1 International Atomic Energy Agency Technical Cooperation Project RAF/8/043: Promoting Self-reliance and Sustainability of Non-destructive Testing Facilities (AFRA IV-15) PROSPECTUS C7-RAF Title: Place: Regional (AFRA) Training Course on NDT Level 3, Training, Examination and Certification Johannesburg, South Africa Date: 12 to 30 November 2007 Deadline for nominations: Organizers: Language: Participation: Target countries: Purpose of the course: Participants qualifications and experience: 31 July 2007 The International Atomic Energy Agency in cooperation with the Government of South Africa through the South African Institute of Welding (SAIW); Centre of Non Destructive Testing. The language of instruction will be English. The course is open to 10 participants from AFRA Member States who will be selected based on suitability of qualifications according to the attached Access Conditions Questionnaire compiled in line with ISO The questionnaire and supporting documentation must be submitted together with the nomination form. Anglophone countries participating in project RAF/8/043. The course will provide refresher training in the basic four and additional NDT methods as well as review requirements for Level III NDT training as per the IAEA TECDOC 628 NDT including the Basics (which is compulsory for Level 3 and includes metallurgy, welding and material manufacturing, international codes and ISO 9712 on Qualification and Certification of NDT). Participants will have the opportunity to qualify at Level III in accordance with the requirements of International Standard ISO 9712 on Qualification and Certification of NDT Personnel. Candidates should have a degree or diploma in engineering, or graduate in science with physics, chemistry and mathematics. Candidates will be admitted to the course based on information supplied in the Access Conditions Questionnaire and supporting documentation. It is strongly recommended that candidates familiarise themselves with the relevant NDT codes and standards before attending the course. Applicants meeting access conditions as per ISO 9712 will be supported by AFRA to attend this Level III training course and examination. If this is the first such opportunity, candidates must write examinations in two methods if access conditions are met. Attempting more than two methods is not mandatory. Candidates meeting access conditions for only one method will be admitted to the training course. One further opportunity will be given to candidates for methods not yet covered during their first training course and examinations. This will not apply to methods which were failed during the first opportunity and resit. If space is limited, then preference will be given to candidates who have not yet had an opportunity to
2 attend a training course leading to Level III examinations; The candidates should be employees of their respective national institutions responsible for developing and promoting the use of NDT methods in various industrial sectors in the country, or of organisations, which provide NDT services for this purpose. Preference will be given to candidates who are to be associated with the training and certification of NDT personnel at the national level after their successful completion of the course. As the training course will be conducted in English, participants should have sufficient proficiency to follow lectures and express themselves in this language without difficulty. Completed forms should be endorsed by, and returned through the official channels established (AFRA National Co-ordinator). They must be received by the International Atomic Energy Agency, P.O. Box 100, A-1400, Vienna, not later than 31 July Nominations received after that date or applications which have not been routed through one of the aforementioned channels cannot be considered. Advance nominations by facsimile ( ) or (Official.Mail@iaea.org) are welcomed. The facsimile/ should contain the following basic information about the candidates: name, age, sex, academic qualifications, present position including exact nature of duties carried out, proficiency in English, and full working address (including telephone and fax numbers and ) to enable the IAEA to make preliminary evaluation of the candidates. In the case of countries in which English is not an official or customary language, nominations must be accompanied by a separate certificate of the candidate s proficiency in English. This certificate must be issued by a language school or cultural institution, or an embassy of a country in which the language of the course is spoken In order to comply with UN system-wide security measures, it has become a requirement for all IAEA selected participants to have successfully completed the course Basic Security in the Field: Safety, Health and Welfare prior to travelling to attend any training course. The aim of the course is to educate participants on how best to avoid or minimize potential dangers and threats, and to show what individuals can do if they find themselves in insecure situations. The course is available on CD-ROM, to be obtained from the IAEA National Liaison Officer in each participant country and online through an IAEA specific website. Successfully completion of the course is mandatory for the attendance at any training course. Candidates are, therefore, advised to get in touch with the National Liaison Officer in their country to obtain the CD-ROM and to pass the exam as soon as the application form is submitted to the IAEA. Please do not wait for the IAEA acceptance to perform this task. The certificate is compulsory for any IAEA-supported activity. We further advise you to submit the certificate along with the Nomination Form through the competent authority in your country. This will avoid last minutes intense preparation from your side as we will not
3 authorise any provision of air tickets or stipends, nor security clearance for individual participant without the timely submission of the certificate. Administrative and financial arrangements: 1. Nominating Governments will be informed in due course of the names of the selected candidates and will at that time be given full details on the procedures to be followed with regard to administrative and financial matters. During their attendance at the course, participants from countries eligible to receive technical assistance will be provided by the IAEA with a stipend sufficient to cover the cost of their accommodation, food, and minor incidental expenses. The IAEA will also provide the participants with a round-trip air ticket, economy/excursion class, from their home countries to Johannesburg, South Africa and return. Shipment of accumulated course materials to the participants home countries is not the responsibility of the IAEA. The organizers of the course do not accept liability for the payment of any cost or compensation that may arise from damage to or loss of personal property, or from illness, injury, disability or death of a participant while he/she is travelling to and from or attending the course, and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks. 2. The stipends are calculated on the basis of living costs of the host country and price of accommodation. They are sufficient to cover all expenses related to the participation in AFRA training events. 3. Visa arrangements, including transit visas, are the sole responsibility of the participant. He/she should initiate the necessary actions for obtaining a visa prior to departure. In case the host country of the training event has no representation in the candidate s country, the latter should send, well in advance, preferably together with he nomination, to the local co-ordinator (course director) all necessary bio data (full name and address, passport number, expiry/issuance dates, birth place and date, and arrival details) and request an entry visa to be made available to him/her at arrival. The Course Director is not obliged to provide this type of assistance and, therefore, the candidate should initiate this action and make sure that the bio data reaches the Course Director in time (with copy to the IAEA).
4 ACCESS CONDITIONS QUESTIONNAIRE Candidates are required to answer all questions to assist with verification that they meet the access condition requirements for entry to level 3 examinations as described in ISO Question 1: Education Qualifications: Candidates should describe relevant technical education qualifications e.g. BSc in Mechanical Engineering or 3 year technical college diploma in sciences and engineering. Copies of the candidate's educational qualification documents must be attached. Question 2: NDT Experience: Candidates should provide detailed information of their experience in NDT. This information should identify the methods with which the candidate has gained experience and should describe the nature, e.g. practising hands-on application of NDT methods or lecturing or examining of NDT personnel, and the duration of the experience. Question 3: NDT Qualifications/Certifications Candidates should describe all NDT method qualification or certifications they have held or currently hold. If certifications have lapsed the date when the certification lapsed should be stated. Copies of the candidates' qualifications and certifications must be attached. Question 4: NDT Practical Examination Qualifications Candidates should describe all NDT method practical examinations they have successfully completed. Copies of practical qualifications or written confirmation from the qualifying authority must be attached.
5 Question 5: General Knowledge at Level 2 Standard Candidates gaining entry to examinations are required to have level 2 knowledge in four methods. If you do not hold level 2 qualifications/certifications in four methods provide any information which describes the level of your general knowledge in methods other than those for which you do hold qualifications/certifications e.g. self-study or supervised. Question 6: Vision requirements The candidate must provide documented evidence of satisfactory vision in accordance with the following requirements: a) near-vision acuity shall permit reading a minimum of Times Roman N5 or equivalent letters at not less than 30 cm with one or both eyes, either corrected or uncorrected; b) colour vision shall be sufficient that candidate can distinguish contrast between colours used in the NDT method concerned as specified by employer. Please attach supporting documentation. Question 7: Additional Supporting Information Candidates may provide any additional information which supports their application for access to examinations. Please attach supporting documentation where appropriate.
