1 Patient Engagement Representative Recruitment Strategy Introduction This Patient Engagement Group Representative Recruitment strategy outlines the objectives and actions the CCG will take to recruit new members to the Group (PEG). Boosting the Patient Engagement Group Membership will help ensure local people can continue to inform and influence CCG decision making to help design and improve services and enhance patient experience. This will allow the CCG to build on its active patient and public involvement activities to help create greater access to a wider selection of the local population. The aim of the strategy is to recruit more people to become members of the groups and to become regular attendees. Strategic objectives Key objectives include: encouraging public and patient representation across Merton ensuring representatives as far as possible reflect as wide a range of the population in Merton as possible developing a simple and accessible process for becoming a patient representative maintaining an accurate patient representative database which meets regulatory requirements Delivering the strategy The PEG with the Governing Body Lay Member, Patient and Public Involvement (PPI) will have responsibility for ensuring the actions of this strategy are carried out. The Patient & Public Engagement Manager (PPE) will co-ordinate implementation and maintain a log of actions undertaken. All recruitment actions will be incorporated in the recruitment plan with delivery timescales alongside outputs. Subject to agreement PEG representatives will support the delivering of the strategy by undertaking some outreach activities. The recruitment plan aims to robustly promote and raise awareness of the Patient Engagement Group over a four month period (June September) with on- going and regular communication and engagement activities thereafter. Evaluating the strategy The PEG will monitor delivery of the objectives set out in the strategy through a short written monthly update that sets out what steps have been undertaken. In monitoring the effectiveness of the strategy, the PEG and the Lay Member - PPI Lead will ensure that it remains open and relevant. A recruitment report will be submitted to the PEG by the PPE Manager one month after the recruitment strategy outlined in this paper has been completed. Subsequently the strategy 1
2 and an associated recruitment plan will continue to be presented on an annual basis thereafter. Becoming a patient representative Local residents can play a vital role in improving local NHS health services, patient care and experience. There are volunteering opportunities within Merton s CCG for patients and carers to become involved in local health services. As a patient representative of the CCG, they have the opportunity to represent the interests and experiences of patients and carers by: Attending regular meetings or boards. Attending focus and discussion groups. Completing questionnaires and online surveys. Improving patient and carer information by reviewing leaflets and documents. Who are we looking for? PEG members can be individual users of services, carers, relatives, friends of a patient or from a local voluntary or community organisation. However, we will continue looking for and engaging with a broad range of patients with a particular focus on those from hard to reach and seldom heard groups. Proposed main target audiences Parents with young children (pre-school and primary) Members of local voluntary/community organisations Adults aged Members of GP patient participation groups Former EPP participants Older teenagers and young adults (18 25) It is proposed that the PEG: Agrees who the priority seldom heard/harder to reach groups should be and identify channels and messages to reach those groups works with equality and diversity organisations within the borough to leverage their support to encourage participation pilots an approach to increasing younger membership through Merton colleges uses social media platforms as a key channel of communication uses the two local summer events in the East and West of Merton to actively encourage membership of as wide a range of people as possible Promotion The CCG will raise awareness and promoted benefits of its patient representation through a variety of ways, including: highlighting the information on the website through our social media platforms Advertising on Mumsnet Giving out information at Mitcham Carnival and Wimbledon Fair Asking local health services to carry promotional material - GP Practices, hospitals, community pharmacists Using Merton Council s channels including via local libraries, e-newsletters, my merton Asking local community and voluntary groups to link to our information and to carry messages in their regular communications to members 2
3 The following recruitment resources will be developed by the PPI lead: Patient Engagement: introduction booklet to provide information on who we are, what we do, what to expect as a patient representative and how to get involved (complete) Patients Engaged, Patients Involved Sign up paper and electronic forms to be cascaded to GP Practices and local voluntary organisations. In addition, these forms will also be distributed at events within the community. (In preparation) Patients Engaged, Patients Involved Posters to be cascaded to GP Practices, local health services, schools, and local voluntary organisations. Local media - An ad will be placed in the July My Merton quarterly resident s magazine. The magazine is distributed throughout Merton to homes, libraries, leisure centres and local voluntary organisations. A couple of feature articles will be drafted and local voluntary and community organisations invited to share the material with their members via their communication channels i.e. websites, social media and newsletters. The article should ideally include quotes from current PEG members or be written in the name of a PEG member. Proposed engagement activities The recruitment plan proposes coordination of a number of visits to health and social care meetings and forums held throughout the borough. Local GP Patient Participation Groups (PPG) have been approached and asked to invite the PPI Lay Member and PEG representatives attend their meetings to raise awareness and promoted benefits of the PEG, and recruit new members. To engage with parents of pre-school and primary school age children, older teenagers/young adults will also be approached and invited to have the PPI Lay Member and PEG representatives attend their Parent Association meetings and student fora. MumsNet will also be invited to host a chat with the Governing Body lay member and a PEG member. Promotion and recruitment for the Patient Engagement Group will also be made visible during local events. Attendees will be presented with an opportunity to join the Patient Engagement Group by completing Patients Engaged, Patients Involved Sign up forms. Over the next few months the following planned events will provide an opportunity to promote the PEG and recruit new representatives: Mitcham Carnival (11 th June) Merton CCG Annual General Meeting (14 th July) Wimbledon Fair (18 th June) Expert Patients Reunion (September 2016) Key messages Do you use local health services in Merton?
