2 PROBATION West Yorkshire Community Rehabilitation Company protects the community by stopping offenders from committing more crime. We supervise people aged 18 and over in the community who are sentenced by the court to either a Community Order or a Suspended Sentence Order. We also supervise people who are released from prison on licence, and commission a service called Through the Gate which aims to help prisoners preparing to make the transition from custody through to the community. The best way to prevent people from becoming victims of crime is to stop people from committing crime. This is why rehabilitation is central to our approach, focusing not only holding people to account for their actions but on supporting their rehabilitation. This guide provides information about non-custodial sentencing options. 3 THE PROCESS The Referral Process When the intervention is mandated by the court or part of a licence condition, the requirement needs to be allocated to the CRC. This applies to: Accredited Programmes Community Payback Attendance Centre For elective interventions, a NSI must be created and transferred to the CRC. 5 ACCREDITED PROGRAMMES Building Better Relationships Building Better Relationships is a nationally accredited programme designed to reduce re-offending by adult male offenders convicted of intimate partner violence. The programme, based on group work, takes into account recent developments in thinking and research in relation to aggression within relationships. Course aims to help participants: to learn more about the behaviour that damages relationships gain a better understanding of themselves understand how their personal issues play a part in the violence they show to their partners discover their strengths and build on them to improve relationships develop their skills and learn new ones to overcome difficulties males who have committed an offence related to domestic abuse against a female partner/or ex-partner with whom they have or had an intimate relationship individuals likely to be able to achieve the learning outcomes i.e. not with severe drug dependency offenders who have a minimum order duration of 18 months two pre-group one-to-one sessions and 24 group work sessions of 2.5 hours up to six one-to-one sessions of one hour each The group sessions helped me open up about myself and what I was thinking. The tutors put up a list that described how some people behave. I could tick nearly all the boxes ACCREDITED PROGRAMME REQUIREMENT 33 DAYS 18 MONTH COMMUNITY ORDER 04

6 ACCREDITED PROGRAMMES Control of Violence in Angry Impulsive Drinkers Control of Violence in Angry Impulsive Drinkers is a group work programme aimed at people with a history of violent or aggressive behaviour when under the influence of alcohol. The programme is designed to both raise participants understanding of how they have become involved in incidents of alcohol related aggression or violence and to help participants to actively identify and implement potential risk-reducing strategies for the future. Course aims to help participants: to look at how they think and feel and how this links to them becoming aggressive when drinking learn ways to manage angry feelings learn ways to control and monitor drinking look at the impact that alcohol has on behaviour reduce the chance of getting into trouble through becoming violent or aggressive after drinking men aged 18+ with history of violent or aggressive behaviour when under the influence of alcohol must be motivated and have an Index of offence alcohol related violence or aggression Low/Medium/High ROSH and OGRS score NOT suitable for those with substance and drink dependency; perpetrators of domestic abuse; or sexual offenders Its easy to understand and it has made me realise my triggers in high risk situations ten group sessions up to four one-to-one sessions ACCREDITED PROGRAMME REQUIREMENT 14 DAYS 12 MONTH COMMUNITY ORDER 05

7 Drink Impaired Drivers The Drink Impaired Drivers programme is designed to teach offenders how to avoid driving whenever they have been drinking. This structured programme tackles the offenders poor planning, ignorance of alcohol and its effects, lack of consideration for others and poor decision making skills. It does not specifically aim to control problem drinking, but to ensure that drinking of any sort is not followed by driving. They will also be required to keep appointments with their supervising officer. Course aims to help participants: understand levels of alcohol units and consumption generate alternatives to drink driving control thoughts, feelings and actions demonstrate changed attitudes to drink driving forward plan and improve decision-making and problem solving skills identify ways in which they can prevent re-offending improved self-confidence and motivation to change male and female offenders aged 18 or over Low/Medium ROSH and OGRS 50 and under NOT for offenders with five or more previous convictions NOT for those with serious drug /alcohol problems NOT for first drink/drive convictions (unless aggravated) one pre-programme session fourteen 2.5 hour sessions one post-group session sessions are once a week in the evening The programme has made me more aware of the triggers to offending and I now know how to count units of alcohol and safe stopping distances ACCREDITED PROGRAMME REQUIREMENT 17 DAYS 12 MONTH COMMUNITY ORDER 06

8 ACCREDITED PROGRAMMES RESOLVE RESOLVE is designed to reduce the likelihood and seriousness of violent and aggressive behaviour in male offenders by developing understanding of their own path into violent offending and continued use of violence. RESOLVE offers offenders skills and strategies to avoid the use of violence. A range of methods are used to keep offenders engaged and motivated. Violence is defined as including verbal abuse, threats, intimidation, blackmail, physical violence and criminal damage. Course aims to help participants: understand when and why people use violence/aggression recognise thoughts, feelings, behaviours and situations that underpin their violence desist from violent behaviour using practical strategies improve self control develop an awareness of personal and situational factors that reinforce and maintain their use of violence change their thinking and behaviours develop practical strategies for long term change males aged 18+ with an index offence for violence Medium/High risk of violent reconviction but High ROSH OVP or OGRS score (where OASys is not available). NOT suitable for females; perpetrators of domestic abuse; sexually motivated offences; those with serious mental health problems; those unlikely to achieve learning outcomes minimum order duration - 12 months If we can help someone to understand their own behaviour and what they need to change, this goes a long way towards reducing re-offending 21 group-work sessions four integrated one-to-one sessions sessions can be delivered twice a week ACCREDITED PROGRAMME REQUIREMENT 28 DAYS 12 MONTH COMMUNITY ORDER 07

9 Thinking Skills An intensive and demanding cognitive skills programme that addresses thinking and behaviours associated with offending. The programme aims to reduce the risk of further offences by getting the participant to examine how emotions and thinking effects their behaviour. All sessions are based on cognitive and behavioural change theories. Participants are encouraged to develop a plan which might help them to deal with difficult emotions or situations. Course aims to help participants: demonstrate improved problem-solving and goal setting skills demonstrate improved emotional self management consider other peoples perspectives and emotional responses develop more positive relationships for those who demonstrate thinking deficits suitable for those with dyslexia or literacy needs Medium or High ROSH OGRS score males and females NOT suitable for index offences; domestic abuse perpetrators; substance misuse dependents. minimum order duration - twelve months suitable for acquisitive offending 19 sessions 15 group sessions last 2.5 hours Plus four one-to-one sessions c1.5 hours each Getting to the end of Thinking Skills felt like a real achievement. 10 7 OTHER PROGRAMMES & INTERVENTIONS Stop Binge Drinking The activity consists of an initial one-to-one session followed by eight group work sessions held on a weekly basis. A postprogramme report is produced by facilitators, scrutinised by a treatment co-coordinator and discussed with the service user and responsible officer in a final three-way meeting. The programme is designed to encourage change using educational, cognitive behavioural and motivational methods. Course aims to help participants: reduce alcohol related re offending increase knowledge of the effects of alcohol on thinking and behaviour contribute to the improvement of participants health and wellbeing low to medium risk of harm re-offending can be sequenced with other interventions for those service users who pose a high risk of harm addresses binge drinking linked to offending no OGRS3 criteria required. not suitable for dependent drinkers or substance users eight group sessions one individual session This session on alcohol units opened my eyes to how much I was drinking and has helped me cut down significantly. I feel a lot better 10 RAR DAYS 09

11 8 Think Again Think Again is a one-to-one intervention developed to reduce re-offending for male and female offenders who have committed crimes of a hate-based nature. A hate crime is any criminal offence that is motivated by hostility or prejudice based upon the victims disability, race, religion or belief, sexual orientation, transgender. Course aims to help participants: recognise themselves as a citizen develop problem solving skills understand the process of assertion and negotiation challenge commonly held assumptions explore how stereotyping impacts thinking and behaviour manage their feelings and anger increasing empathy and perspective taking medium risk of serious harm or above in OASys an identifiable pattern of similar offending behaviour or evidence that the offender was malicious in their intent to single out an individual/group based on hostility or prejudice offenders with more than four previous convictions for any type of offending may be considered more suitable for the Thinking Skills programme. not suitable for offenders who have committed offences under the Terrorism Act or Domestic Extremists ten sessions delivered one to one Ive learned so much about myself thanks to probation. Meeting other offenders has also helped me, we support each other and my confidence has grown 10 RAR DAYS 10

12 OTHER PROGRAMMES & INTERVENTIONS Responsible Road User Group This course targets individuals convicted of driving offences which are not drink related. The intervention is educational and also draws on elements of CBT and solution focussed therapy in its approach targeting thinking skills, behavioural change and challenging beliefs and attitudes. Course aims to help participants: increase their knowledge and understanding of road responsibility and road law develop an understanding of risk and consequences to themselves and others identify strategies to reduce the risk of re-offending male and female offenders who score 1 or 2 on OASys section 7.5 and whose risk taking leads to further offending not suitable for alcohol/substance dependency; unstable mental/ physical health four sessions Id also like to thank the judge for the sentence he passed because that was the start of my recovery. Im a much better driver as a result 04 RAR DAYS 11

13 Safer Relationships Activity Safer relationships activity examines the origins of attitudes, the victims perspective and abusive behaviour and effects on children. This service provides a range of support for offenders and their families. Having a strong family network can help to reduce re-offending while safeguarding and improving the future life chances of any children in the family. Support is focused on helping offenders parenting skills and techniques to resolve any conflict in their relationships. Course aims to help participants: reduce the risk of further intimate partner violence or abuse, as part of an integrated approach working with the Offender Manager and other agencies, during the delivery of the activity improve relationships reduce violence improve parenting those without an entrenched patterns of domestic violence cases where there are no safeguarding issues low to medium Spousal Assault Risk Assessment (SARA) current or previous abusive behaviour towards an Intimate partner/ ex-partner unsuitable for alcohol and substance dependency; some mental health conditions (for example Personality Disorder); those who are in complete denial of their offence; those unwilling to sign the Statement of Understanding and Release of Information documents No OGRS3 score required delivered in 15 sessions of approximately 2.5 hours You will no feel judged & it is important to have an open mind towards focusing on yourself, and face certain things you may prefer to avoid 20 RAR DAYS 12

14 OTHER PROGRAMMES & INTERVENTIONS South-East Asian Intervention Shafa means renewal, restoration and healing in Urdu, and is a project delivered by Touchstone across West Yorkshire. Skilled and experienced paid staff work with South Asian men and women who have committed offences. Support includes accessing local resources, employment and education opportunities, housing, family relationship issues and support to address substance misuse issues. The Shafa service includes the role of a peer mentor to provide lived experience and support. Course aims to help participants: improve engagement challenge negative views from a culturally sensitive and relevant perspective develop positive networks improve the individuals life chances South-east Asian men and women who would benefit from a more culturally sensitive approach, including those at high risk of harm, vulnerability and extremism concerns six weekly group-based sessions followed by a subsequent four week one-to-one support Im looking forward to rebuilding my life and accept that my former partner must get on with hers I can even accept she has a new partner 10 RAR DAYS 13

15 12 Action for Change Action for Change is aimed at low risk offenders and follows a strength-based, solution focused and service user-led approach, and is facilitated by Case Managers/PSOs in a group-work setting, using an Action Learning Set method. Each service user also has a one-to-one session at the start and end of the programme, allowing goal setting and induction at the beginning and a learning, review and action planning session at the end. Course aims to help participants: to draw on strengths and experiences to generate and share new problem-solving methods and solutions to individuals problems service users take turns as goal bringers and rest of group ask questions, reflect, and hold goal bringer to account Individuals should be able to articulate: a commitment to a personal goal which they are willing to work on a commitment to changing themselves, rather than attempting to change someone else a commitment to sharing their own skills and experience to support others two one-to-one appointments six group work sessions of 90 minutes each I only became truly aware of being a victim of domestic abuse while on the probation. I found the realisation hard to take in and it upset me a lot 08 RAR DAYS 14

16 OTHER PROGRAMMES & INTERVENTIONS Right Direction: Volunteer Mentoring The Right Direction volunteer service is delivered across West Yorkshire and is a desistance-based approach to working with service users. Ex-service users, who have recently completed probation successfully and community volunteers help to motivate service users to change. All volunteers undertake 60 hours of learning to qualify to be a volunteer in probation. They must achieve Level 1 in Probation Skills, a bespoke award designed by probation staff to work with service users on probation. All volunteers are DBS checked according to Probation Instruction PSI 07/2014 and are able to work with vulnerable adults and children. Key features: Mentoring can be used as part of a Rehabilitation Activity Requirement (RAR) package of interventions. It can also be used to support the rehabilitation of those subject to a licence or post- sentence supervision. Right Direction can offer one-to-one befriending support, job clubs, one-stop shops, one-to-one appointments, call back services to aid compliance and after care services for those who have completed an order or licence. They operate both within office settings and out in the local community. Any service user motivated to work with a mentor. according to service user needs Ive learned so much about myself thanks to probation. 17 Womens Provision Our womens provision is delivered at womens centres, which are female-only spaces, providing a supportive, multi-agency arena in which groups can be run or individual sessions completed. The provision supports women through their sentence with key partner agencies to reduce reoffending in a safe environment. We can offer seamless through the gate resettlement for women leaving HMP New Hall. Womens provision aims to help participants: to increase womens confidence in their own decision-making so that they lead a more appropriate lifestyle to support the women in planning their personal goals to support the women in identifying future risks to their more positive lifestyle and well-being, and to develop skills and strategies to deal with these potential risks Key features: delivered in a safe women-only space co-located team approach and one stop shop delivery by other key agencies which provide services to improve lifestyle and prevent re-offending key working and mentoring to support delivery of statutory supervision including group work assistance for women at risk of domestic abuse bespoke one to one sessions are available if a women is assessed by their Case Manager as unsuitable for group work I owe them my life. Its given me the strength and ability to believe in myself. It has given me new mechanisms to spot problems LONG TERM 16

18 OTHER PROGRAMMES & INTERVENTIONS Senior Attendance Centres Attendance centres are a punishment through the restriction of liberty in a controlled environment. The subjects on offer at SACs include: Gang culture Gun crime Knife crime Budgeting Healthy living Senior attendance centres aim to help participants: to increase employability maintain physical and mental health including a focus on the effects of alcohol and drugs encourage attendees to develop better relationships help attendees learn how to deal effectively with risky situations People eligible include: male and females offenders aged from 18 to 24 who have committed a crime that passes the custody threshold. SAC will take high-risk offenders on a multiple- requirement order but suggest a discussion prior to sentence Not suitable for those who have not received the requirement at court and offenders aged over 24 years I was that stressed out it was making me not want to live anymore. My offender manager were brilliant. The next step now is employment, and I am confident I can do it ATTENDANCE CENTRE ORDER UP T0 36 HOURS 17

19 Community Payback Community Payback is an intervention sentenced at court, where a designated amount of community payback hours are imposed as a means of punishing the offender and making reparation to the community. Many of the projects completed are nominated directly by the community. All placements are subject to a health and safety risk assessment and robustly managed by Community Payback staff to ensure that all elements of risk and suitability are considered prior to offenders being placed. Local demographics and the offenders individual needs and restrictions are taken into account before placements are allocated. Community Payback aims to help participants: make reparation to the community obtain new work-related skills and qualifications to improve employability change attitudes, break patterns of poor behaviour, improve interpersonal skills experience a work-day structure, including following instructions, manage time, understand health & safety requirements People eligible include: any ROSH NOT suitable for those who the court have assessed as unsuitable Note: those not employed must complete this intensively i.e. a minimum 28 hours per week unless exclusion criteria are met. I enjoyed the Community Payback work so much that I volunteered for a further six months and I am now looking at a career in probation 40 to 300 HOURS 18

20 OTHER PROGRAMMES & INTERVENTIONS Through The Gate In line with statutory requirements, West Yorkshire CRC delivers a resettlement service, which supports individuals in the transition from custody to the community. In West Yorkshire, this service is delivered on behalf of the CRC by St Giles Trust (in HMP Newhall and Wealstun) and Catch 22 (in HMP Leeds). Prior to release: St Giles Trust and Catch 22 will: complete part two of the Basic Custodial Screening Tool (BCST2) provide a crisis intervention service convene a resettlement meeting (where timescales allow) liaise with the CRC and NPS offender manager The CRC will: ensure the resettlement plan is developed in custody support post release plans facilitate access to local rent deposit schemes This ensures that offenders have: a personalised resettlement plan based on their needs access to accommodation and relevant support a seamless transition post release Ive learned so much about myself thanks to probation. Our skilled probation staff use our innovative Interchange Model in order to affect change. We created the model after analysing what works and further developing it in conjunction with academics from across the criminal justice service. Our approach to reducing re-offending focuses on not only holding people to account for their actions but on supporting their rehabilitation. Ensuring the people we supervise get the right support they need to address a wide range of issues to help them stop committing more crime. We do this via a wide variety of interventions, such as: supervision on a one-to-one basis programmes and courses that address behaviours linked to crime Community Payback initiatives aimed at supporting prolific offenders to stop them committing more crime working in partnership with a wide range of agencies to support people as they reintegrate into the community We have many success stories of people whom we have helped reintegrate into society, as well as statistics that show what we do delivers real results. West Yorkshire CRC is one of five CRCs run by Purple Futures, a partnership led by Interserve which also includes charities and social enterprises. Purple Futures provides probation and rehabilitation services on behalf of the Ministry of Justice (MoJ) in five areas of the UK. 20
