4 Sample Data In the EU, the European Food Safety Authority (EFSA) fields applications for health claims for foods and supplements, and has to approve or reject claims. Of the more than 4,600 Article 13 (general function health) claims were submitted by member states, only 222 were approved for the EU market. Of these approved general function claims, only a handful involved digestive functions, and most were basic micro and macronutrients; only one claim involved the probiotics in yogurts. Article 14 claims, which deal with risk reduction, have been an even worse category for digestive ingredients, with no approved claims. The EFSA rejected 74 probiotic dossiers for article 14 claims twice, in mid-2012, when round two failed. When developing nutritionally designed foods that promote health through gut microbial reactions, four different types of food ingredients can be used: live micro-organisms (probiotics), dietary enzymes, nondigestible carbohydrates (dietary fiber and prebiotics), and bioactive plant secondary metabolites (e.g. phenolics and isoflavones).
