2 NN2 Context Bangladesh: Access of electricity is 74% of population; grid coverage is 58% of area. GoB targets to ensure 100% electricity access by year 2021; No smart grid yet. Power sector has been dependent on single fuel (natural gas constituting more than 75.4% of power generation).* Power Sector Master Plan 2016 (PSMP 2016) emphasizes on mixed fuel from energy security view point. PSMP 2016 projects 35% Gas, 35% Coal, 20% cross boarder electricity supply and 10% renewable supply. In context of the various fuel mix and diversified power generation, national grid will require intelligent management system. Smart grid is expected to make RE penetration easier. *Existing reserve of natural gas (13.1TCF) is depleting in next 10 years. Petrobangla is importing 1000 MMCFD LNG by 2018 to cover up the supply demand gap of natural gas.

4 Bangladesh, renewable energy and inclusive development GoB has target of installing 1500MW renewable energy by year Renewable energy enables greater and more equitable access. RE Contributes to women s improved health. RE provides opportunities for children s grester ability to study. RE provides opportunities for women s enhanced livelihoods. RE enable greater safety and security for women.

5 Case Study: Enabling Poor Women s Particpation in Renewable Energy Sector in Bangladesh Outcome: Identify entry points to support. mainstreaming gender in the energy sector. Objective: Enhanced economic empowerment through increased employment opportunities for poor women through renewable energy related activities. Timeline: Implemented in Haitya Island for 15 months (June 2014 to October 2015). Budget: US$300,000. Benificiary: 400 poor women in Hatiya Island.

6 Hatiya Island A cluster of islands situated in Southeastern Bangladesh. Vulnerable area subject to cyclones and natural disasters. Estimated Population: 451,176 with approximately 500,000 HH. Isolated grid network exists providing electricty to 3.5 4%. Estimated demand for HH covered by existing grid is 1.5 MW, Existing generation capacity is only 280 kw (From Diesel). Limited livelihood options and almost no access to financial services.

7 Women in Hatiya Scarce employment opportunities including handicrafts, fisheries, and agro based activities. Lack of skills training and limited access to health care services (minimum knowledge on health care). Use traditional cooking styles (biogass) and limited knowledge on hazardous impact of such practices. No access to financial loans. Religiously conservative area limits women s mobility outside the home. There is demand for promotion of income generating activities.

8 Scope under ADB TA Assessments, identification of poor women and identifications of possible skills trainings, module development, technical skills training on preparation and usage of improved cook stoves. 400 local women trained in installation, O&M of offgrid renewable energy based power plants and systems.

9 Output: Women s energy related livelihood opportunties enhanced Identification of energy related alternative livelihoods through needs assessment, baseline data collection, identified poor women trained (including practical sessions) in alternative livelihoods including candle making, block and batik print, livestock and agriculture, financial management skills and provided with equipment to earn income (sewing machines, canle making devices and block print devices).

10 Output: Gender sensitive user education developed and implemented Developed modules and conducted awareness raising in the community with all stakeholders on gender issues (gender rorles, economic opportunites, gedner discrimination in businesses, early marriage, VAW etc.) to create a safer and friendlier environment for women in the context of insecurity for women (especially traveling at night without electricity), prevalent health problems due to lack of sanitary toilets attached to houses, prevalent fire accidents due to use of candles, lanterns and lamps at night and no access to technologies to receive information from the outside world.

11 Output: Improved Cook Stoves (ICS) program implmented Provided 400 ICS to poor women in Hatiyathrough consultation workshop in ICS organizations, local elite and local government officials to ensure acceptance of use of ICS by women.

12 Output: Executing Agency(EA) capacity strengthened Inception workshop with all relevant stakeholders to inform about project and to ensure accepatbility of project actviities on the ground. Orientation and information workshop and midterm workshop with all to keep community in the loop of project activities and progress. Project completion workshop to share success stories, recommendations and lessons learnt at the national level.

13 Results 400 poor women received training in operating and maintaining ICS and are currently using them (resulted in reduced health problems, decreased time poverty, greater acceptance of community of women doing O&M work, before only 15% women had knowledge on installation and O&M of ICS, now incraesed to 74% ). 40% women (baseline: 10% of 540 HH) using ICS in their homes.

14 Results Increased alternative livelihood opportunities for women (baseline:4% at project completion: 15% women) and increased income for women (women now earning BDT 5000 BDT 8000 compared to zero income before). Women using their own equipments and have set up their own businesses. Increased level of knowledge and changed attitudes towards women as evident through the greater family support in household activities and encouragement to become involved in IGA.

15 Results There has been a marked change in the women s role in the family and community more women invloved in local government bodies as part of the local goevrnment committees. Increased awareness and interest among women to access loans from financial institutions at the government earmarked lower interest rate for women enterpreneurs. Increased interest among stakeholders to become involved with other NGOs and development partners and elected local government represenattive making an effort to bring more development inetrventions to the area.

16 Scale up potential New projects developed by ADB and others to provide further support (additional HH) Form a cooperative among the beneficiaries to work together for further development( e.g.: develop a local market for entrepreneurs). Develop intensive training programs in renewable energy related technologies. Product design development and market linkages initiatives to promote traditional items made by women in Hatiya (inside Hatiya and to the near by urban towns).
