Access Report No. 1: Report No. 4 due on 19 May Mongolia Severe Winter: Humanitarian Report (as of 20 April 2017) OVERVIEW Mongolia continue to experience extreme temperature and heavy snowfall. 40% of the country is covered by up to cm snow, and 50 cm in CERF target locations. Rain of up to 29 mm during the last week of March packed snow to ice. Access roads to some packets of remote communities in Bayan-Ulgii, Uvs, Khovsgol, Arkhangai and Dornod were temporarily closed, affecting 5% of CERF beneficiaries in these locations. Partners and local authorities mobilized trucks to deliver CERF project supplies. Due to long exposure to extremely cold weather, the herds were exhausted and became vulnerable to disease and death. Household resources have been depleted and unable to buy animal feed and veterinary medicine. 500 most vulnerable households from nine soums were identified using the CERF beneficiary selection criteria. Animal packages composed of fodder, mineral block and veterinary supplies provided by /CERF have been dispatched to the 500 target beneficiaries. A total of 11,422 vulnerable households were assisted through completed projects by the main responding partners-,, PIN, SC, and WV. Of this number,,500 households received livestock package from / CERF (in addition to US$ provided through UNDP/ CERF in February). and PiN provided multipurpose cash to 5,558 and 1,584 households, respectively. WV provided multi- purpose cash and livestock feed package to 780 most vulnerable households. In addition, SC provided heating coal to 17 primary schools that benefited 7,800 children and provided micro-nutrient supplement to 12,500 children and pregnant and lactating women. Humanitarian partners are working with local authorities to speed up delivery of supplies to remote difficult-to-access locations. RESPONSE The total humanitarian funding from 15 January until 20 April stands at US$ 4.40 million, mobilized by 10 partners. This amount meets 66% of the initial requirement of US$ 6.67 million for 2016/2017 winter response and closes the funding gap to 4%. FUNDING** The total amount of US$ 4.40 million includes US$ 147,700 mobilized by in March to provide micro-nutrient to children under 5 and pregnant and lactating women in 146 soums of 18 aimags that include CERF target priority locations and beneficiaries. 3 RESPONSE BY SECTOR* Agriculture Partners:, PIN Contact Information: Jigjidpurev Sukhbaatar, Activity/Target: provision of fodder, hay, minerals (for livestock) and veterinary kits to 4,592 households in 50 soums of 1 aimags. Increased animal mortality reported from 9 soums of 5 aimags during the third week of March prompted to reallocate a portion of its CERF funding to provide livestock emergency support. Authorities confirmed the soums of Tsetserleg, Burentogtokh, Gat (Khuvsgul aimag), Bulgan (Bayan-ulgii aimag), Umnudelger and Bayan-Ovoo (Khentii aimag), Songinokhairkhan/21 Khoroo and Khan-Ull/1th Khoroo (Ulaanbaatar) and Orkhon (Bulgan aimag) had the highest rate of animal death with an average of 2.5%. Tsetserleg soum recorded the highest mortality rate at 8.2%. Local authorities identified 500 most vulnerable households in the 9 soums using the current CERF project beneficiary selection procedure. allocated US$70,800 to meet the immediate needs of households for fodder, minerals (for livestock) and emergency veterinary kit.
