Proposal on establishing a Health for Growth Programme, the third multi-annual programme of EU action in the field of health for the period SO3: Identify, disseminate and promote up-take of validated best practices for cost-effective prevention measure by addressing key risk factors, namely smoking, abuse of alcohol and obesity, as well as HIV/AIDS, with a focus on the cross border dimension in order to prevent diseases and promote good health. pdf

5 Bundeszentrale für gesundheitliche Aufklärung EU Health Program 2012: Improvement of HIV Prevention in Europe contributes to Implementation of HIV Action Plan development and implementation of tools/ standards for more effective HIV prevention programmes, transferrable and adaptable to all regions 1. Use quality assurance and quality improvement (QA/QI) to improve the effectiveness of HIV prevention. 2. Improve the effectiveness of prevention to help reduce the number of new HIV infections. 3. Enhance HIV prevention efforts by using QA/QI to address the role of stigma and discrimination. EC co-funding: up to 1,5 million BZgA

6 EU Health Programme Financing mechanisms The aim is to ensure full stakeholder participation in the Programme to organisations which take forward the health agenda Co-financing an action (public or private body or NGO) intended to achieve a Programme objective. Financial contributions by the Community will cover up to 60% of project costs. Co-financing the operational costs of a non-government organisation or a specialised experts network. Operational grants may be given to NGOs of up to 60% of costs. Joint financing a public body or non-government organisation by the Community and one or more Member States. Community contributions may be up to 50%. Joint actions with other Community programmes, which will additionally provide coherence between this instrument and other Community programmes 3.1 Exceptional utility (actions considered with very significant European Added Value) the Community contribution shall not exceed 70-80%, shall not be more than 10% of the applications.

7 Good Project Management with EAHC Preparing and negotiating your project Once the letter announcing the offer of cofunding arrives, contact your partners and review the outlines of the project, the budget and the distribution of tasks taking the comments in the evaluation report into account Plan and re-plan your activities along the calendar agreed upon and pay attention to the financing cycle. Pre-financing has a meaning! Evaluation Kickoff & Mid term meeting ( in Luxembourg) prepare carefully & send documents well in Advance Make a clear explanation of the evaluation strategy - including adequacy of methods proposed and indicators chosen (UNGASS, Dublin monitoring, ECDC). Don t forget to evaluate the impact of your project! Pay attention to your deliverables All deliverables should be submitted to EAHC within one month after dissemination. This will allow us to monitor the progress of your project. We will also contribute to the dissemination by presenting your results to relevant bodies within the Commission and to co-ordinators of relevant projects Reporting Prepare the interim and final reports well in advance to allow for comments and suggestions from your associate partners. Make the reports clear and concise! Use EAHC templates. Amendments of the contract are always possible but are timeconsuming and can often be prevented by careful planning Dissemination Prepare a strategy for dissemination of your results, considering all relevant stakeholders
