1 HRSA TECHNICAL ASSISTANCE (TA) OUTREACH INITIATIVE Grants Resource Center External Funding Conference August 21, 2012 PRESENTER: Michael J. Nelson Associate Administrator U.S. Department of Health & Human Services Health Resources and Services Administration Office of Financial Assistance Management ABOUT HRSA An agency of the U.S. Department of Health and Human Services; Serves as America s Health Care Safety Net; Is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable; $8.2 billion FY2012 annual budget supports 10 offices and six major program areas: Primary Health Care; Clinician Recruitment & Service; Health Professions; HIV/AIDS Care; Maternal and Child Health; Healthcare Systems; 2 ABOUT HRSA 100-plus programs and more than 3,000 grantees serve tens of millions of individuals with affordable health care and other services; Partners with about 3,000 local and state agencies, nonprofits, community-based organizations and others. 2 TA OUTREACH GOALS & OBJECTIVE S Based on HRSA s on-site TA effort in FY 10/11, HRSA reconvened an Agency-wide workgroup in April 2011 with the following Administrator s charge to: Develop and provide high quality, cost efficient and effective TA outreach to new, potential, and existing applicants and grantees through virtual media methods about HRSA funding opportunity announcements and programs (e.g., Webcasts, HRSATube, or other video/webbased products). Structure TA to increase the number, quality and potential for success of applicants applying for HRSA Federal assistance. 4 GOALS & OBJECTIVES (Cont d) Provide outreach to all potential HRSA applicants, especially focused on first-time and previously unsuccessful applicants, and disadvantaged, vulnerable and underserved populations. Assist target audiences to increase understanding/ knowledge to more effectively face the challenges and complexities of successfully submitting a competitive application. 5 GOALS & OBJECTIVES (Cont d) Develop a model format for presenting funding opportunity announcements (FOA s) utilizing a key HRSA official to add a face to the announcement process; i.e., FOA-Video Template. Develop and post archived TA productions to allow interested target populations continual access to relevant information. Develop marketing and communication strategies to provide initial and continuous outreach to target audiences. 6 2

3 HRSA TA OUTREACH PRODUCTS To date, the HRSA TA Workgroup developed and delivered a series of 17 products of interest to HRSA target audiences, designed to achieve the objectives and goals of the TA initiative (hyperlinked): 1. 4 HRSA GRANTS TA WEBPAGE On June 12, the Administrator announced the launching of the HRSA Grants Technical Assistance (TA) Webpage A one-stop-shop for potential applicants on how to apply for HRSA Federal assistance. Applicants will find a message from Dr. Wakefield, all webcasts, videos, TA guidance and a wealth of other relevant consolidated information and links useful to applicants on how to apply based on interest. Allows potential applicants continual archived access to relevant information, HRSA productions and other technical assistance and references tailored to HRSA-specific process and requirements. 10 SUMMARY RESULTS HRSA s five grant-focused webinars reached an audience of more than 4000 interested viewers to date. Our 4 Funding Opportunity Announcement Video productions have been viewed by more than 2500 interested parties. Other presentations have been viewed by more than 1800 interested persons. HRSA s newly released TA website has reached more than16,485 viewers since mid-june To date, HRSA s TA productions have reached more than 25,000 potential applicants and interested viewers. 11 SUMMARY RESULTS (Cont d) Through marketing efforts, TA products reached more than 7000 mail list contacts; 5,900 Facebook Friends of HRSA; 2,900 Twitter Followers. A capacity of almost 16,000 contacts. Across HHS, this effort is seen as a model for other HHS grant-making agencies to emulate. An HHS Inter-Agency Committee has been established to exchange and develop ideas and best practices for new and potential applicants. Future FY 13 TA projects are being planned and developed on a timeline. 12 4

5 BECOMING A HRSA REVIEWER Grant Reviewers help HRSA select the best programs from competitive groups of applicants. HRSA receives between competitive applications annually. HRSA maintains an electronic Reviewer Database with more than 10,000 registrants. Reviewers are either self-nominated or are nominated by Program officials. 13 BECOMING A HRSA REVIEWER (Cont d) HRSA has continual need for outside Reviewers with education and experience in the following areas: Health Professions Training HIV/AIDS Treatment Maternal and Child Health Services Organ Transplantation Primary Care for Underserved Persons Rural Health Care 14 BECOMING A HRSA REVIEWER (Cont d) Examples of Reviewer Occupational Categories needed by HRSA: Doctors Psychologists Nurses Health Administrators Dentists Patient Navigators Pharmacists Health Economists Nutritionists Physician Assistants Social Workers Allied Health Providers 15 5
