1 M.Foxcroft Performance & Intelligence Team HEALTH PROFILES - QUARTERLY UPDATE BRIEFING AUGUST 2016 Public Health England has recently published a quarterly update to its Health Profiles, which provide an overview of health for each local authority in England. They are intended to help local government and health services make plans to improve local people's health and reduce health inequalities. This document is a summary of the updated data for Bury. 2 What Has Changed this Quarter August 2016 This quarter, 10 indicators have been updated with Local Authority-level data (3 of which are new, 1 is corrected from the May update and 4 are revised indicators) and a further 4 indicators have been removed from the Health Profiles. The updated indicators for Bury are as follows, descriptions for the indicators and further information can be found at the end of this document: Deprivation Score (IMD 2015). (new indicator) Bury scores similar to England s overall Deprivation Score. Statutory homelessness. (indicator definition has been revised) For all time periods recorded Bury has been significantly worse than the England average. Additionally Bury has an increasing trend whereas England has plateued across all years. Smoking Prevalence. (indicator definition has been revised) The most recent year reported of 2015; Bury is significantly worse than the England average. Bury s smoking trend has been on the increase since 2013 whereas England has been on a decrease across all years. Percentage of physically active adults. Bury has had an increase in the percentage, moving from significantly worse than the England average to not significantly different. Cancer diagnosed at an early stage. (new indicator) Significance in relation to England is not calculated but overall Bury is on an increasing trend of early diagnosis percentages. New sexually transmitted infections (STIs) (exc Chlamydia aged under 25) Bury is significantly better than the England average and is on a decreasing trend of new cases. Infant mortality. (indicator definition has been revised) Rates in Bury have been on an increasing trend (with a slight decrease in the last reported year) although figures are not significantly different than the England average. Suicide rate. (indicator definition has been revised) Moving from not significantly different to significantly worse than the England average, suicide rates have been on an increasing trend in Bury. Deaths from drug misuse. (new indicator) Only one data point has been published due to figures being too small for all other years. In the only reported significant years Bury is not significantly different than the England average. Page 2

3 Premature mortality (in most and least deprived quintiles) (PHE DATA CORRECTION FROM MAY 2016) For both males and females (the sub indicators this indicator is split into) Bury is significantly worse than the England average. Male premature mortality is on an increasing trend, whereas female premature mortality is on a decreasing trend when compared to the England average trend. The indicators that have now been removed from the Health Profiles are as follows: Deprivation (% of people in an area living in 20% most deprived areas in England (IMD 2015)) old indicator number 1 Obese Adults old indicator number 14 Incidence of Malignant melanoma old indicator number 16 Prevalence of opiate and/or crack use old indicator number 19 Where to find the profiles The Profiles are available in two places online: 1) The interactive online tool can be found as part of PHE s Fingertips suite, along with the option to download the raw data or a pdf copy of the 2015 profile: The online tool will be updated quarterly to show the latest available data. 2) Last year s pdf version (2015) can be found on the Health Profiles website, along with FAQs: The next annual update of the pdf profiles will be September/October Some indicators included in the Health Profiles are also available on other PHE profiles or from their original source. Data summary All Indicators in Health Profiles Bury is significantly worse than England for: Smoking status at time of delivery Breastfeeding initiation Statutory homelessness Violent crime (violent offences) Smoking prevalence in adults Excess weight in adults Recorded diabetes Life expectancy at birth (Male) Life expectancy at birth (Female) Suicide rate Smoking related deaths Under 75 mortality rate: cardiovascular Premature mortality from all causes (Male) Premature mortality from all causes (Female) Page 3

4 Bury is significantly better than England for: Children in low income families (under 16s) (The children in poverty (under 16s) indicator has been renamed to children living in low income families (under 16s)). Obese children (Year 6) New Sexually Transmitted Infections (STIs) (exc. Chlamydia aged under 25) Hospital stays for self-harm Hospital stays for alcohol-related harm Killed and seriously injured on roads New and Updated Indicator Definitions and Changes (where individually known) The Public Health Outcomes Framework (PHOF) has recently been refreshed and there was a requirement to update the indicator definitions in Health Profiles to ensure consistency with the new PHOF. Additionally the Health Profiles consultation which took place in May and June 2016, created some changes to reflect the results of the consultation. In addition to this, where individually known reasons for changes for indicators and definitions are listed below: Deprivation Score (IMD 2015). (new indicator) Definition - The English Indices of Deprivation 2015 use 38 separate indicators, organised across seven distinct domains of deprivation which can be combined, using appropriate weights, to calculate the Index of Multiple Deprivation 2015 (IMD 2015). This is an overall measure of multiple deprivation experienced by people living in an area. Cancer diagnosed at an early stage. (new indicator) Definition - New cases of cancer diagnosed at stage 1 and 2 as a proportion of all new cases of cancer diagnosed (specific cancer sites, morphologies and behaviour: invasive malignancies of breast, prostate, colorectal, lung, bladder, kidney, ovary, uterus, non-hodgkin lymphomas, and invasive melanomas of skin). This indicator is labelled as experimental statistics because of the variation in data quality: the indicator values primarily represent variation in completeness of staging information. Reason for change - this indicator is a replacement of the Incidence of Malignant Melanoma old indicator number 16 as 80% of those who responded to the Health Profiles consultation were in favour of replacing the Incidence of Malignant Melanoma indicator with Cancer diagnosed at early stages. This also aligns itself with the recent PHOF update. Page 4

5 Deaths from drug misuse. (new indicator) Definition - Age-standardised mortality rate from drug misuse per 100,000 population. Reason for change Aligning with PHOF indicator 2.15iv, deaths from drug misuse has also now been included to the indicator as there has been a rising trend in drug related deaths over the last few years. Statutory homelessness. (indicator definition has been revised) Definition - Eligible homeless people who are assed by their local authority but deemed to be not in priority need, crude rate per 1,000 estimated total households, all ages. Reason for change In line with the PHOF update, this will help provide a rounded picture of single homeless people, who often have significant health needs and are not entitled to statutory housing support. Smoking Prevalence. (indicator definition has been revised) Full indicator name - Smoking Prevalence in adults current smokers (Annual Population Survey). Definition - Prevalence of smoking among persons 18 years and over. Infant mortality. (indicator definition has been revised) Definition - Infant deaths under 1 year of age per 1000 live births. Reason for change In line with the PHOF update, there is a slight change in the definition. This is to change from using death occurrences (i.e. the year in which the death took place) to death registrations (i.e. the year in which the death was registered). This will align the indicator with routinely available data. Suicide rate. (indicator definition has been revised) Definition - Age-standardised mortality rate from suicide and injury of undetermined intent per 100,000 population. Reason for change - The PHOF and therefore the Health Profiles and National Statistics definitions will now be aligned. This means that for codes X60-X84 only ages 10+ will be included and for codes Y10-Y34 only ages 15+ will be included. The population denominator will be ages 10+. Premature mortality (in most and least deprived quintiles) (PHE DATA CORRECTION FROM MAY 2016) Definition - Directly age-standardised mortality rate for all deaths registered in the respective calendar years, in people aged under 75. 6 Indicators Which Have Been Removed Deprivation (% of people in an area living in 20% most deprived areas in England (IMD 2015)) old indicator number 1 Removal Reason the PHOF has recently been refreshed and there was a requirement to update the indicator definitions in Health Profiles to ensure consistency with the new PHOF. Obese Adults old indicator number 14 Removal Reason this indicator is not in the PHOF and has been removed, but Health Profiles will retain PHOF indicator 2.12 Excess weight in adults. Incidence of Malignant melanoma old indicator number 16 Removal Reason and where to now find - this indicator is not in the PHOF and has been replaced with the PHOF indicator 2.19 Cancer diagnosed at early stages. 80% of those who responded to the Health Profiles consultation were in favour of replacing this indicator with Cancer diagnosed at early stages. The National Cancer Registration and Analysis Service (NCRAS) provide cancer incidence, survival and mortality data for Clinical Commissioning Groups (CCGs), including incidence malignant melanoma, at Prevalence of opiate and/or crack use old indicator number 19 Removal reason - this indicator is not in the PHOF and has been replaced with the new PHOF indicator 2.15iv Deaths from drug misuse. 56% of those who responded to the consultation were in favour of replacing this indicator with Deaths from drug misuse.
