2 MATERNAL, CHILD, AND ADOLESCENT HEALTH (MCAH) PROGRAM GOAL Implement programs designed to improve the health of San Diego s women of reproductive age, infants, children, adolescents, and their families. FUNDING Affordable Care Act MCAH Title V Block Grant State General Fund Realignment Federal Title XIX (match) STATUTES California Health and Safety Code Sections and , (d)(4) California Welfare and Institutions Code Section 14132(u), (a-j), (c-d) Senate Bill 165 U.S. Code of Regulations Title 42 California Code of Regulations Titles 17 and 22

3 MCAH PROGRAMS California Department of Public Health (CDPH) allocates funds annually through a three year Agreement Funding Application to support local MCAH programs. Funding is provided to carry out the core public health essential functions to improve the health of the women, children, adolescents, and families.

5 MCAH 5-YEAR NEEDS ASSESSMENT Every 5 Years With Local Stakeholders: Evaluate the needs and assets of the local MCAH system Make recommendations and set priorities Assess adequacy of community needs being met Strategize how communitywide systems can better provide MCAH Public Health services Priority Health Needs: Low/Very Low Birth Weight and Prematurity Health and Dental Insurance for Children Prenatal Care Access and Utilization Preconception/Interconception Health Infant, Fetal, and Perinatal Mortality Partner/Family Violence Perinatal Mood/Anxiety Disorders

6 MCAH PROGRAMS Black Infant Health (BIH) California Home Visiting Program (CHVP) Comprehensive Perinatal Services Program (CPSP) Fetal and Infant Mortality Review (FIMR) Perinatal Care Network (PCN) Sudden Infant Death Syndrome (SIDS) Other MCAH Initiatives (e.g., pre/interconception, men s health, violence prevention)

7 MCAH PROGRAM GOALS Improve pregnancy and birth outcomes through education, policy, and system change. Decrease incidence of low birth weight and prematurity. Reduce fetal and infant deaths. Improve child health and development. Ensure women, children, and families have access to and utilize health care and social services. Build upon individual strengths and improve economic self-sufficiency. Increase knowledge to promote positive lifestyle choices to improve health and well being. Build partnerships and mobilize community to take action on various health efforts.

8 MCAH PROGRAMS Challenges Outreach and enrollment. Retention of clients into program. Resources (staffing and funding). Solutions Work closely with State, County, and community agencies (e.g., media campaigns, social media, websites) to increase awareness of programs. Develop electronic referral systems. Offer alternate groups to sessions to meet client s schedule, and provide educational workshops (e.g., nutrition, parenting, oral health) to keep clients engaged. Leverage resources with community partners and seek additional funding.
