As we now have several further reports of areas affected across the region, please find attached a secondary general information letter from Public Health England, for your information purposes. If someone presents at your pharmacy with symptoms of norovirus, we would like to remind pharmacies of the following points to help avoid further spread in the community: People with symptoms of norovirus should o stay away from work, school or childcare settings until they have been free of symptoms for at least 48 hours and avoid contact with others where possible o keep hydrated by drinking fluids as tolerated o if symptoms persist (more than 48 hours), phone the GP or the NHS non-emergency number 111 for advice o wash hands thoroughly with soap and water regularly but particularly after toilet visits and before eating and handling food. Alcohol hand gel is not effective against norovirus o do not visit friends or relatives in hospital or residential care homes as there is a real risk of introducing the infection to the establishment. 4 Flu Planning- Antiviral Stocks Supply of Antivirals for the Treatment and Prophylaxis of Influenza (i.e Tamiflu And Relenza ) These medicines are indicated to both treat and prevent flu in accordance with NICE guidance. In order to be effective, treatment needs to start within 48hours of developing symptoms, or contact with the virus. It is therefore especially important for prescriptions for these medicines to be dispensed promptly. Can we please therefore ask you to check if you have a small in-date stock of these medicines, and if not to consider ordering a small quantity?...please see the attached Antivirals PDF for more information. Patient Access to Services, Including Community Pharmacy, Over the Christmas Period NHS England have launched a campaign to remind the public that Community pharmacy services and GP appointments are available for those that need them over the Christmas holidays: From 22 December 2017 to 7 January 2018 (excluding Christmas Day), urgent GP appointments are available. A range of resources are available for display and signposting patients as/if required, HERE and HERE. This campaign is part of the work across the country over Christmas and the New Year to ensure patients are aware of the services available including pharmacy services. PHARMOUTCOMES FORM AVAILABLE NOW Re.Opening Hours for Easter & May Bank Holidays 2018 A form is now available for all pharmacies (except for branches of the multiples listed below*) for pharmacies to confirm whether they will be open (and, if so, opening times) on the bank holidays at Easter and in May: Good Friday 30 th March 2018, Easter Sunday 1 st April 2018 and Easter Monday 2 nd April 2018 Monday 7 th May 2018 and Monday 28 th May 2018 The form can be found easily in the services tab under the title Bank Holiday Opening. *For the following pharmacy multiples, bank holiday hours will be submitted centrally via head offices NOT via individual branches. Please note that any returns other than those received from head offices for the multiples listed below will be discarded: ASDA Boots Day Lewis Lloyds Morrisons Page 4 of 10

5 Tesco Well Completed NUMSAS Questionnaire Returns NHS England has launched an IT platform to enable patient questionnaires from the NUMSAS to be completed electronically either by the patient themselves or with help from the pharmacy team. When patient questionnaires are completed on paper, contractors should utilise the functionality available on the IT platform to submit patients responses to the questionnaire so that these responses can be collated and analysed along with those submitted electronically. For more information there is a useful Q&A available on the PSNC website HERE. Regulation 28 Controlled Drugs Clear Dosing Instructions Colleagues in community pharmacy and general practice are asked to please note the content of the attached letter (PDF), which is being circulated across England by our Controlled Drugs Accountable Officers. The letter concerns the need for clear dosing on controlled drugs prescriptions following a coroner s regulation 28 report, and also concerns the expansion of the Electronic Prescription Service (EPS) to include schedule 2 and 3 controlled drugs. PNA CONSULTION A PNA is a comprehensive assessment of the current and future pharmaceutical needs of the local population for community pharmacy, dispensing appliance contractors, and dispensing doctors in rural areas (where relevant). The PNA for will present a picture of community pharmacy need and provision in a given area, and will link to the relevant Joint Strategic Needs Assessment (JSNA) for that area. The PNA will be used by NHS England to inform o decisions regarding which NHS funded services need to be provided by community pharmacies and dispensing appliance contractors in Torbay o whether new pharmacies or services are needed o decision-making about the relocation of existing pharmaceutical premises in response to applications by providers of pharmaceutical services o the commissioning of locally enhanced services from pharmacies Page 5 of 10

6 Providers of pharmaceutical services will also use the PNA to inform their applications to provide pharmaceutical services by demonstrating that they are able to meet a pharmaceutical need as set out in the PNA. Consultation for all (Plymouth, Devon and Torbay) PNAs will run from Monday 4 th December 2017 to Friday 2 nd February The 3 links, below (by locality) will take you to a copy of the PNA relevant to the chosen locality and to five short questions relating to its content. Please take the time to read the report and answer the questions as fully as you are able. Once the consultation period ends, a consultation report will be produced and changes to the PNA will be considered. PLYMOUTH: DEVON: TORBAY: IMPORTANT (ALL PHARMACIES) : NHS MAIL Shared Accounts Set Up & Usage Following investigations by NHS Digital, there are a small number of pharmacies who appear to have set up a number of inappropriate NHS Mail user accounts (linked to their pharmacy s shared account) that are not for actual people, and are also being used inappropriately. Examples have been found where the forename & surname fields have been deliberately completed to generate addresses which are not for the use of a named person: For example, setting up an account with, first name: Repeat & last name: Prescriptions in order to issue a user account named repeatprescriptions@nhs.net. User accounts should ONLY be set up for staff and are not intended to be used as generic or shared accounts for other purposes. Shared accounts are designed to allow access by multiple users to ensure that Information Governance (IG) protocols are not breached: Sharing passwords is a clear IG breach, therefore setting up individual user accounts which are accessed by multiple people (by sharing login details and passwords) is NOT permitted. Users of the NHS Mail service should also bear in mind the restrictions on use for commercial advertising purposes, and accounts set up should not, for example, be used to advertise job vacancies, offer commercial opportunities, or advertise the services of a pharmacy. Any accounts that are found to have been set up inappropriately, or which are operating in contravention of the Acceptable User Policy (AUP) declaration will be suspended and removed by NHS Digital as and when they are identified. Christmas & New Year Rotas Circulated Ensure Opening Times and Pharmacy Details are Correct Page 6 of 10

7 Rotas for the Christmas & New Year season have now been circulated to pharmacies ( ) Please ensure that you check your pharmacy details including address, post code and telephone numbers. If you are also scheduled to be open on any of the Christmas and New Year Bank Holidays (Monday 25 th December 2017, Tuesday 26 th December 2017 and/or Monday 01 st January 2018) please ensure your opening hours are correct for these days including those pharmacies who have been directed to open. Pharmacy Seasonal Influenza Vaccination Advanced Service 17/18 The current Pharmacy Seasonal Influenza Vaccination Advanced Service documents for the 17/18 flu season is available HERE. For any contractors who have not already registered to provide the existing flu service, the registrations portal on the NHSBSA website is open for contractors to register to provide the service HERE. Some key points to remember are: Pharmacists providing the service must demonstrate that they have the necessary knowledge and skills by completing the Declaration of Competence (DoC) Prior to provision of the service, the pharmacy contractor must sign up to service through the NHSBSA website. This must be done annually so even if you registered last year you must make sure that you register again this year. The registrations portal on the NHSBSA website is now open. If the notification to the NHSBSA is not received prior to payment claims being submitted, they will not be able to be processed or paid as the requirement to notify the NHSBSA set out in the Directions will have been breached. The pharmacy contractor is required to make arrangements for the removal and safe disposal of any clinical waste related to the provision of this service If a long-stay care home or long-stay residential facility asks a pharmacy to vaccinate a resident/patient away from the pharmacy premises, the pharmacy contractor must follow the protocols set out in Annex C of the Service Specification. The form in Annex C must be ed to us at england.pharmacysouthwest@nhs.net for approval before the vaccination is administered. We would remind pharmacies that no off site vaccinations can be undertaken without first gaining permission from the pharmacy team The pharmacy contractor must ensure that a notification of the vaccination is sent to the patient s GP practice on the same day the vaccine is administered or on the following working day The pharmacy contractor should seek to ensure that the service is available throughout the pharmacy s contracted opening hours We would also like to remind pharmacy contractors to ask patients receiving the service to fill in the online patient questionnaire, as this feedback is vital in gauging patient satisfaction with the service. This patient feedback website has also been made active Page 7 of 10

8 (more info on PSNC website HERE) to allow contractors to familiarise themselves with the format prior to the service going live on Friday. Contractors will also be required to record all activity on PharmOutcomes: A template is now available on PharmOutcomes under the services tab. Flu Vaccination for Care Workers. The specifications and PGDs required for GPs and pharmacies to be able to offer free flu vaccinations to nursing and care home workers are now available: If the community pharmacy wishes to provide the Flu Vaccination Service to care home and domiciliary care workers, community pharmacists must sign the new PGD, alongside a signature from an authorising manager. The old PGD will still be valid but does not include care home and domiciliary care workers, so this cohort will not be able to be vaccinated as part of the Flu Vaccination Advanced Service unless the new PGD is signed. The pharmacy advanced service is available HERE. The definition agreed for the eligible groups is as follows: Flu immunisation should be provided to health and social care staff, employed by a registered residential care/nursing home or registered domiciliary care provider, who are directly involved in the care of vulnerable patients/clients who are at increased risk from exposure to influenza, meaning those patients/clients in a clinical risk group or aged 65 years and over. These individuals will be required to provide some evidence of eligibility, such as an ID badge, a recent pay slip or letter from an employer. Please see the enhanced service specification for further details. The following arrangements remain unchanged: Employers, remain responsible for ensuring that their staff are protected from exposure to risk of infection and they are keen to support them to achieve a high rate of uptake as this will also help protect residents from infection and ensure that their business remains resilient during the winter. The national scheme is intended to compliment any local schemes that have already been put in place by employers to support flu vaccination during 2017/18 only and is not a replacement service. The arrangements are currently only for 2017/18. Find more information via the PSNC HERE Click here to view an online version. End of Year (EoY) Template Available Now on PharmOutcomes! We would encourage all contractors to start thinking about this year s ( ) end of year contractual requirements and planning ahead to ensure that all are completed on time. Page 8 of 10

9 The EoY template is now available on PharmOutcomes and can be found under the heading NHS England Contract Support under the Assessments tab on PharmOutcomes. Like last year, the EoY template acts as both a tracker for pharmacies (to keep track of progress throughout the year) and also a selfdeclaration on behalf of the pharmacy which states that the required contractual obligations, such as below, are complete: Decide a topic for this year s ( ) in-house clinical audit and when you are going to do it. Decide when you re going to start handing out patient questionnaires, allowing enough time before the end of year to get the required number of responses and for analysis. Identify any work you may need to do to improve your Information Governance (IG) Toolkit score We would also encourage you not to wait until year end before submitting completed audits or your IGT assessment why not submit them as soon as they are completed? DEVON PHARMACIES ONLY: Pharmacy First Service Emergency Supply (NEW Devon CCG) Please note the extension to service to ensure visitors can access service during weekdays in holiday seasons is approved from Monday 18th December to Friday 29th December 2017 inclusive. This extension is for visitors to the area only; local patients should be referred to their own GP. Please support the NHS by providing this valuable service for patients. During winter the demand on acute services increases and this additional pressure can be reduced with your support. NEW Devon CCG would like to remind community pharmacists that any patients requesting an emergency supply of their medication during the day on weekdays should be asked to contact their own practice first (whether they are local or visitors). Further information is available on the Devon LPC website HERE. Please check if your pharmacy is listed to provide services and inform Devon LPC of any change as out of hours services will be referring patients to your pharmacy if you are listed. CORNWALL PHARMACIES ONLY: Temporary Extension Local Emergency Supply Service (Kernow CCG) The temporary extension of the local Emergency Supply service will operate from 9.00am until 6.00pm on Monday 18th December through to Friday 5th January During this time pharmacists working in participating pharmacies during normal pharmacy opening hours will be able to supply a sufficient quantity of medication to Cornish residents (up to 5 days treatment) and to visitors to the area, to cover their duration of stay in Cornwall (up to 14 days treatment).
