Group work on evidencing outcomes and achievements Participants worked in small groups to discuss how best to evidence achievement of NHS equality objectives. Notes from this session will be typed up and distributed prior to the next meeting. 4. Information exchange Mind in Bradford has made a partnership bid for funding for work on reducing the stigma attached to mental health problems within BME communities Bradford Alliance on Community Care is holding a discussion event with local politicians on Caring for the Future, the social care white paper on 20 th September. Lynne to distribute details to all group members. BTHFT is selecting organisations to devise equality & diversity e-learning for all staff and to deliver face to face equality & diversity training to senior managers. The council s equality objectives have now been agreed and are on their website and Bradford District Partnership is developing communities of interest assessments. 3 Appendix One Update for Bradford and Airedale NHS Equality Group 23 August 2012 a. Joint Strategic Needs Assessment (JSNA) Update: Our summary sheets on the health inequalities experienced by people from protected groups have been included in the JSNA Work is now underway to make sure information from these is included throughout the JSNA. b. Clinical Commissioning Groups and Commissioning Support Service Update: In Bradford, Airedale, Wharfedale and Craven there are three CCGs: Airedale, Wharfedale and Craven, Bradford City CCG, Bradford Districts CCG. They aim to be authorised in autumn Each has a draft equality & diversity strategy that includes a commitment to this group and to using the Equality Delivery System. A newsletter is attached and hard copies will be available at our meeting. c. Race Equality Infrastructure and bid to Joseph Rowntree Charitable Trust Update: Black Health Forum submitted a bid and the outcome is due sometime in the Autumn. A meeting was held at the end of July to discuss Health and Race Equality Infrastructure. d. Patient survey information Update: We have worked with the Yorkshire and Humber Equality Observatory to explore what equalities information is available in national patient surveys. For hospital (acute) services, annually, adult inpatients, adult outpatients, people using maternity services and adults using Accident and Emergency are surveyed. The GP Patient Survey happens twice a year. The table below summarises what equalities information is available in these surveys: 3

Equalities events Pride, BTHFT young people s event Bradford Pride 2012: All four Trusts attended the Pride event in June We carried out a survey to gather information about local LGB and T people s experiences of using health services. Young People s Event: Bradford Teaching Hospitals: 12 October We will be attending to start engaging with young people and carrying out a survey. f. Recognition of our good work The work of this group has been used as a case study of good practice in implementing the Public Sector Duty in the Equal Opportunities Review and we have been asked to submit our work for inclusion in a national Equality Delivery System implementation good practice case study guide. g. Equality Objectives Progress update A paper is attached showing progress to date on our equality objectives. Appendix Two see below 4
5 Bradford and Airedale NHS Equality Objectives Progress Update August 2012 Objective - for all four trusts 1. Improve EDS grades year on year 2. Improve EDS process, year on year Improve EDS process, year Why is this a priority? Our assessment panels have effectively involved local interests and provided a useful baseline description of our strengths and weaknesses. All four trusts will work jointly on at least the following: pay gap better meeting the needs of people from Gypsy, Traveller & Roma communities carers (including gathering of data) staff survey interpreting improving the gathering & use of equality data (improve monitoring of religion) We have also identified the need for all trusts to focus more on evidence of impact than evidence of activity. We will improve the involvement of protected groups who have been under-represented in the Bradford and Airedale NHS Equality Group. Specifically we will Gather more local evidence on the experiences of older people (including Black and Minority Ethnic (BME) older people) Involve young people (including BME young people) in a focused project Develop a coordinated health & race equality infrastructure Progress Gypsy, Roma and Traveller communities. Initial work on maternity information (see objective 4). BDCT held a learning and sharing seminar on 18 th June Then Lynne to convene a meeting with representatives from NHS trusts, Helen Speight, members of G & T communities, Fiona Natajaran from Bradford Council, Jayne Booth from Incommunities. We need to ensure that communities living in North Yorks are included. This group will consider any existing work and agree priorities for actions. Staff survey. All 4 NHS trusts will have analysed three years staff survey data from an equalities point of view by August 2012 and then EDS Goal 3 Panel will be reconvened to look at this. The PCT s data was compared with Leeds PCT s on 18 th June with a view to influencing a positive culture in the Commissioning Support Services Internally organisations are working to improve their own grades for example the Trans Policy development at BTHFT, the internal Equality, Patient Experience and Involvement Panel at BDCT, the data collection project at ANHSFT and use of GP Patient Survey data at NHSABL. Gather more local evidence on the experiences of older people (including Black and Minority Ethnic (BME) older people) Lynne met with Tina Butler on 27 th July about how to make best use of existing local information and will join the Healthy Communities and Older People (an action group of the Older People s Partnership). Involve young people (including BME young people) in a focused project Carry out a survey BTHFT young people s event on 12 th October Develop a coordinated health & race equality infrastructure Bid to Joseph Rowntree Charitable Trust for race equality & health work with African and African Caribbean communities result will be known in Aug. Lisa led a meeting on 31 st July involving those who have expressed an interest. The 5
6 Objective - for all four trusts on year 3. Ensure that services better meet the needs of trans people 4. Make information more accessible - to better meet needs of visually impaired people, Deaf people and people with language / literacy issues 5. Improve the access and experience of BME patients and service Why is this a priority? Across all four trusts, and all four goals, the protected group with the lowest Equality Delivery System grades is transgender people. Bradford District Care Trust has developed a policy and 94 staff members have attended five trans awareness seminars. Bradford Teaching Hospitals Foundation Trust has been involved in a regional group developing a protocol for the provision of hospital services to trans people. We recognise that we do not have sufficient information about the health needs and experiences of trans people and that we need to work to make NHS services more welcoming and inclusive of trans service users. A strong theme of the additional evidence submitted by EDS panel members has been the inaccessibility of much NHS information to visually impaired people, Deaf people and people from the Gypsy, Traveller & Roma communities and people with literacy / languages issues. Evidence from the GP patient survey, from focus groups and interviews with Muslim people using palliative care services and BME people using maternity services and from the mental health reading of rights audit show poor experiences and Progress group agreed to carry out a mapping exercise of organisations, invite Strategic Disability Partnership to establish how it has worked for them, raise need for commitment to representation at Board and/or Governor level by drafting a paper and to ensure diverse membership of every work stream group from BME voluntary sector organisations. A steering group across West Yorkshire, including NHS, local authority, Incommunities and West Yorks Police is meeting. This group is considering information about inequalities experienced by trans people and agree priorities for action these projects will then be delivered by community and voluntary sector groups. BTHFT task and finish group has been established as sub group of Dignity workstream first meeting has taken place and work is underway to develop policy including protocol for patients, staff and trans equality and information governance guidance. NHSABL has distributed information to GP practices about record keeping for trans patients who have changed their names Making appointment letters more accessible three provider trusts to begin focussed work on this and Lynne to feedback on progress with this work to Strategic Disability Partnership Board s Access to Information sub group. This sub group is also working on making NHS Choose and Book letters more accessible. Providing accessible information on maternity for people from Gypsy, Traveller & Roma communities - BDCT to lead this project. Initial meeting set for September, this will be a BDCT internal meeting to gain understanding of the equality objectives, this will then be opened up to the partnership. Gypsy, Traveller and Roma community engagement worker being recruited to BDCT to support with engagement work. Mystery shopping Lynne to link in with SDP s Access to Information group s mystery shopping project to ensure it includes some NHS information which may help us agree future priorities GP Patient Survey Lynne to identify a Patient Participation Group to do some pilot work on this Maternity Services - Maternity Services Liaison Committee is carrying out focus groups with BME, young and white working class service users in both Bradford and 6
7 Objective - for Why is this a priority? Progress all four trusts users lower levels of satisfaction amongst BME people. Keighley 6. Reduce inequality experienced by BME staff and job applicants. 7. Increase the diversity of trust / CCG boards / boards of governors & their understanding of equality issues. Evidence of the significantly lower proportions of BME job applicants who are shortlisted and of BME interviewees who are appointed in all our trusts, the disproportionate representation of BME staff in disciplinary hearings in some of our trusts and the lower levels of BME staff satisfaction in the staff survey for some of our trusts all indicate that this needs to be a priority. Evidence gathered at the request of our goal four assessment panel shows that our boards are not representative of local communities. A local NHS Race Equality & Employment Group already existed. Terms of reference have been amended to focus on this work. Membership consists of an HR and E and D rep from each trust. Meetings are ongoing with a renewed focus on measuring the impact of our work. Action Research proposal at BDCT for understanding barriers to progression, potential for partnership involvement in this programme. The Innov8 charter has been designed to promote a more diverse and inclusive leadership in Yorkshire and the Humber. BDCT is an Innov8 charter pilot site and is linking with the three other NHS trusts for this work. 7
8 Objective for individual trusts 8. Improve access to mental health services for women (BDCT) 9. Improve experience of LGB patients and women patients (Airedale Hospital) Why is this a priority? Evidence gathered for EDS goal two shows that women are the group with most inequalities in terms of access to mental health services. EDS evidence shows a lack of data about LGB patients and staff members experiences and The Challenge for Change (2010) shows some poor service user experience. Maternity service focus groups suggest the need for some improvements. Progress Detox Dual Diagnosis Equality Analysis underway. Evaluation of service redesign work to Ashbrook female ward and objectives developed as a result. 10. Ensure continuing senior level commitment to this work. (NHS Airedale, Bradford & Leeds) 11. Determine whether people from protected groups are disadvantaged by the Complaints process (BTHFT) Concerns were raised by many panel members that this work and its benefits (meaningful involvement of external stakeholders, partnership working across the health economy, effective use of evidence and focus on outcomes) could be lost within the new NHS commissioning structures. For most trusts it is not currently possible to disaggregate different groups experiences of using our complaints systems. Some concerns were raised by panel members that the system is not as accessible to all protected groups. BTHFT will initially lead on this work within our partnership. Lynne has shared details of the Equality Group s work with each CCG board and is currently working with each CCG on developing their equality & diversity strategy. The PCT equality & diversity leads across West Yorkshire met with Alison Hughes, the interim chief exec of West Yorkshire Commissioning Support Service on 25 th June BTHFT carried out a complaints review in March As part of the review, questionnaires were sent to around 140 complainants whose complaints were finalised. An equality monitoring form was attached to the questionnaire which will be analysed to see if there is any differential impact for protected groups in raising complaints. 8
