2 Background The Michigan Donated Dental Services (DDS) program was originally established in Michigan in 1995 as a partnership between the Michigan Dental Association (MDA), Michigan Department of Health and Human Services (MDHHS), and Dental Lifeline Network (DLN) to treat patients who are elderly, permanently disabled, or medically compromised and in need of extensive dental treatment with no other means to obtain it. The MDA administers the program as a licensee of Dental Lifeline Network. The program is fully funded by a generous grant from the MDHHS. 2nd Quarter Highlights In the second quarter, staff worked to develop all new dentist recruitment and volunteer recognition materials. Staff also continues to work with our volunteers to reduce the number of ongoing cases being handled through the program to bring the program back into alignment with its original intent. After reviewing cases closer, it was determined that the program was previously treating a large number of patients who were on a Medicaid spend-down (now known as a Medicaid deductible). It was decided to halt acceptance of these applications except in rare cases until staff works through a number of factors including: determining the intent of the state on whether or not these grant funds should be used to treat this population, ensuring that these patients are not eligible for services through a Medicaid program, and ensuring that these patients have made all attempts to meet the requirements of their spend-down. Staff and management are assessing these cases as they are presented and providing direction to these patients on how to get help utilizing their benefits. The change in this policy is reflected in the increase in denied applicants. The top contributing dental laboratory for the quarter was Davis Dental Laboratory in Wyoming, MI donating more than $2,900 in fabrications. Volunteer dentists contributing more than $10,000 in donated dental services were: Dr. Mark Kohn (Warren), Dr. Patrick Latcham (Shelby Twp.), Dr. John Hackenberger (Warren), Dr. Lewis Case (Dearborn), Dr. Stephen Jarvie (Novi), Dr. Leslie Orzech (Warren), Dr. Mark Wolanin (Memphis), and Dr. Shaun Williams (Caledonia). Volunteer Recruitment/Recognition Efforts Outreach to volunteers in key areas of the state continued to take place throughout the quarter. Efforts to increase volunteerism in Macomb County were successful and the pending list in that area was significantly reduced. While the overall number of new volunteers did not increase by a lot, many volunteers who had not accepted a new patient in years indicated interest and were successfully matched with patients who had waited for care for over a year. Similar efforts will be made in other areas of the state in the next quarter. A new volunteer dentist recruitment flyer was developed and will be distributed at several upcoming events, including the MDA Annual Session. Volunteer recognition lapel pins were also developed and will be distributed to all volunteers in the next quarter with a volunteer certificate for display in the dental office. A similar certificate will be developed for volunteer dental labs and supply companies.
3 Volunteers have been submitting photos with patients who have completed care and the program has been able to use these in several ways, including in a PowerPoint that will be shown continuously at the Donated Dental booth at the MDA Annual Session. The coordinators contacted volunteer dental labs and supply companies to ask for electronic logos to include in the slide show as well. This opportunity received great feedback from the labs. Program Expenses New dentist recruitment materials, as well as volunteer dentist and lab materials, were printed near the end of the second quarter so these expenditures will not be reflected until the third quarter. New display signs were also developed to be used at exhibit opportunities such as the MDA Annual Session and Michigan Oral Health Coalition meetings. Again, these were not billed until the second quarter had closed. As anticipated, lab expenditures did slow in the second quarter as labs and suppliers moved to a new budget year. In addition, patients who entered the program at the start of the fiscal year or after may not yet have reached the stage of treatment when labs are needed. Total payments to labs for the year to date are $3,859. An additional $3,928 in payments to labs that was negotiated has yet been billed. Of the established $20,000 yearly lab budget, this leaves an additional $12,213 for the coordinators to use to negotiate reduced rates with labs when the lab is unable to donate the full cost of the fabrication. For those cases where labs were not able to be fully donated, the average lab cost per patient was $199. Staff Two full-time coordinators serve as liaisons between patients, referral sources, dentists and labs. MDA s Manager of Access and Prevention supervises the staff, develops strategies, and manages the budget. Additional staff who are involved on a more limited basis are the Director of Finance, Vice President of Advocacy and Professional Relations, and the CEO/Executive Director. Applications The waiting list is continually monitored and coordinators re-evaluated the waiting list based on clearer eligibility guidelines and Michigan resources. As a result, the waiting list has continued to shrink and in much of the state, applicants are able to get into the program and matched with a volunteer dentist quickly. There are some target areas where more qualified applicants are needed, and others where more volunteers are needed. Strategies implemented in Macomb County have been successful and staff will begin focusing on other key areas. The number of pending applications in each area of the state has fallen below 100 and the coordinators feel that an applicant pool of 150 in each of the two areas is more ideal as it gives them a broader pool of applicants to match with volunteer dentists that may be available. Outreach to referral sources in areas with volunteer capacity has begun and staff will be developing new referral materials to make it easier for referral agencies to determine which clients may be eligible for the program. Distribution of these materials will take place near the end of the third quarter. Applications are now being accepted in all areas of the state to allow staff to try new tactics and assess resources and barriers in areas that have been closed for a number of years.
