1 Workshop on Derivation of Specific Clearance Levels for Materials That Are Suitable for Disposal in Landfills IAEA Headquarters Vienna, Austria November 2017 Ref. No.: J9-TM Information Sheet A. Introduction The application of clearance levels is of high importance for decisions on whether to release slightly contaminated materials from regulatory control, to dispose them in radioactive waste disposal facilities or in landfill sites. Large amounts of different materials (soil, rabble, vegetation, construction debris) may be generated as a result of remediation or decommissioning activities after nuclear accidents. Such materials may contain residual amounts of radionuclides and their activity levels can be slightly above the clearance levels established in Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards (IAEA Safety Standards Series No. GSR Part 3). Taking into account the need to minimize the amount of generated radioactive waste and the practical challenges related to the management of large amounts of slightly contaminated materials, the (IAEA) has initiated a project to derive specific clearance levels to justify the disposal of such materials in municipal landfills.
2 Page 2 B. Objectives The purpose of the workshop is to present and discuss a draft IAEA report, which was prepared by the IAEA Secretariat in April 2017, on the derivation of specific clearance levels for materials resulting from remediation or decommissioning activities after nuclear accidents that are suitable for disposal in landfills, and to explore the derivation and implementation of specific clearance levels for the reuse and recycling of materials with low residual activity. The workshop will also serve to initiate discussions on the launching of a coordinated research project on the clearance of such materials, including the reuse and recycling of materials with low residual activity. Additionally, the participants will be able to discuss the results of a Consultancy Meeting on Clearance Levels for Reuse of Materials, which will take place in Vienna from 6 to 10 November C. Target Audience The target audience for the workshop comprises policymakers and regulators in the area of radioactive waste management and radiation protection of people and the environment, as well as representatives of national organizations responsible for radioactive waste management, particularly those professionals involved in safety assessment and safety cases for radioactive waste disposal facilities. D. Working Language English E. Application Procedure Designations should be submitted through InTouch+ ( or using the attached Participation Form (Form A). Completed requests should be endorsed by the competent national authority (e.g. Ministry of Foreign Affairs, Permanent Mission to the IAEA, or National Atomic Energy Authority), or by an organization invited to participate, and returned through the established official channels. They must be received by the IAEA not later than 27 October Designations received after that date or applications sent directly by individuals or by private institutions cannot be considered. Designating Governments and invited organizations will be informed in due course of the names of the selected candidates and at that time full details will be given on the procedures to be followed with regard to administrative and financial matters. F. Expenditures and Grants No registration fee is charged to participants. The IAEA is generally not in a position to bear the travel and other costs of participants in the workshop. The IAEA has, however, limited funds at its disposal to
3 Page 3 help meet the cost of attendance of certain participants. Such assistance may be offered upon specific request to normally one or more participants per country provided that, in the IAEA s view, the participant(s) on whose behalf assistance is requested will make an important contribution to the workshop. The application for financial support should be made at the time of designating the participant(s). If Governments wish to apply for a grant on behalf of one of their experts, they should address specific requests to the IAEA to this effect. Governments should ensure that applications for grants are submitted by 27 October 2017 through InTouch+ ( or using a signed Grant Application Form (Form C). Approved grants will be issued in the form of a lump sum payment that usually covers only part of the cost of attendance. G.
