Highlights According to the provincial government of Khyber-Phaktunkhwa (KP) province, there are 665,000 conflict-affected Internally Displaced People (IDP) who remain in the province. The plight of these IDPs remains a major concern, particularly as winter has stopped their return to home areas and the north-west of Pakistan is one of the coldest areas in the country. While recent donations have helped UNICEF close the gap in provision of services to the most vulnerable, such as reaching 97% of the target population for water distribution, significant gaps remain. For example, UNICEF is targeting the provision of adequate sanitation facilities to a further 2.2 million people by July 2011 to prevent the spread of communicable disease. To respond to the needs of the most vulnerable flood and conflict-affected communities over the harsh winter, UNICEF is distributing health and nutrition supplies sufficient for over 900,000 people, clothes for over 560,000 people, and WASH supplies for over 300,000 people. These interventions are being delivered as an integrated package. 1

2 Situation Overview IDPs: According to the KP provincial government, there are over 665,000 conflict-affected Internally Displaced People (IDP) remaining in the province following operations against militants from August It is estimated that up to a further 300,000 unregistered conflict affected IDPs are living in communities in KP. While 109,000 people returned to their areas of origin in KP in November to December 2010, the return stopped following the extreme winter conditions in those areas. The most urgent needs of these IDPs include blankets and clothes to protect them from extreme winter conditions. In Sindh, IDPs continue to return to their places of origin from camps in Jamshoro, Thatta and Dadu as access improves. However, 128,000 people remain in camps or spontaneous settlements in return areas according to the Provincial Disaster Management Authority (PDMA). The IDP population in Balochistan is declining, with 26,049 people remaining in 40 camps. Winterisation: Temperatures have fallen as low as 5 C in southern Punjab and well below freezing in parts of Gilgit-Baltistan (GB) and KP. The draft Shelter and Non-Food Item (NFI) Strategy advocates for an immediate increase in distribution of blankets, kitchen sets, warm clothes and bedding. Health: During the reporting period, 36,000 acute diarrhoea cases and 190,000 acute respiratory infection (ARI) cases were reported to the Disease Early Warning System (DEWS) from the flood affected districts. As temperatures drop the number of ARI cases continues to rise, making up 32% per cent of all consultations during the reporting period. Nine suspected measles cases were detected in KP, Sindh and Punjab provinces during the reporting period. The IRNA news agency reports soaring bread prices in Pakistan, as an indication of general food price increases, with indications of bread prices by rising up to 14% in Karachi, Sindh. Education: 13 schools continue to function as relief shelters in Sindh, with 1,610 people including 322 children residing in them as relief shelters. Child Protection: According to newspaper reports and UNICEF field monitoring, flood and conflict displacement have led to an increase in child labour and begging. Inter-Agency Collaboration, Cluster Leadership, Coordination and Key Partnerships The United Nations Humanitarian Coordinator has requested the government to decide on how to continue the floods and IDP humanitarian appeals processes into 2011, as the Pakistan Humanitarian Response Plan officially expired at the end of Responding to extreme winter conditions UNICEF is working with other UN agencies to reach the most vulnerable. Alongside UNICEF s work WFP has provided sufficient food and WHO sufficient medication to meet the needs of the most vulnerable groups in GB until March. The shelter and WASH clusters are collaborating on the construction of one room shelters with the integration of hygiene facilities, particularly in Muzaffargarh district, Punjab. According to the National Database and Registration Authority (NDMA), over 1.41 million of the 1.59 million WATAN ration cards have been distributed to flood-hit families, or 88 per cent of the target. The NDMA reports that over USD 313 million have been distribution through the WATAN scheme. UNICEF and Cluster Response A. Health In Balochistan the second phase of the mass vaccination campaign began on 5 th January To date 32,191 children have been vaccinated for polio, 28,553 for measles, and 1,030 for BCG, 1,238 for pentavalent and 532 pregnant and lactating women (PLW) for tetanus. The health cluster has delivered sufficient essential medicines to cover the needs of 9.2 million people across flood-affected areas. 2

3 In Punjab as seven children died in one month from ARI, measles and malnutrition in a nomad community near Multan, UNICEF supported the emergency measles vaccination of all children from six months to five years old in the surrounding area. UNICEF also provided blankets and nutritional supplements to this extremely vulnerable group. B. Nutrition A total 24,562 severely malnourished children of 6-59 months old (U5) have enrolled in 306 Outpatient Therapeutic Feeding Programmes (OTP) and 31 Stabilization Centers (SC) since the flood onset. ly, 56,901 moderately malnourished children of 6-59 months old and 39,000 PLW have enrolled in 402 Supplementary Feeding Pro-grams (SFP). Community outreach activities including nutrition behaviour change and identification and referral of malnourished children have reached 593,411 children under-five years old (U5) and 220,739 PLW. The first draft of the Sindh Strategic Nutrition Response Plan has been developed and shared with stakeholders. 6 new partnership agreements have recently been signed in Sindh with a further three being developed. Nutrition Cluster Nutrition programmes continue to expand across all the provinces, with a significant increase in KP. Currently 24,562 severely malnourished children and 56,901 moderately malnourished children are admitted in OTP, SC and SFP, while 39,000 PLW are enrolled in the SFP. Programme quality has improved through training, coaching and field visits. The Nutrition Information System which critically analyses nutrition programme performance on cure rate, default rate, death rate, and non-response, is being expanded from Sindh to other provinces to provide critical data. C. WASH UNICEF is providing clean drinking water to nearly 3.5 million people every day. Though significant relief needs remain, in particular in Baluchistan and Sindh, water tankering has been scaled down, ceasing completely in Punjab, as more water points and schemes are restored and installed. Water quality remains an issue, in particular in Sindh as IDPs return to places of origin. Since the outset of the emergency, UNICEF has distributed nearly 30 million water purification tablets and household treatment filters, thus potentially providing access to 300 million liters of safe drinking water at household level. UNICEF provided nearly 30,000 sanitation facilities benefiting nearly 1.5 million people, while hygiene promotion activities are ongoing reaching over 1.9 million. UNICEF has distributed nearly one million bars of soap since the outset of the emergency. WASH Cluster The WASH cluster currently has 172 partners reporting on cluster results. The National Disaster Management Authority (NDMA) WASH strategy has been finalized and uploaded to the pakresponse.info website. 3

4 D. Education UNICEF-supported Temporary Learning Centres (TCLs) now benefit 182,201 children. This is an increase of nearly 18,000 children in the. To date 218,254 children have benefited from UNICEF supported provision of necessary schools supplies including school in a box, recreational kits, and early childhood development kits. This is an additional 10,080 children in the. Education Cluster Education Cluster members have re- TLCs Established in Six Provinces: Aug 2010 Janu- ceived 32% of the USD 83 million funding requirement. The Education Cluster has reached a total number of 301,967 (172,715 boys/men and 129,252 girls/women) across Pakistan through TLCs, Adult Literacy Centers, provision of educational supplies, teacher training and rehabilitation/ refurbishment of schools. Education cluster partners have rehabilitated 360 schools, of the more than 10,000 damaged by the floods. An additional 69 schools were rehabilitated in the last week. As part of the Early Recovery efforts, the cluster have built 54 Transitional School Shelters (TSS) to date, 49 of these provided by UNICEF; the aim is to ensure that children attending the 3,700 fully damaged schools get a semi-permanent structure to continue education during the next years. E. Child Protection UNICEF has established 987 Child Friendly Spaces (CFS), and 76 safe spaces for women. UNI- CEF has also supported the establishment of six district Child Protection Units (CPU) in AJK, Baluchistan and KPK, and 967 Child Protection Committees (CPC). Through these CFSs, CPU and CPC UNICEF partners have provided referral services to 26,360 vulnerable children and 3,851 women; group counseling for 30,076 children and women; individual counseling for 10,759 children; and psychiatric referral for 852 children and women. CFSs have additionally provided educational and recreational activities for 253,499 children, an increase of 30,421 children in the. UNICEF has supported distribution of non-food items (NFIs) including shoes, clothes, sweaters, blankets and other items to 302,258, an increase of 58,100 NFI items in the last two weeks. In Baluchistan, Sindh and KP, UNICEF has supported birth registration of 13,249 children and provision of 11,311 child birth certificates. Child Protection sub-cluster The Federal CP sub-cluster has 46 members, ranging from the National Disaster Management Authority (NDMA) to UN agencies and NGOs. The cluster has reached an additional 39,597 children through CFS in the. Capacity building working group meetings were held in five districts of Northern Sindh with a focus on CFS, emergency response planning, and district focal points. 4

UNICEF received USD 7.5 million in additional contributions and pledges in the, including USD 5 million for WASH, USD 4.7 million for health, and USD 1.4 million for nutrition. The top ten donors to UNICEF s flood emergency programme are the governments of the United States, Australia, the United Kingdom, Norway, and the Netherlands, the CERF, and the UNICEF National Committees for Germany, the United Kingdom, the United States and Australia. G. Media and Communication UNICEF Pakistan's social media efforts initiated last November have received good feedback, with 650 fans on Facebook and 60,000 total views. UNICEF Pakistan YouTube videos have been watched 2,000 times and the Flickr site has had 6,000 views. Find more information at: Next steps The FANS nutrition survey in KP is in the final stages of analysis and the data will be available by the end of January, The Nutrition Information System, piloted in KP, will be rolled out nationwide with training planned in the next week in Hyderabad (Sindh) and Quetta (Baluchistan). A communication strategy on the response to the nutritional crisis in Sindh is being rolled out to effectively communicate to all stakeholders how to effectively manage the situation; the strategy targets both media and communities. The second phase of the national mass polio and measles immunisation campaign will be held in January, with the estimated target of 7.4 million children for measles vaccination; the objective is to declare Pakistan Polio free in two years. The Prime Minister has placed polio under his direct supervision reporting directly to his office. UNICEF will roll out the winter contingency plan, in collaboration with other UN agencies, to ensure that the most vulnerable populations receive life saving non food items.
