4 What do we do? Our first priority is to help your CHC operate a successful dental program! Provide T/TA to MA CHCs via dental director meetings, webinars, listserv, and more! Available for 1 on 1 phone calls and meetings to discuss any of your needs Work with partners such as MassHealth, HSN, HCFA, BPHC and many more on the issues that impact CHC dental Work on Oral Health Policy But we also, Look for new opportunities to improve oral health for CHC patients (integration projects, expansion and new funding opportunities, access/workforce issues) Represent your interest across the state and nationally

5 Oral Health Initiatives Strengthening the Oral Health Safety Net (SOHSN)/ National Oral Health Integration and Innovation Network (NOHIIN) Funded by DentaQuest Foundation. The League's role in this work is to provide national technical assistance (TA) and coaching to PCAs on oral health. The League has worked with 15 PCAs over the last 3-4 years. NOHHIN represents the second phase of SOHSN. The initiative involves 13 additional PCAs working on oral health. The League's role is the same as SOHSN which is to provide TA and coaching and guidance at a national level, the project is expected to spread to all PCAs and currently funds 36 PCAs. HRSA/DPH Linkages A 3-year quality improvement project focused at 7 CHCs working on the integration of oral health and primary care. The League is a subcontractor through DPH which received a HRSA oral health workforce grant to do this work. Clinical Connections Grant Funded by DentaQuest Foundation. The League is in its second year of funding, piloting Qualis' oral health delivery framework in 5 additional CHCs in Massachusetts. This grant focuses on the integration of oral health and primary care and on training primary care providers to screen, assess and refer for oral health issues. Perinatal Oral Health A multi year initiative to implement the MA DPH Perinatal Oral Health Guidelines in 3 CHCs.

11 Board of Registration in Dentistry The Massachusetts Board of Registration in Dentistry is responsible for licensing dentists and dental hygienists for practice in the Commonwealth, establishing rules, regulations, and policies governing the practice of dentistry, dental hygiene and dental assisting, and investigating complaints against licensed dental professionals. Board members are appointed by the Governor of the Commonwealth for up to two 5-year terms, and serve without compensation. They monitor licensee's practice of dentistry to ensure the public that services are provided in accordance with state statutes, Board regulations and policies, including ethical standards. The Board is responsible for registering qualified applicants for licensure in dentistry and dental hygiene, including initial licensees and those who have licenses in other jurisdictions who wish to practice in Massachusetts. It also is responsible for issuing limited and faculty dental licenses (see Limited and Faculty Dental Licenses or Information for Foreign-Trained Dental Professionals) and facility and practitioner permits for anesthesia administration (see Anesthesia Permits).

20 Yankee Dental CHC Programs Yankee Dental- Free registration for all CHC staff again this year. Mass League will be providing a new code and sending it out to Dental Directors- we do not have the ability to send it out to ALL your dental staff- so please share with them. It is not intended for private practice staff, so do not share with those outside of CHCS. CHC Saturday Program- 1/28/2017 & Free CEUS, registration is required.

21 CARING FOR ELDERS: A PUBLIC HEALTH APPROACH Course Code: 661SL Room Location: Time: 8:00-9:00 am Credits: 1 CE Hour Speaker: Janet Yellowitz, DMD, MPH, is the immediate past president of the American Board of Special Care Dentistry. She is also an associate professor at the University of Maryland School of Dentistry. The population of aging adults has increased exponentially and will continue to grow. For a variety of reasons, most oral health professionals and dental public health programs have not addressed elders' concerns. This course will discuss some of the unique characteristics of older adults critical to addressing elders' concerns. The instructor will discuss oral health of elders from the individual's perspective as well as from the providers' and public health programs perspective. With focused strategies, we can assist today s elders, as well as those in the future, in maintaining good oral health. Learning Objectives: Understand the demographic characteristics of today s elders and those in 2030 Identify the unique characteristics of elders compared to younger-aged cohorts Discuss the dental care provider's perspectives on working with older adults Develop strategies for health care team members to address oral health issues of elders Recognize the necessary steps to help elders stay healthy

22 CHANGING THE WAY WE PRACTICE AND FINANCE DENTAL CARE Course Code: 662SL Time: 9:30-10:30 am Credits: 1 CE Hour Speaker: Robert Compton, DDS, senior vice president and Chief Dental Officer for DentaQuest and is the president of the of the DentaQuest Oral Health Center. Health care reform is aimed at reducing health care costs, improving health outcomes, and increasing accountability. A model of dental care based on prevention and disease management is leading to better health outcomes at lower costs. But dental policy and financing/reimbursement has to be better aligned to enable a dental practice business model that can be financially successful in this new environment. This course will share results achieved under this model of care and how reimbursement will change to support it. Learning Objectives: Understand the direction health care reform is taking on improving quality and reducing costs Compare the current surgical model of dental care to a prevention-focused model with respect to health outcomes and cost Examine a different model of reimbursement better aligned to support preventionfocused model of care Understand the role of performance measurement in value-based purchasing

However, does it make sense to try to disinfect the mouth in an attempt to restore health? New revelations in cariology research indicate a better strategy may involve nurturing the growth of biofilm. Is such a dramatic paradigm shift consistent with oral health care, and could it go horribly wrong? Learning Objectives: Explain the mixed-bacteria ecological plaque hypothesis Improve the prognosis of restorative treatment Simplify techniques to lower caries incidence Systematize risk assessment processes Differentiate between prevention and chronic disease management Encourage the growth of commensal bacteria

25 Opioid and PIP The Massachusetts Prescription Awareness Tool (MassPAT), our new Online Prescription Monitoring Program (PMP), is now live! For more information, including how to register and access MassPAT, please follow this link to the PMP website: Prescribers must enroll on line for MassPAT. This process is not automatic and enrollment in the previous PMP system will not carry over to MassPAT.

26 Opioid and PIP Your License is tied to registration: The Affordable Care Act requires NPIs of ordering, referring, and prescribing providers to be listed on claims. To encourage compliance with this requirement and minimize billing issues, state law (M.G.L. c.112, s. 45) requires as a condition of granting or renewing a license that a dentist must enroll at least as a nonbilling provider with MassHealth. This licensure requirement will go into effect once MassHealth implementing regulations are promulgated.

27 Opioid and PIP Mass League Training: Leading Organizations in the Opioid Crisis Session Date: Oct Location: Waltham Woods Conference Center This session will help leaders examine their organization's programs and practices to address chronic pain management and addiction treatment and prevention. 28 BORID Updates BORID will hold a public hearing on proposed amendments to the Board s regulations at 234 CMR 2.00, 4.00, 5.00, 8.00 and These regulations set definitions used throughout 234 CMR (2.00). They also set licensing requirements (4.00) and standards of practice (5.00) and provisions on continuing education (8.00). Lastly, they set forth provisions relating to the investigation of complaints, grounds for discipline, disciplinary actions and summary suspension proceedings (7.00). The public hearing will be held on Wednesday, October 12, 2016, at 10:00 am in Room 417A/B (4th Floor), 239 Causeway Street, Boston, Massachusetts Hearing testimony may be presented orally or in writing; a written copy of any oral testimony will be requested. 30 FY 2016 Oral Health Awards HHS awards $156 million to health centers to expand oral health services HRSA Grant Requirements: Increase the number of oral health patients and visits. Increase the percentage of health center patients who receive oral health services at the health center. 15 CHCS in MA got awards, every single one mentioned integrated services.

32 Perinatal Expansion Project MA DPH and MLCHC will be working to increase the % of pregnant patients and children receiving oral health care in 3 CHCS over the next 3 years. EMK Holyoke South Cove Plan is to spread to additional CHCS as project rolls out
