3 1. Introduction In 2010 the two Probation areas of Durham and Teesside merged to form Durham Tees Valley Probation Trust - one of the highest performing Probation areas in the country. In 2014 DTV Probation Trust became The Durham Tees Valley Community Rehabilitation Company (DTV CRC) and in February 2015 Achieving Real Change in Communities (ARCC) took over ownership of the DTV CRC. Rehabilitation is the core aim of DTV CRC and our vision is to enable people to participate in a positive future. By building on existing best practice and using innovative, forward thinking approaches we aim to reduce reoffending through a variety of evidence-led interventions and will work with key partners to protect communities. We believe in the ability of individuals to change their lives and support people in doing so. To achieve our aim we will: Engage motivated colleagues that are skilled and trained to deliver high quality services Have lean and effective processes that enable continuous improvement Build a reputation for protecting our communities and supporting participant rehabilitation Run an efficient and sustainable business Our Rate Card brochure shows the services delivered by Durham Tees Valley CRC that can be purchased by the National Probation Service (NPS), other Community Rehabilitation Companies (CRC s) and other commissioners of services. We have identified a group of interventions to meet gaps in provision for NPS offenders and to meet the needs of DTV CRC participants. We are providing a number of these services to other CRC s within the custodial environment and in a wide variety of community locations, covering both rehabilitative and resettlement needs. The services are designed achieve positive outcomes for participants and contribute to reducing re-offending. DTV CRC is a not for profit organisation and any surplus we make from our contract with the MoJ or for services provided is reinvested into direct work with participants. p3

4 How to use this document: Our Rate Card Brochure should to be used alongside the NPS Rate Card Guide (dated May 2015). Both documents explain what fee for use means; these are services which are purchased by the NPS from the CRC. Each page details the service; content; where delivered and the intended outcomes. The details of how to raise the Non Statutory Intervention (NSI) for each service is included, along with the cost of each service. The Rate Card is separated into two parts and the brochure details the services offered in each. Part 1 Mandated Services are those services which CRC s are mandated to provide and make available to the NPS. These include Unpaid Work, Accredited Programmes and the mandatory resettlement services at nonresettlement prisons. Part 2 Discretionary Services are those services the CRC has elected to deliver, following consultation with local NPS leads and are available for NPS offenders. Partners DTV CRC has commissioned a number of key partners to work alongside to deliver and improve the outcomes for our participants. Our partners were chosen based on their locality and history of delivering quality local services. DTV CRC is responsible for the implementation, contract management and evaluation of our partners activity. This will ensure we continue to meet the needs of participants. Universal Service (mandated) at Resettlement Prisons: DTV CRC are contracted to deliver Through the Gate services to support prison leavers to the four nominated Resettlement Prisons in our area. These are HMP Durham, HMP Holme House, HMP Kirklevington and HMP Low Newton. The mandatory services include: resettlement planning; employment retention and brokerage; accommodation; finance, benefit and debt support; support to participants who have previously been sex workers (non-gender specific); support to service users who have previously been victims of domestic abuse (non-gender specific) and pre-release planning. NPS prisoners in the four resettlement prisons receive this service at no additional cost. The exception to this NPS Northumbria prisoners in HMP Durham and HMP Low Newton, who have their mandatory service provided by Northumbria CRC. DTV CRC has a Service Level Agreement (SLA) to deliver release services to the small number of prisoners being released directly from HMP Deerbolt. The SLA includes all NPS cases and is at no additional cost to the NPS. p4

5 Process for Purchasing from the Rate Card: Elected Services in Part 2 of our Rate Card are requested using ndelius via the Non-Statutory Interventions (NSI s). In the case of Accredited Programmes, Unpaid Work and Attendance Centre Requirements, the requirement needs transferring to the CRC without the use of an NSI. Rate Card Review: The content of the rate card will be continually reviewed to ensure the services you require remain relevant. We will do this through ongoing engagement with National Probation Service and through analysis of feedback. Section Six of our brochure shows the NSI process and further information is available in the NPS Rate Card Guide (Dated September 2015). 6 2. DTV CRC Approach DTV CRC employ approximately two hundred colleagues across the organisation who are highly skilled and bring a wealth of experience in managing participants. All colleagues are subject to regular review of practice, supervision and support. DTV CRC work alongside partnership organisations to achieve the best outcomes for local communities in the North East and the participants themselves. The Rate Card services we offer to NPS are also available to DTV CRC participants. It is therefore in the interests of DTV to ensure the services delivered are of the best quality. Whether the services are delivered by DTV CRC colleagues directly or by our Key Partners, we will undertake a thorough review of the quality. All accredited and non-accredited programmes will be subject to treatment management and DTV CRC programme tutors are experienced practitioners. We have colleagues dedicated to managing contracts with our Key Partners and the recently formed DTV CRC Quality Team will have a specific remit to undertake audits of Key Partner activities. Each Key Partner will have key performance indicators (KPI s) to give an indication of performance in addition to the assurance activities we will undertake. Partner s performance against KPI s and assurance activities will be provided to the quarterly Interface meeting between DTV CRC, NPS Cleveland and NPS Durham. The Interface Meeting will review the number of Rate Card purchases undertaken. We have adopted a desistance, strength-based approach to our services but recognise particularly with NPS offenders, the need to monitor and manage risk. For example; all our Key Partners must have up to date Child Protection Policies and training in place for their staff. A key element of the services we provide is the forging of links and support networks in participant s local communities. The majority of our services will be delivered in a participant s local area and where appropriate will involve facilitating move-on to mainstream services. DTV CRC has employed peer mentors and uses high quality volunteers to maintain our participant mentoring service. This adds value through offering additional support in relation to day to day practicalities and can make a real difference to a participant to assist in achieving a successful outcome. The prices in the brochure reflect the true cost of delivery. Included within these costs are access to facilities, property costs, travel and administration. p6

7 3. Through the Gate The Through the Gate (TTG) services are delivered in the four Resettlement Prisons and HMP Deerbolt at no cost to the NPS or other CRC s. The four resettlement prisons are HMP Durham, HMP Holme House, HMP Kirklevington and HMP Low Newton. DTV CRC TTG is recognised by HMIP and MoJ as a beacon provider nationally and the service we provide meets all contractual requirements. It is acknowledged there still remains a large degree of frustration regarding the expectations of the TTG Services against what DTV CRC are contractually required to provide. We continue to work with the MoJ, prisons and the NPS to improve the service. It is hoped by providing the minimum contractual specifications in the brochure, the contractual scope of the service will become better understood. Occasionally TTG services may need to be delivered to prisoners in non-resettlement prisons. Section 4.3 provides the detail of the services and how to access them. p7

Upon completion of the assessment it is shared with the participant and allocated Responsible Officer of the NPS/CRC. Support can include: Identifying and securing suitable new accommodation Tenancy closure, returning of property Facilitating access to housing benefit, new applications and maintaining current benefits Advising on rent or mortgage arrears and possession action Advising on landlord issues to resolve disputes Advising on rights and responsibilities Information, advice and guidance following a relationship break-down in relation to accommodation Housing applications and associated processes Negotiating housing arrears and establish arrears repayment schemes Applications for rehousing, including provision of supporting letters Referrals for Legal Aid Improving a tenants current housing situation Support to maintain independent & healthy living Support to access wider housing needs (charity, furniture, benefits etc.)) Any participant with an identified accommodation need Reduced Risk of Reoffending through improved settled accommodation status, as relevant to the specific needs of the participant and in conjunction with the Responsible Officer. 14 4.1 Unpaid Work DTV CRC Throughout the DTV CRC area Prison Locations Not Applicable 6.48 per hour for individual or group placements Up to a maximum of three hundred hours as mandated by Court Community Payback is a punishment requirement available to the Court where the participant completes unpaid work activity for the benefit of their local community. Unpaid work is supervised by DTV CRC staff, trained in Health and Safety and First Aid. Unpaid Work enables services users to pay back as well as learning valuable practical and life skills which support reductions in re-offending. Community Payback is visible to the community, participants must wear high visibility tabards displaying the fact that they are completing Unpaid Work. Community Payback signs will be visible at worksites, where appropriate. Up to 20% of the ordered hours can be used to support educational outcomes. DTV CRC are developing large scale projects with employers through the ETE element to provide skills required by employers and opportunities of employment. DTV are developing a new and varied range of placements which continue to punish the participant whilst developing their skills. We have developed a number of large placements to meet these criteria, including: Developing horticultural and grounds work at Finchale College and linking participants into educational and training activities at the college. Working in partnership with Durham Wildlife Trust to manage three parks in Darlington Working in partnership with Redcar and Cleveland Council to develop the Kirkleatham site and a boundary walk. Min Group Size: two Max Group Size: eight Unpaid work should not typically be recommended for individuals posing a high risk of harm. Unpaid work can make adjustments to meet the needs of participant s with a disability. Female participants will be provided with women only or individual placements, where possible. Increased public confidence in the Criminal Justice System. Benefit to communities through improved environments and increased public safety Educational Award. Benefit to participants through improved practical and social skills. Unpaid work is not an NSI. The NPS RO needs to transfer the Unpaid Work requirement to DTV CRC as the provider. p14

15 4.2.1 Accredited Programme - Building Better Relationships DTV CRC Stockton and Durham Prison Locations Not applicable 2667 per start Thirty sessions BBR is an accredited programme which draws upon the most recent research and thinking in relation to aggression within an intimate relationship between a man and woman. Priority is given to the safety of women and children via a specific Partner Link Worker who supports victims and potential victims from the outset. The BBR programme can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. The BBR programme involves twenty four weekly group sessions and six one to one sessions. The aim of the programme is to recognise the damage caused by violence to families and relationships and helps men to gain a better understanding of themselves. It looks at how personal issues play a part in violence; developing their skills and learning new ones to overcome difficulties, support them in discovering their strengths and help them to build on them to improve their relationships Men who have been violent within an intimate relationship with a woman. Cases assessed as Medium to High risk of harm including those managed under Multi-Agency Public Protection Arrangements (MAPPA). Able to discuss at least one act of violence against a partner. Willing to sign to have information shared with a partner. Able to engage in the programme and achieve learning outcomes, (e.g. do not have a serious substance misuse or mental health issue which would hinder their understanding). Excludes same sex relationships. Women and participants with significant mental health issues are excluded from BBR. The aims of the programme are for participants to: Learn more about the sorts of behaviour that damage relationships Get a better understanding of themselves See how their personal issues play a part in the violence they show to their partners Find and build on their strengths and use them to improve their relationships Develop the skills they have and learn new ones to overcome the difficulties they face now and in the future A post programme report and three-way meeting will be provided by staff delivering the programme with any areas to be focused on during the rest of the order/ operational period. Accredited Programmes are not an NSI. The NPS RO needs to transfer the BBR requirement to DTV CRC as the provider. p15

16 4.2.2 Accredited Programme - Resolve DTV CRC Stockton and Durham Prison Locations Not Applicable 2667 per start Twenty-five sessions The Resolve programme is an accredited programme suitable for men with a history of spontaneous or planned violence (or both) and can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. The Resolve programme involves twenty one weekly group sessions and four one to one sessions. It helps men to understand aggression and how their thinking and behaviour, attitudes towards violence, and emotions can shape how they deal with conflict. It also helps to develop skills such as mindfulness aimed at positive selfmanagement and conflict resolution. Men with offences of physical violence, and/ or offences including verbal abuse, threats, intimidation, blackmail, and criminal damage. Cases assessed as Medium to High risk of harm including those managed under Multi-Agency Public Protection Arrangements (MAPPA). Men who are prepared to be respectful, open and supportive and actively participate. Able to engage in the programme and achieve learning outcomes, (e.g. do not have a serious substance misuse or mental health issue which would hinder their understanding). Reducing risk and needs linked to reoffending and risk of serious harm (Group work and one to one support), all programmes based in CBT and behavioural change theories. A post programme report and three-way meeting will be provided by staff delivering the programme with any areas to be focused on during the rest of the order/ operational period. Accredited Programmes are not an NSI. The NPS RO needs to transfer the Resolve requirement to DTV CRC as the provider. p16

17 4.2.3 Accredited Programme Thinking Skills DTV CRC Stockton and Durham Prison Locations Not applicable 2667 per start Nineteen sessions The TSP accredited programme draws upon the most recent international research linking an individuals problem solving abilities to their ability to reduce re-offending. The TSP programme can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. Men with offences of violence should be considered for either the BBR or Resolve Programmes and not TSP. TSP can however be an effective intervention for women with offences of violence. The TSP programme involves one pre-group session, fifteen group work sessions and three follow up individual personal reviews. It covers self-control, problem solving and building pro-social positive relationships. The programme operates by engaging, motivating, coaching and responding to individual needs. Men and Women who are motivated to address their behaviour. OGRS score between Men and Women who are ready to engage and understand the need to think and act differently. Open to sharing personal information and receiving feedback. Supportive of others in the group and willing to sign up to the conditions of success. The aim of TSP is to reduce participants risk by engaging and motivating, coaching, responding to individual needs, and building continuity Accredited Programmes are not an NSI. The NPS RO needs to transfer the Thinking Skills requirement to DTV CRC as the provider. p17

18 4.2.4 Accredited Programme Drink Impaired Drivers DTV CRC Stockton and Durham Prison Locations Not Applicable 2667 per start Fifteen sessions The DID accredited programme is aimed at men and women with current and historic drink driving offences including failure to provide a specimen. The DID programme can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. It recognises the effect of alcohol on essential driving skills, increases knowledge and awareness around alcohol consumption and encourages change in drinking patterns, resisting pressure to drink more and the impact of alcohol upon themselves and potential victims Men and women who are motivated to address their behaviour. Open to sharing personal information and receiving feedback. Supportive of others in the group and willing to sign up to the conditions of success. To reduce the risk of future offences of drink driving by confronting participants about issues relating to drinking and driving. Accredited Programmes are not an NSI. The NPS RO needs to transfer the Drink Impaired Driving requirement to DTV CRC as the provider. p18

19 4.3 Resettlement Services available in non-resettlement prisons Occasionally TTG services may need to be delivered to prisoners in nonresettlement prisons. The Services are the same as those described in Section Three, Through the Gate but DTV CRC is not contractually obliged to provide TTG services in non-resettlement prisons. Therefore delivery in nonresettlement prisons incurs a fee. The details of cost and the NSI process are included below. 22 5.1 Through the Gate team support package for MAPPA cases on release DTV CRC, Thirteen and Wise Group Released Prisoners can be transported to any location in the NPS North East, excluding Lincolnshire. Following the initial assessment, the NSI is terminated and a proposal will be made to the NPS/Other CRC RO for the delivery of Low, Medium or High Intervention. 27 5.6 Literacy Skills Sound Training Throughout the DTV CRC area Prison Locations All prisons in Durham Tees Valley CRC area 300 Weekly for six weeks Sound Training provide a revolutionary reading improvement programme. It is a fast, focused and fun reading programme that significantly helps improve an individual s spelling, vocabulary, comprehension and above all, their confidence. Thereby helping to open the door to further qualifications and improve employability. DTV CRC has undertaken pilots in conjunction with HMP Holme House and Sound Training and is now training staff to deliver jointly. Proven to increase reading ages by an average twenty-seven months in just six weeks. 65% of learners reached the maximum reading age at the end of six weeks 40,000 learners to date 69% of learners said they are more likely to read for pleasure since completing the programme 93% of respondents said they were more likely to engage in further education 100% of learners said they enjoyed the programme Any participants with an identified literacy need. Increase reading age of participants to enable greater integration. 28 5.7.1 Accredited Programme for prisoners at HMP Kirklevington - Building Better Relationships DTV CRC Stockton Prison Locations Not applicable 2667 per start Thirty sessions BBR is an accredited programme which draws upon the most recent research and thinking in relation to aggression within an intimate relationship between a man and woman. Priority is given to the safety of women and children via a specific Partner Link Worker who supports victims and potential victims from the outset. The BBR programme can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. The BBR programme involves twenty four weekly group sessions and six one to one sessions. The aim of the programme is to recognise the damage caused by violence to families and relationships and helps men to gain a better understanding of themselves. It looks at how personal issues play a part in violence; developing their skills and learning new ones to overcome difficulties, support them in discovering their strengths and help them to build on them to improve their relationships Men who have been violent within an intimate relationship with a woman Cases assessed as Medium to High risk of harm including those managed under Multi-Agency Public Protection Arrangements (MAPPA) Able to discuss at least one act of violence against a partner Willing to sign to have information shared with a partner Able to engage in the programme and achieve learning outcomes, (e.g. do not have a serious substance misuse or mental health issue which would hinder their understanding) Excludes same sex relationships Women and Service users with significant mental health issues are excluded from BBR. 29 5.7.2 Accredited Programme for prisoners at HMP Kirklevington - Resolve DTV CRC Stockton Prison Locations Not Applicable 2667 per start Twenty Five sessions The Resolve programme is an accredited programme suitable for men with a history of spontaneous or planned violence (or both) and can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. The Resolve programme involves twenty one weekly group sessions and four one to one sessions. It helps men to understand aggression and how their thinking and behaviour, attitudes towards violence, and emotions can shape how they deal with conflict. It also helps to develop skills such as mindfulness aimed at positive selfmanagement and conflict resolution. Men with offences of physical violence, and/ or offences including verbal abuse, threats, intimidation, blackmail, and criminal damage Cases assessed as Medium to High risk of harm including those managed under Multi-Agency Public Protection Arrangements (MAPPA) Men who are prepared to be respectful, open and supportive and actively participate Able to engage in the programme and achieve learning outcomes, (e.g. do not have a serious substance misuse or mental health issue which would hinder their understanding) Reducing risk and needs linked to reoffending and risk of serious harm (Group work and one to one support), all programmes based in CBT and behavioural change theories. A post programme report and three-way meeting will be provided by staff delivering the programme with any areas to be focused on during the rest of the order/ operational period. 30 5.7.3 Accredited Programme for prisoners at HMP Kirklevington Thinking Skills DTV CRC Stockton Prison Locations Not applicable 2667 per start Nineteen sessions The TSP accredited programme draws upon the most recent international research linking an individuals problem solving abilities to their ability to reduce re-offending. The TSP programme can be attached as a requirement of a Suspended Sentence Order or a Community Order or added as licence condition following a period in custody. Men with offences of violence should be considered for either the BBR or Resolve Programmes and not TSP. TSP can however be an effective intervention for women with offences of violence. The TSP programme involves one pre-group session, fifteen group work sessions and three follow up individual personal reviews. It covers self-control, problem solving and building pro-social positive relationships. The programme operates by engaging, motivating, coaching and responding to individual needs.
