3 ANNE 1 Reference SIHLWA 6 Submitted by Summary / Note - Requested action Title Scope and purpose of the NDPHS SIHLWA EG ( ) SIHLWA Coordinating Chairman For information PART 1. As stipulated in the SIHLWA Terms of Reference provided by the Northern Dimension Partnership in Public Health and Social Wellbeing (NDPHS) governing bodies and as indicated in the SIHLWA Annual Action Plan for 2008, the Expert Group on Social Inclusion, Healthy Lifestyles & Work Ability ( EG on SIHLWA ) will organize its 6th meeting 30 September (Tuesday, starting at 9.00) 1 October (Wednesday, finishing at 17:00) 2008 in Oslo/Norway. This meeting will be exceptional from the point of view that all NDPHS Experts Groups [1) HIV/AIDS, 2) Primary Health Care, 3) Prison Health, and 4) Social Inclusion, Healthy Lifestyles & Work Ability/ SIHLWA ] will have their meetings at the same time at the same place. Also the NDPHS Associated Expert Groups [5) CBSS Working Group for Cooperation on Children at Risk (WGCC) and 6) Baltic Sea Network on Occupational Health and Safety (BSN)] have been invited to participate and hold their own meetings as feasible. It is primarily foreseen that the Expert Groups should have their own ordinary meetings as usual, but being together allows for some joint activities. The purpose is to meet and to get a better picture of the Partnership as a whole, to learn from each other s experiences, and to discuss ongoing and future activities. It is also foreseen that experts will explore possibilities and commitment for collaboration on crosscutting themes in order to achieve further cross-fertilization and strengthening of collaboration The meeting is sponsored by the Ministry of Health and Care Services of Norway and will be organized at Rica Holmenkollen Park Hotel just outside Oslo. For details see practical information for the participants at: oslo The venue is familiar to those SIHLWA members who participated at the SIHLWA-5 meeting last March held at the same place. Kindly confirm your participation by means of the on-line registration form which is available at oslo. Please note that this form requires that you provide several pieces of information, which is essential for the Local Organizers to be able to assist the participants in organizational matters, and for this reason it needs to be submitted no later than August 27,

On questions concerning the SIHLWA sub-group you are a member of (ADO, ALC or OSH), you can also be in contact with the respective sub-group chairs and/or co-chairs (see below). The participants of this EG SIHLWA meeting as before would consist of public health experts nominated by the different member countries of the partnership. Affiliated international public health agencies like WHO, ILO, etc. are also invited to send their experts. Additionally, public health institutes and relevant NGOs in respective countries are welcome to participate. We expect that approximately 40 people would be present under the SIHLWA umbrella. This invitation has been sent to all persons listed in the annexed SIHLWA membership table (see ANNE 1). You will see that from each SIHLWA member-country and memberorganization in every sub-group their regular members and his/her alternates are listed. Should the listed regular member be unable to attend at the SIHLWA-6 meeting, we encourage you to be active in contacting your alternates or vice versa - in order to have full participation from each member-country/ organization for each sub-group. Note also that SIHLWA Expert Group usually welcomes participation of both members, alternates and ad-hoc participants, if the availability of funding and size of the meeting place and accommodation can permit. According to the agreed rules of NDPHS and its Expert Groups, member countries/ organizations are expected to take care of their representatives travel expenses to the meeting and of hotel accommodation during the meeting. The host country will provide the necessary meeting facilities and meals. In ANNE 2 (also available in NDPHS website at: ) you will find a list of NDPHS Senior Representatives in each Partnership country/ organization. You are encouraged to discuss matters concerning your participation (status, funding, alternates, etc.) with your country s/ organization s representative in the NDPHS Committee of Senior Representatives. 4
5 PART 2. The EG SIHLWA consists of 3 sub-groups: 1. Subgroup on Adolescent Health and Socially-Rewarding Lifestyles (Chair Mikko Vienonen 2 / SIHLWA Coordinator, Co-chair Dr. Aldona Jociute 3, Head of Bureau for Health Promoting Schools of State Environment Centre of Lithuania); 2. Subgroup on Alcohol (Chair Kari Paaso 4 /WHO-EURO, Co-chair Evgeny Krupitsky 5 /Department of Addictions Research Laboratory, Leningrad Regional Center of Addictions); 3. Subgroup on Occupational Safety and Health (OSH) (Chair Wiking Husberg 6 / ILO- Russia, Co-chair Remigijus Jankauskas 7 / Institute of Hygien/MoH/ Lithuania) As usual, this 6 th SIHLWA meeting will have all three sub-groups (see above) coming together, and the program will consist of joint sessions and individual sub-group sessions as indicated in attached proposed provisional program. But exceptionally this time we will also have a third level, consisting of plenaries and contacts with other NDPHS Expert Groups as indicated above. This will add an exciting and special flavour to this meeting. A) ISSUES ARISING FROM THE SPECIAL ARRANGEMENT IN OSLO in September when all NDPHS Expert Groups are holding their meeting together: It is expected that the joint plenaries with all Expert Groups together will aim to increase our understanding of each other and the overall aims of the Northern Dimension Partnership in Public Health and Social Wellbeing as a whole. The existing EG fact-sheets (available at: provide in English (and soon also in Russian) good general information which does not need to be repeated. Therefore, at the first joint plenary of all Expert Groups, after a short introduction, each group is expected to provide a short commentary on: What could my EG (SIHLWA in our case) do/ offer for the other Expert Groups, and What would my EG (SIHLWA in our case) wish from other Expert Groups In order to be able to speak on behalf of all SIHLWA members, you will receive before the meeting a questionnaire from SIHLWA Chair and ITA asking for your views on collaboration with other Expert Groups. Taking note from the presentations, SIHLWA Expert Group would eventually discuss this topic at our own SIHLWA-specific plenary combining the ADO, ALC and OSH sub-groups. The meeting would provide thoughts to be raised on our part at the second joint plenary of all Expert Groups, where the feed-back would take place in the form of a round table discussion in tour-de-table format. 6 After this second joint plenary of all Expert Groups, time allowing there could still be opportunity to organize informal ad hoc meetings with groups who have identified some common ground for further collaboration and indicated their willingness to explore and elaborate the ideas further. B) SIHLWA BUSINESS AS USUAL: Common SIHLWA topics to be discussed with all three sub-groups together will include: Short feed-back from all SIHLWA sub-groups (ADO, ALC, OSH) with special emphasis on the overall meeting theme: Collaboration with other NDPHS EGs. Reviewing the draft SIHLWA progress-report for 2008 and discussing the lessons learned from our past experience, strengths and weaknesses (including status of joint projects listed in the Action Plan such as: SIHLWA Stakeholder Analysis, Potential Years of Life Lost ( PYLL ) analysis for NW-Russia, and Life at Stake / Russia ( Na konú Zhizn ). Discussing the new 2009 SIHLWA Action Plan which will be submitted to the Committee of Senior Representatives (CSR-15) and Partnership Annual Conference (PAC-5) in Ottawa November 2008 for approval Reporting on the CSR-13 meeting (21-22 April 2008 Brussels/ Belgium) and CSR-14 meeting (23-24 September 2008 Bad Neuenahr/ Germany) conclusions. Update on the NDPHS Database project: Update on the NDPHS project pipe-line and how it can relate to SIHLWA activities. Continuing work on strengthening links with main partners (especially WHO-EURO, ILO/Russia, and national actors on NCDs and healthy lifestyles). Strengthening collaboration with the NDPHS Secretariat in Stockholm. Any other business suggested by SIHLWA members. Following the recommendations of previous meetings, sufficient working time will be allocated to three sub-groups, namely 1) Adolescent health and social well-being, 2) Alcohol, and 3) Occupational health & safety to elaborate on their own ongoing projects and country specific work: ADO: The subgroup on adolescent health and socially-rewarding lifestyles will: Innovate on collaboration and project opportunities and ideas between ADO and other NDPHS Expert Groups and SIHLWA sub-groups, as indicated in the general scope & purpose of the meeting. Discuss the implementation of thematic report on ADO for NDPHS Data-base project to compile a profile on youth s health behaviour and on existing policies targeted at youth s health at north-west Russia and Northern Europe. This Northern dimension youths health profile would comprise information on youths (10-25 year olds) substance misuse and other risk behaviour, such as sexual behaviour and nutrition Review the progress of NCM and Finland funded project on Alcohol and Drug Prevention among Youth in St. Petersburg which started in November 2007 and has funding secured until end of Continue discussion on programmes/projects further elaborating on social inclusion/exclusion along the lines brought up and discussed at SIHLWA-5 in Oslo in March ( Friends for Life type projects in schools). Innovate on other new project opportunities and ideas as time will allow. ALC: The subgroup on alcohol will: 6
7 Innovate on collaboration and project opportunities and ideas between ALC and other NDPHS Expert Groups and SIHLWA sub-groups, as indicated in the general scope & purpose of the meeting. Discuss the content of thematic report on ALC for NDPHS Database project and focus on brief intervention-related questions. In Finland, Norway and Sweden, for instance, the report could give an overall view of past and present efforts to disseminate brief intervention, of the results of such efforts and, depending on the availability of data, on the size of the population that could benefit from brief intervention and support for controlled drinking. In countries where brief intervention is still a novelty, the report could focus for instance on potential partners for co-operation, existing materials and resources, and on the data available to estimate the size and nature of the target population. The Country Profile Questionnaire developed in the PHEPA project could be used where applicable. Update on project planning and feasibility of Prevention of Hazardous & Harmful Use of Alcohol: Early Identification and Brief Intervention EIBI. Early identification/brief intervention is an effective tool for the prevention of harmful drinking which makes use of a relatively well-established infrastructure and communication channels. Report of the work done in Saint Petersburg after SIHLWA-5. Update plans and programme for seminar on EU law on alcohol control and assessment of its impact on national alcohol policy consideration. Innovate on other new project opportunities and ideas as time will allow. OSH: The subgroup on occupational safety and health will: Innovate on collaboration and project opportunities and ideas between OSH and other NDPHS Expert Groups and SIHLWA sub-groups, as indicated in the general scope & purpose of the meeting. Feed-back and conclusions to be made of responses on the enquiry made about the NDPHS Strategy on Health at Work with agreement by the NDPHS CSR-13 meeting (Brussels, April 2008) the enquiry was sent to the relevant ministers and other counterparts asking for information on what each country is planning to do to implement the NDPHS Strategy. Review the progress of the ILO NW Russia OSH project and the plans of an occupational health study in the transport sector in selected countries. Follow-up of a project proposal on the development of OSH in the Public Transport Sector in the Baltic Countries. Further elaboration of thematic national reports on OSH in selected countries. Innovate on other new project opportunities and ideas as time will allow. 7
8 There will be simultaneous English Russian interpretation for all plenary sessions. Thematic meetings may not all be able to provide simultaneous interpretation. However, all SIHLWA plenary meetings will have English - Russian interpretation and, tentatively, also at least meetings of one sub-group with most Russian speakers participating. Additionally, through ad hoc arrangements participation in both languages will be facilitated as much as possible. Temporarily since January 2007 the group has been chaired by Mr Kari Paaso (former technical adviser on alcohol for WHO- EURO). In 2008 EURO was still not able to select a successor for Mr Paaso. In the future the chairmanship is expected to return to WHO and Mr Paaso would continue as partner country nominee in the group. 30
