Welcome remarks Health Cluster Coordinator for Southern Reason (SR) chaired the meeting and welcomed the participants; Reviewed the last HC meeting minutes held on 10/Oct/2012 in Kandahar and endorsed as final minutes. Shared agenda and discussed on the objectives of the meeting With any comments meeting endorsed minutes 2.Progress updates of Health Cluster for Southern Region (SR) Measles outbreak trend: The impact of national level measles campaign in July 2012 showed very good impact in the measles outbreaks in overall the country including Southern region. However, as compare to number of outbreaks with other regions, the SR is still higher. The SR is still contributing nearly 50% of the total no. of outbreaks in the country even after July. Currently, MMRC (measles Mortality Reduction Campaign) is going on in all the provinces of SR in those districts where the vaccination coverage was less than 80% in July. The MMRC campaign is scheduled from 3-8/Dec. Concern partners need to be extravagantly involved to make better performance MOPH / WHO / UNICEF / BPHS implementers Page 1

2 Winterization Update: 78 Districts from 20 provinces were considered as High Risk districts for Winterization plan for The following five districts are considered as high risk districts in SR: Urozgan (Khas-Urozgan district) Zabul (Diachopan, Arghandab, Naw-Bohar districts) Kandahar (Miyanashin district) Contingency medicines and medical supplies have already been dispatched from Kabul to Regional WHO store and high risk provinces; Mobile clinics and static mobile clinics are continued in SR as before; Kandahar Informal settlement will be closely monitored and necessary additional manpower will be provided (if needed) for the closely monitoring and timely reporting; Medicines for Ibne-Sina in Zabul is in the process of delivery the reporting week and in the rest area will dispatch soon. CHAP Response Plan 2013: Shared the CHAP Response Plan 2013 prepared and submitted by HC. Need analysis, along with outputs, its indicators and target were discussed in the meeting: The health needs for 200,000people affected by sudden onset emergency which bypass local response capacity; emergency health services to 950,00 conflicts affected people in out of BHPS area by establishing temporary/mobile clinics, capacity building of health personnel on stabilize and treat trauma and basic emergency Obstetric care; essential Health needs of 430,000 vulnerable people living residing in health inaccessible area; community based early warning in high risk districts and DEWs strengthen; emergency health services for IDPs in camp and integrated IDP / host communities are the key components of CHAP operation. Southern Regions PPHDS, Health Partners and HC to regularly follow up and update the winterization affect to each other. NGOs to seek the possibilities / opportunities to extend the services to conflict affected & vulnerable area where basic health facilities are cut off due to remoteness and active conflict HC/MoPH/BPHS NGOs working in health in Southern region / HC / PPHD / MOPH Page 2

3 Agenda Discussion/Remarks Action Point Responsible Health Cluster Training Program: WHO/HC to timely WHO/HC invite the participants 3. Presentation by OCHA on Inter-cluster Vulnerability Assessment Health Cluster carried out a Three-day Training of Trainers (TOT) on Measles Epidemic Control in two batches for the MoPH/PHD/BPHS implementers in Kabul from 10-12/Nov/2012 and 13-15/Nov/2012. The participants were from diff provinces. Following the TOT on Measles in Kabul, SR is planning to carry-out Regional Level Measles Epidemic Control Training to PPHD/BPHS and other partners in the month of December and shortly WHO/HC will circulate the invitation to the HC partners. The Refresher training on Regional Water Quality Testing completed on 4-5 of Dec in Kandahar for the participants who received the basic training in Dec/2011. HC focus this training to 19 high floods risk provinces in Afghanistan. Health Cluster District Vulnerable Ranking: Shared on the Health Cluster District Vulnerable Ranking in 5 groups based on total score ranging from 6-7 outbreak as very high to 0-2 outbreaks as very low considering the indicators of vaccination coverage, access to Health Facilities coverage and security; and proven food insecurity factors in the districts for 4 years. The purpose of the ranking is to identify the higher risk district for responding humanitarian assistance on time. The mapping was done aiming to make planning, monitoring and evaluation purpose easy and rational before the interventions of emergency health programme in Afghanistan. In the matrix and map the high risk districts are colored as red as high alert area. OCHA: OCHA made a short presentation on Inter-Cluster Coordination vulnerability assessment. Briefed on how the vulnerability assessment was done and matrix prepared Different provinces categorized by different rating depending on the cluster related indicators. The purpose of the assessment was to identify the high risk areas for planning intercluster activities and offer inter-cluster support and coordination. However, due to unavailability of data some provinces are not rated in the matrix under some cluster. Page 3

Update on current Polio cases in SR; and MMRC and NID program in SR As of 05/Dec/2012, a total of 33 Polio positive cases were reported in Afghanistan and among those cases 23 (11 in Kandahar, 10 Helmand and 2 in Uruzgan province) are in SR alone which is close to 70%. The most recent two cases appeared in Maywand district of Kandahar province, which is one of the 9 high risk districts in SR. WHO also shared that the last campaign reached in some accessible areas of Jardai district in Kandahar province. WHO requested to the partners to follow the micro plan, timely monitoring/ reporting and develop ownership amongst all the stakeholders; Polio TAG (Technical Advisory Group) meeting was held in Kabul from 27-28/Nov/2012 and had review the polio program in general and develop new way forward on polio elimination program in Afghanistan. The participants were from donors, MoPH, WHO, UNICEF and other stakeholders. 5. AoB DEWS Southern Region: Since beginning of Jan/2012, 59 disease outbreak cases have been reported till to date. The predominant outbreaks in the southern region are still measles and followed by pertussis, ADD, scabies and poisoning. The recent scabies outbreaks in the Kandahar prison are being responded in close coordination with ICRS as ICRC has mandate to have access to prisons. IOM: IOM is planning to distribute NFI and food (together with HAPPA) humanitarian assistance to 218 floods affected familiesv in Qualat district of Zabul province. UNICEF: MMRC is being implemented in close collaboration with WHO/PPHDs in the SR; A Six-Day Nutrition Cascading Training targeting to Doctors, Midwives, CHW are ongoing in SR except in Kandahar. UNICEF Southern Region Plan recently prepared and Uruzgan and Kandahar are in high priority provinces. WFP: WFP regularly distributing SFP (Supplementary Feeding Program) to pregnant/lactating mothers for through AHDS/CORDAID. Likewise 6-59 months children get Plumpy SUPP in regular basis. Danish Refugee Council (DRC): DRC is preparing for IDP Assessment in the Kandahar province aiming to assess real situation IDP and their issues, concerns, humanitarian gaps and durable solutions.
