Overview Luke-Dorf Inc. is a Community Mental Health Non-profit Operating throughout Washington and Multnomah Counties Specialize in working with Adults with Mental Illness Operate a diverse portfolio of programs including populations related to Community Services, Intensive Case Management, outreach, addiction, and Peer Support Key part of the Luke-Dorf mission is housing

8 What is Severe Mental Illness? Diagnosable mental disorder The disorder impairs some part of a persons life: Work Family Life Education Physical Health Housing General Wellbeing With the right treatment and enough time, many impairments can be overcome and wellbeing improved.

9 Why do we want to do this? 42% of all homeless individuals with severe mental illness are unsheltered in the Portland metro area* 1,968 households in Washington County at risk or experiencing homelessness** Beaverton/Aloha area: Vacancy rate of 2.6%** Luke-Dorf is dedicated to the 10 Year Plan to End Homelessness in Washington County

13 The Importance of Housing Programs Research shows that housing like Clover Court results in: Individuals retaining housing for longer periods of time A high engagement in offered social services Most effective for individuals who are chronically homeless Enable people to live in a stable and safe environment and access services that are impossible to engage with when homeless Allows people to build communities, feel safe, find employment, and live fulfilled lives Lower costs to taxpayers by lowering the utilization of expensive public systems such as emergency services

18 Referral Pathway 3 steps Community Connect (Washington County) In person assessment determines a person is: Chronically homeless with severe mental illness Able to live independently in the community Have no prior history of sexual offenses and/or a felony conviction Luke-Dorf Comprehensive in-person intake process to review client suitability Determines appropriate supportive services to achieve: housing stability, self-sufficiency, and independent living Property Management Criminal background check Information obtained is evaluated by Luke-Dorf and a final decision is made to accept or deny the application NO Illegal drug use No Marijuana use NO Felony Convictions NO Sexual Offenses

19 Property Management/Site Operations Luke-Dorf s internal property management team will oversee the leasing, compliance, and operations of the site In-house maintenance team will be responsible for upkeep Yearly audits of site Washington County, HUD, Rental Subsidy Programs Orientation to available services and lease responsibilities

21 Who we Serve The people we serve want a life worth living The vast majority of people with mental illness are not violent, not criminal and, not dangerous Studies continue to show that violence is no more prevalent among these individuals than individuals in the general population, and are 10 times more likely to be a victim of a crime The people we serve want what we all want: Home Family Meaningful activities Fun Peace Safety
