 50 th anniversary of the opening of the Oroville Dam on May 4 th. With your support, and through an aligned mission as Oroville Strong! we can achieve great things for our community. We hope you will join with us in keeping Oroville Strong! 2 OROVILLE STRONG! MISSION AND PRIORITIES Oroville Strong is focused on a set of core goals and objectives, supported by its members who are committed to ensuring that the lessons learned from the recent crisis in the region can be used to prevent similar situations in the future and help build a stronger Oroville. Ensure that the Oroville Dam functions as designed and advance meaningful solutions to upgrade the Oroville Dam and flood control infrastructure. Advocate for a strong Federal and State infrastructure investment for the Oroville Dam and other critical spending in the region that strengthens and expand major roadways, airports and rail to improve the economic climate in the region. Examine opportunities through local, state and federal programs as well as private investment that helps improve area schools, parks, recreation and tourism. Strengthen Oroville s image and promote the region as a great place to do business, to work, to live and to visit. The region has so much to offer and Oroville Strong will invest in creative ways to tell Oroville s unique story and offerings. 2

3 OROVILLE STRONG! SHORT-TERM PRIORITIES In the short-term, the focus and priority of Oroville Strong! is to ensure a strong local, State and Federal response to the recent crisis and evacuation. Specifically, our advocacy for the Oroville Dam includes: Safety and Security: Working with all the relevant agencies to ensure that the rebuilding and upgrading, maintenance and operation of the dam in future has the highest priority with safety in mind. Promoting improved flood control downstream. This will require comprehensive, updated flood zone maps so that priorities can be set and action taken. Assisting County and City governments in the development of sensible and comprehensive disaster preparedness, evacuation plans and procedures. Rebuilding and Development: Restoring the reputation of Oroville as well as other downstream communities as places in which to do business and live is an immediate priority. We will encourage the government agencies responsible for the dam to commit unconditionally to its upgrading to 21 st century standards. Ensuring an appropriate proportion of Federal Government support is allocated to areas affected by the evacuation. Encouraging local sourcing of the work involved in restoring the spillways. Supporting Butte County in efforts to revise the arrangements with the DWR so that the County receives recovery of its costs associated with the dam on a long-term basis. Seeking compensation for the losses and costs incurred by businesses and individuals as a result of the evacuation. Seeking tax credits and participation in other government programs which will encourage development in the region to offset the damage done by the evacuation. Transparency: Seeking reforms to ensure that continuous oversight of the dam s operation and state of maintenance involves local agencies. Encouraging legislative hearings and other public enquiries as needed so that the causes of the failure of the dam are understood and there is a full accounting of the impact of the evacuation on the local economy. Ensuring that relevant information is made available to the public, including how the costs of repairing and upgrading the dam are allocated and factors relating to the economic viability of the dam and the distribution of its benefits. 3

4 OROVILLE STRONG! ORGANIZAITONAL STRUCTURE Partnership Management: To ensure the partnership is successful, the Oroville Chamber of Commerce will lead efforts to advocate for policy positions and work together with the Oroville Dam Coalition and HPA Strategic Communications to develop strategies and approaches on how best to achieve results. Develop and adjust strategy Manage and coordinate all partnership activities on a day-to-day basis Execute a coordinated government relations, public relations and media campaign Serve as the primary liaison between member representatives Coordinate the flow of information among partnership members Assist in recruiting new members for Oroville Strong Provide spokespeople as needed Coordinate outreach to both internal and external parties Drive news stories about the partnership and issues relevant to the partnership s goals Government Relations & Strategy: Oroville Strong! government relations and advocacy will focus on strategy implementation at the State and Federal levels and will target the following: Congress both House and Senate o Congressional leadership o Relevant committee chairpersons and ranking members o Key member stakeholders Trump Administration and Appropriate Governmental Agencies o Agency leadership o White House o FERC State Legislature State cabinet departments and agencies Thought leaders including think tanks, universities and news media Third parties and trade associations 4

5 Communications: In today s news media-driven political environment, defining the debate on our terms is essential to Oroville Strong! successfully achieving its goals. This will require marriage of a strong communications effort with a strong legislative effort. Given that reality, Oroville Strong! will help frame the debate to provide the maximum chance of success and to give lawmakers the most compelling reason to use their time to act to strengthen the Oroville Dam systems, infrastructure and economic climate. Oroville Strong! coordinated communications strategy includes: Public announcements pertaining to the partnership o Organize the announcement event (May) with news release and member list o Consider members going to Sacramento and Washington, DC to advocate positions News releases and other news developments o Issue news releases and other media updates to keep the partnership relevant o Examine opportunities to tell the Oroville story to keep coalition and its priorities in the news Social media platform o Create social media campaign to advance coalition issues/priorities o Examine opportunities for op-ed placement in key forums/outlets o Create website, facebook page, etc. to amplify messages Events, Activities and Personal Stories o Examine opportunities for mini-press events that keep the issue alive o Share personal stories of how the crisis impacted local businesses, families, etc. o Create campaign that encourages businesses to use Oroville Strong! in advertising, sides of buildings, billboards, etc. OROVILLE STRONG! MEMBERSHIP LEVELS Steering Committee Membership ($10,000): Steering Committee members will serve as key decision-makers with regard to policy development, strategic communications, coalition building and grassroots activities. This executive committee will provide a range of opportunities for CEOlevel participation as well as involvement from government affairs representatives or other company personnel. These members will meet with key elected leaders, government officials, and other thought leaders to drive the mission of the coalition as well as participate in key media events. Steering Committee members will chart the overall direction of the organization. Community Impact Membership ($5,000): A Community Impact member company is asked to contribute $5,000 to serve on CAHR s advisory committee. This membership level is the ideal platform to assist in strategic development, communications and important grassroots efforts. These members will have the unique option to participate in potential subcommittees designed to address specific topics. Community Impact members will be invited to participate in strategic working group conference calls. Supporter Membership ($1,000): A Supporter member company is asked to contribute $1,000 to make the OROVILLE STRONG! work possible. Supporter member companies support the coalition s objectives and helping to ensure an effective organization is built. This membership level will participate in grassroots and communication activities. These members will also be invited to participate in strategic working group conference calls. Visionary Membership (No Membership Fee): A Visionary Membership company is designed to allow smaller companies to participate that may have limited resources but want to be a part of OROVILLE STRONG! and help where they can in ways other than financial. 6
