1 2016 NDIS Mental Health Invitational Roundtable Summary Mercure, New South Wales The National Disability Insurance Agency (the Agency) would like to thank you for your attendance and input to the Invitational Roundtable held in Sydney on the 2nd of November. On the 2nd of November 2016 the NDIA conducted a psychosocial disability specific Invitational Roundtable for a wide cross section of the mental health sector in the New South Wales. This roundtable was completed as a key aspect of the Agency s commitment to engage with the sector to communicate progress on elements of their work plan and to hear first-hand of current themes relevant to mental health and the NDIS. In addition these emerging key themes will help inform future work undertaken by the mental health team at the NDIA. There were 50 attendees from a cross section of the mental health sector including; peak bodies (clinical and community), government departments (State and Federal), Primary Health Networks, Hospital and Health Services, community support providers & organisations and local NDIA staff. Delegates heard from a range of presenters including senior NDIA staff Eddie Bartnik Strategic Advisor, Mary Hawkins Director Stakeholder Engagement presenting on Markets and Pricing, Belinda Krause Actuary presenting on Scheme data, Mark Rosser Assistant Director, Mental Health and Emma Coughlan Mental Health Australia. Delegates also had the opportunity to participate in question and answer and open discussion sessions which provided valuable feedback to the NDIA. These themes were documented on the day and a summary of some of the key themes is provided below. Feedback on key issues raised through each of the State and Territory forums will be provided via the National Mental Health Sector Reference Group communique. The Agency anticipates that there will be further questions and clarifications sought and as such has provided the two primary contact s in relation to mental health and markets and pricing: marketandsector@ndis.gov.au mental.health.team@ndis.gov.au
2 Some Key Themes Raised Context and actions The role of Local Area Coordinators needs to be clarified The distinction between the tasks and responsibilities of LAC s and Support Coordination needs to be further explained Local Area Coordinators (LACs) will support participants and their families to join in and contribute to the life of their community and assist with the planning process, plan implementation and community participation. Most participants (60%) will also have an LAC assist with plan implementation. Others participants (30-40%) may need more frequent and funded support coordination. Support Connection/ Coordination is a line item that for the majority of people with complex needs will be included within participants plans. This is to be provided by registered providers of support under the NDIS not LAC providers. Support Coordination for PIR participants transitioning to the Scheme should as a priority be directed back to the current provider of supports. LAC s can NOT be a provider of supports. LACs will support participants through all steps on the pathway, except access. LACs will assist all NSW participants transition to the NDIS, except participants living in large residential centres. The NDIA has already partnered with Uniting and St Vincent de Paul Society NSW to deliver NSW LAC services during transition from January June The LAC partner for the Murrumbidgee Area will be announced in the coming months. The NDIA Mental health team is committed to ongoing work with State and Federal governments to ensure there is a clear understanding of phasing arrangements for mental health programs transitioning into the NDIS. Also the NDIA Mental health team is working with the NDIA Markets and Providers division regarding a possible Market positioning statement for psychosocial disability. Data and depth of information in understanding the Scheme Attendees noted that they felt regional specific data noting; The Agency has been enhancing its data collation and reporting in relation to participants with psychosocial disability. Regular quarterly data attachments accompanying the NMHSRG Communique are published on the NDIS website. plan supports utilised reasons for ineligibility to the Scheme reference packages and functional assessment tools and
3 outcome framework data Attendees felt these areas would add value to building sector understanding of the Scheme Funding, service mix and price regulation We hear that some providers see certain support prices work well for them, others will talk to the challenges they find in pricing. A Benchmarking project is underway from Markets and Providers The Agency are keen to talk to providers that have looked at costing services. We need to deliver a Scheme that is sustainable. We are actively looking at pricing and service elements. Some market issues, in particular remote are not yet solved and the Agency needs to understand provider costings more. Capacity building projects specific to the mental health sector have occurred and continue to be provided Mental Health Australia has further information. Severe and complex how will the NDIS provide for crisis and immediate needs The NDIA mental health team have undertaken to do further work in relation to hospital and or forensic facilities and transition to the Scheme. This will be progressed through 2016/17 The NDIS has the capacity to respond and prioritise need for people with urgent needs The NDIS is designed to work in collaboration with other service systems including; justice, health, drug and alcohol and housing. Some participants needs will be appropriately met by other service systems. The role of Support Connection/Coordination will provide participants with psychosocial disability a resource to assist them to overcome crisis and to maximise their access to mainstream supports and services. Phasing and contracts and communicating about access and when participants will get a plan. A specific issue was raised around PIR providers and contract arrangements that are being impacted by transition arrangements and delays in bringing people into the Scheme The Department of Health acknowledged that they would review this particular contractual arrangement in relation to targets, in kind funding and delays in bringing PIR participants into the Scheme Transition arrangements for Commonwealth programs require further clarity from the Commonwealth Government
