3 A Long History of Dedication The year 2012 marked the 75th anniversary of the foundation of the Police Citizens Youth Club movement. This was an occasion to pay tribute to the many thousands of dedicated Officers, staff and volunteers who have strived selflessly to help young people achieve their potential and build the communities of tomorrow. The first Police Rotary Boys Club opened in a disused police lockup in Woolloomooloo on April , following initiatives of Police Commissioner William J Mackay and the Rotary Club of Sydney. Today there are 59 clubs across NSW and a workforce of approximately 450 full-time and part-time staff, 1000 active volunteers and 120 Police Officers. PCYC is a company, limited by guarantee, which operates under the control of a board of directors. The Board sets key policies and appoints the CEO to provide operational and management control. PCYC works in partnership with the Youth Command of the NSW Police Force and supports the work of the Youth Case Managers in their work with young offenders and at risk youth. Our mission, as always, will be to get young people active in life, work with them to develop their skills, character and leadership and reduce and prevent crime by, and against, young people and PCYC is looking towards its next 75 years with vigour and focus.

4 YOUTH COMMAND As can be seen throughout this report, the partnership between the Youth Command and PCYC NSW is critical to the delivery of youth-related services to many and varied communities throughout NSW. The three roles within Youth Command are all focused on reducing and preventing crime by or against youth. There are 40 School Liaison Police who deliver a variety of crime prevention presentations to all high schools throughout NSW The School Safety Response Unit provides a liaison role between the Department of Education and the NSW Police Force. The majority of staff within Youth Command are Youth Case Managers (more than 100) who work in each of the 59 PCYCs around NSW and provide intensive case management and deliver programs for young offenders and youth at risk. Importantly, the case-managed young people total about 1000 per year which is only a small proportion of the more than 80,000 members of the clubs. As you can see, we are case managing more than 550 young people at any time across the 59 clubs. In 2013, a total of 94 separate programs were run, with the highest number aimed at reducing street offences, resolving truancy and building selfesteem and respect for others. Program participants also totalled more than 1390 youth at risk and 658 young offenders. This was 65 more young people than in 2012.

5 Clubs If our young people, staff, Police and volunteers are the strands of the PCYC movement, then our 59 Clubs scattered around the state are the glue which binds them together. From large purpose-built centres such as PCYC Orange to small community facilities such as the nearby PCYC Wellington, whether in an inner-city location or a small town in the bush, each Club runs programs to get young people active in life, has staff who work with young people to develop their skills, character and leadership and Police and programs to help reduce and prevent crime by, and against, young people. There were notable improvements, expansions and renovations at many sites over the past two years, including: a majority of Clubs carried out work with funding from the state government s Community Building Partnership scheme. This included work, health and safety improvements, bathroom and amenities upgrades and general maintenance. A major upgrade was carried out at PCYC Lithgow and PCYC Wollongong. At Cowra, an opportunity arose to expand services for the 10,000 people in the central western community by establishing a second PCYC base. A former basketball stadium, turned factory, which had been acquired by PCYC, was refurbished in 2012, meaning the Cowra Club could expand basketball and Futsal programs at a new site while consolidating gymnastics and Kidzcare services at the original premises. Land and a building were found to establish an outreach at Morisset with the opening of the new Club in Finally, designs were finalised and purchases completed for a new Club at Cessnock on the city s former Bonds factory site. Work began in 2013 with the opening planned for mid Reconciliation and Cultural Awareness A priority focus for PCYC is developing better relationships and networks with the indigenous community and indigenous organisations across NSW. A number of our Clubs serve areas with large Aboriginal communities. Those communities in most cases suffer significant disadvantage and their young members are over-represented in at-risk and young offender groups. A number of key strategies critical to achieving the goals were identified, one of which was the development of a Reconciliation Action Plan (RAP) to help build better relationships and networks. The goals of the RAP are to: improve the quality of PCYC services and support to the Aboriginal community; build cultural understanding amongst those working with PCYC; and develop employment opportunities for Aboriginal people within the organisation. As part of the strategic direction in developing better relationships and networks with Aboriginal people and communities, all Clubs are required have staff attend cultural awareness training to build awareness and understanding of historical and contemporary Aboriginal cultural issues and help in improving service delivery to Aboriginal people and/or communities.

6 TOIP and Safer Drivers TRAFFIC OFFENDERS INTERVENTION PROGRAM PCYC is one of three approved providers of the Traffic Offenders Intervention Program accredited by the NSW Department of Attorney General and Justice in NSW. The TOIP program began in 2000 with one location that enrolled 350 participants. It now encompasses 54 locations with more than 10,000 participants a year. Standardised lectures and sessions cover driver s license rights and responsibilities, the effects of road trauma on the human body, alcohol and other drugs, crash consequences, the legal system, driving facts and victims of road trauma. A comprehensive work booklet, which received official sanction from the Attorney-General s department, was produced ready for distribution to 2013 participants and was a further endorsement of PCYC NSW s place as a leading provider of road safety and education programs. Just over 9000 people were referred by NSW courts to the TOIP program during 2012, of which 80 per cent were men. Top referrals were to Bankstown in Sydney (503) followed by Newcastle (434) and Wyong (344). Twenty to 24-year-olds made up the largest group of people sent to TOIP. The largest number of offences by category allegedly committed by people attending courses were mid-range drink driving, speeding between 10 and 20 km/h over the speed limit, driving while suspended and negligent driving. Magistrates are now referring participants to the program as part of a ruling in a habitual traffic offender appeal In the first quarter of 2014, the TOIP program enrolled 2233 participants. SAFER DRIVERS COURSE FOR LEARNER DRIVERS The Safer Drivers Course is a combined theoretical and practical course for under-25-year-old learner drivers who have completed 50 hours of logbook driving hours. The course involves two modules: a three-hour facilitated group discussion with a maximum of 12 participants on how to manage risks on the road; and a two-hour, in-vehicle coaching session to develop low-risk driving strategies. Module two must be completed within one month of module one for the participant to be eligible for the log book credit. The course concentrates on developing risk management skills designed to improve the safety of the young driver as they prepare to drive solo for the first time. Participants who complete the course will receive a bonus of 20 hours credit recorded in their learner driver logbook. After winning an interim delivery tender in 2013 in partnership with the NSW Driver Trainers Association, PCYC won the tender for the 2014 to 2016 delivery of the Safer Drivers Course for Learner Drivers across all seven NSW regions. PCYC currently has 35 locations delivering the Safer Drivers Course for Learner Drivers. An additional 9 locations will available in the near future. To date 2,374 Participants have enrolled in the Safer Drivers Course for Learner Drivers with PCYC.

7 Blue Light Dance events are a constant and popular form of entertainment for young people. Blue Light began in NSW in 1983 to provide young people with entertainment in an environment free from drugs, alcohol, intimidation and anti-social behaviour in partnership with the NSW Police Force and the wider community. Anecdotal evidence tells us, in the 1980s, a majority of young people in NSW attended a Blue Light event. Such large attendance saw the brand become an icon of safe dance events in NSW and that brand recognition and trust is still present today. The transfer of ownership of Blue Light in 2010 from the Police Force to PCYC has necessitated changes in branch numbers and administrative reorganisation which meant that, although the number of operational branches in 2012 was only 17, this provided the basis for a rejuvenation from Three initiatives in 2012 reinforced the popularity and potential of Blue Light as a valuable tool for connection with young people. The NSW Police Force Youth Command, in partnership with PCYC NSW and NSW Blue Light, held Operation SHOUT, Blue Light Goes West 2012 in the April school holidays as part of National Youth Week. The trip involved Police and volunteers hosting under 18s dance parties across remote parts of NSW. Four police, a professional DJ and NSW Blue Light volunteer visited six remote communities in the north-west of the state with a Blue Light trailer, which contains the latest lighting and sound equipment. Dance parties were held in Narromine, Walgett, Brewarrina, Lightning Ridge, Gilgandra and Coonabarabran. Operation SHOUT was followed by a remarkable initiative in which two Police officers, four volunteers and the acting GM NSW Blue Light travelled more than 900 kilometres to hold a Blue Light Disco in Ivanhoe, a small and isolated town of 350 people in central NSW, with a majority of residents of Aboriginal descent. The third initiative was a September tour of the Riverina where Blue Light staff were joined by urban hip-hop dancer and ARIA Top 40 artist KG and hiphop workshops were held prior to each disco. The free dance events were attended by more than 1000 young people in five remote and regional towns. De-tag Huge inroads are being made into reducing graffiti vandalism, thanks to an innovative PCYC scheme. Young offenders are referred by courts to the De-Tag project which is being run through 22 PCYCs and at seven Juvenile Justice sites. De-Tag, which is run in partnership with the Attorney General s, Juvenile Justice and Correctional Services departments, includes an eight-part documentary series with accompanying work book that encourages young offenders who have committed a graffiti-related offence to think about the effect of their actions on the wider community. About 80 young people, mainly in their early teens, went through the program in It continues to grow as an increasing number of magistrates and law enforcement services find it a successful option for young offenders. Many project co-ordinators have introduced a graffiti clean-up as an extension of De-Tag which is helping maintain graffiti-free streets and buildings.

8 Boxing Boxing continues to flourish as a key activity in a majority of PCYC Clubs. PCYC Boxing is dedicated to the development of athletes through the sport of boxing, offering development in physical fitness, self-discipline and confidence. PCYC Boxing has a range of structural programs and training courses to support the athletes to achieve their full potential. In addition to Club senior and junior and competition boxing, the popular Boxing for Fitness program is a non-combat exercise class using training methods developed for the sport of boxing such as punching bags, skipping ropes and medicine balls. PCYC has developed an extensive tournament schedule for boxers to have the opportunity to compete. Tournaments are focused on proving a safe event for all boxers. Key tournaments in 2012 were Rumble on the River at Kempsey, a fight night at Blacktown as part of that city council s Games, Battle at the Beach at Umina and participation at the Australian Health and Fitness Expo in Sydney in April. There were excellent results for PCYC boxers at the 2012 national championships held in Hobart Nikita Tszyu (PCYC St George) and Satali Tevi-Fuimaono (PCYC Umina) won gold and their second consecutive Australian title. Satali won the gold medal at the 2013 world junior amateur boxing titles in Kiev, Ukraine. He beat representatives from Slovakia, China (the Asian Games gold medallist), Ukraine (a European champion) and Russia (two-times European champion) to end up as the middleweight gold medallist. It was also a great achievement for our boxing co-ordinator and Satali s trainer, Joel Keegan, who has developed Satali from the first time he came into Umina interested in starting boxing. Kidzcare KidzCare vacation and after-school programs have been placed on a firm footing for future expansion after a year of action to comply with new education and care services national regulations. For the first time in NSW, out of school hours care is now regulated, and although training and compliance was time-consuming, the community can rest assured that Kidzcare, following the successful registration of each service, is operated under the best practice possible. There were 30 Clubs running KidzCare programs in 2012 all offering vacation care and seven offering after-school care, as well. Each school holiday day, an average of 550 children were attending a PCYC KidzCare activity and, after school, more than 100 children were undertaking educational activities. Vacation care is care for five to 12-year-olds from 8.30pm to 5.30pm Mondays to Fridays and during those times children learn, through play, life skills which could include leadership, working together, mentoring, and simple things such as how to pour a juice, make sandwiches and biscuits and learn how to behave in public during excursions. Further education is offered with maths and English through board games, science through craft and drama and music, which shows that KidzCare is not just baby sitting during the holidays, but a very worthwhile education program. During 2013, PCYC ensured that all staff had appropriate qualifications before legislative changes came into effect in January 2014.

9 Special Projects Innovative programs and support. Special programs, supported by PCYC state office, were set up at several Clubs in 2012 to enhance their outreach to the community. The Clean Slate without Prejudice program was introduced to Taree, Kempsey and Moree. It is an early intervention program designed to break down barriers between indigenous young people and local Police officers and health/youth services. Targeting early high school students, participants are picked up from their homes at 6am and driven to their local PCYC for an hour of boxing fitness. They are then provided with breakfast and showers and are taken to school. Other special projects included the establishment of a KinderGym program at PCYC Parkes, a homework centre and junior boxing program at PCYC South Sydney at Redfern, an arts and culture program at Mount Druitt and a river safe program in association with the Department of Sport and Recreation at Kempsey. PCYC Institute PCYC s training arm has continued to expand its work with its confirmation as a registered training organisation. A new partnership was established with the Australia College of Sport and Fitness which will means easier, on line, access to certificate courses. In the Maitland area, Institute members worked with year 10 and 11 students who were at risk of dropping out of school. A goal of successfully completing certificate II in community activities course provided impetus to get them back into the schooling system or a work environment, giving them a direction in life. We also had 20 students from schools in the southern zone from Bankstown down to the Illawarra volunteering at Friday fun nights, once a week for a school terms helping younger children. As part of achieving a certificate I in active volunteering, young people who were potential school dropouts or young at risk developed a sense of importance and increased self-confidence by mentoring the younger children. In addition to the delivery of TAFE-based courses, Institute staff worked with hundreds of PCYC employees and volunteers to help them complete first aid qualifications. They also provided training in risk assessment and risk management, work health and safety and fire safety and evacuation and emergency procedures in Clubs In 2013, the PCYC Institute increased its contract with Department of Education and moved into seven locations in the Hunter and Southern regions of NSW. The program had close to 200 students attending the youth leadership program involving the certificate II in community activities. Almost 2000 certificates were handed out to, predominantly, year 11 students who completed various stages of the course and the students gained invaluable insight into various work protocols. The Institute also organised free case management and mental health training for up to 20 youth case managers from the NSW Police Force who received nationally recognised statements of attainment. These units can now be used to complete the full qualification in certificate IV in youth justice and/or certificate IV in youth case management. Last, but definitely not least was involvement in the Blue Star Leadership camps which allowed the participants to complete their national qualifications in certificate II in community activities.

10 Blue Star The Blue Star program is PCYC s signature youth program for the leaders of tomorrow. It is an opportunity for PCYC to identify young people who can be further involved in the movement and have the potential to be the frontrunners of the future and who could potentially contribute to PCYC as managers, board members or co-ordinators and contribute hugely to their community and, ultimately, to their city, state or nation in years to come. Twenty-two young people aged between 16 and 18 completed the Blue Star program in They came from across the state, including Coffs Harbour, Wellington, Tamworth Lismore, Kempsey and Sydney. They attended camps, studied for a certificate II in community activities, were introduced to the bronze Duke of Edinburgh Award scheme, trained in first aid, undertook the 7 Habits of Effective People self-development course and completed projects back at their sponsoring Club in areas such as culture, fitness, fund-raising and mental health education. During 2012, the program came under review and plans for the future include Blue Star Leadership with graduates becoming ambassadors and future co-ordinators. A rebranded Blue Star Development program was piloted in Maitland for expansion around the state targeting young people at risk of leaving school. Volunteers A strong volunteer base of more than 1000 people contributes to the strength of PCYC services. Despite the fact that volunteering seems to be less of an option for some younger people, there is a steady stream of inquiries and, across 59 Clubs, there is an average of 17 people volunteering per Club. Some of the areas our volunteers are involved in are being a member of our advisory committees (involved in the daily running of our Clubs in terms of advice and monitoring of our programs and advocating for the Club in the general community) or being an assistant in running programs and activities or coaching with, for instance, gymnastic, boxing, table tennis or chess opportunities are endless and dependant on only on the skills, knowledge and experience of the person who is volunteering. We looked at many ways to enlist volunteers, from word-of-mouth to placing advertisements in papers or online, as well as in partnership with the volunteer centres around the state. In the main, that our volunteers are often but not always more mature people who are either retired, work part-time or are unemployed. The contribution all of these people make to our organisation in immeasurable in terms of the experience and commitment that they bring to us. We do have many young people volunteers, as well, in activities such as gymnastics, band, chess, table tennis and boxing Where the chosen activity demands that the individual have a coaching qualification, such as boxing or gymnastics, we will help that person to gain those qualifications. We would like to sincerely thank each and every one of our volunteers for their commitment and dedication to the PCYC movement they are contributing to the health and well-being of so many young people across NSW and helping them to be good citizens and valued members of their communities.
