1 TITLE: ADOPTION OF RESOLUTION NO /17 ON SUFFICIENCY OF INSTRUCTIONAL MATERIALS Educational Services October 4, 2016 Action #1 Page 1 of 1 Prepared by: Hani Youssef, Assistant Superintendent Educational Services Background Information Education Code requires the Governing Board of every local educational agency to hold an annual public hearing and to make a determination as to whether each pupil in school has sufficient textbooks and/or instructional materials that are aligned to the content standards adopted pursuant to Educational Code Section and A public hearing will be held on October 4, It is a requirement that students be provided textbooks or other instructional materials in the core academic areas; English/Language arts, Mathematics, History/Social Science, and Science. In addition, the Governing Board must also make a determination as to whether each pupil enrolled in a foreign language or health course has sufficient textbooks or instructional materials that are consistent with the content and cycles of the curriculum frameworks adopted by the state board for those subjects, and a determination as to whether laboratory science equipment is available to students enrolled in laboratory courses in grades 9 to 12. The Board of Education of the Simi Valley Unified School District supports these requirements. The Board is required to adopt a resolution regarding the sufficiency of instructional materials in the District in order to receive instructional materials funds for textbooks and instructional materials. Sufficiency of textbooks means that each student has access to standards-aligned textbooks or instructional materials during the instructional day as well as for required homework. It does not require that students have two sets of textbooks; one set for school and one set for home. All materials are available for viewing in the Curriculum Center. A public hearing is required and is on this agenda under Section 2.1, Public Hearings. Notice of the public hearing was posted in accordance with District procedures. Educational Analysis None. Fiscal Analysis None. Recommendation It is recommended that the Board of Education approve Resolution No /17 on Sufficiency of Instructional Materials. 2 SIMI VALLEY UNIFIED SCHOOL DISTRICT ADOPTION OF RESOLUTION NO /17 SUFFICIENCY OF INSTRUCTIONAL MATERIALS BE IT RESOLVED by the Board of Education of the Simi Valley Unified School District: the Governing Board of the Simi Valley Unified School District, in order to comply with the requirements of Education Code 60119, held a public hearing on October 4, 2016, at 6:30 p.m., which is on or before the eighth week of school and which did not take place during or immediately following school hours, and; the Governing Board provided at least 10 days notice of public hearing posted in at least three public places within the District that stated the time, place, and purpose of the hearing, and; the Governing Board encouraged participation by parents/guardians, teachers, members of the community, and bargaining unit leaders in the public hearing, and; information provided at the public hearing detailed the extent to which textbooks and instructional materials were provided to all students, including English learners, in the District, and; the definition of sufficient textbooks or instructional materials means that each student, including each English learner, has a standards-aligned textbook and/or instructional materials to use in class and to take home, which may include materials in a digital format but shall not included photocopied sheets from only a portion of a textbook or instructional materials copied to address a shortage, and; the definition of sufficient textbooks or instructional materials also means that all students who are enrolled in the same course within the Simi Valley Unified School District, have standards-aligned textbooks or instructional materials from the same adoption cycle, and; sufficient textbooks or instructional materials were provided to each student, including each English learner, that are aligned to the state academic content standards adopted by the State Board of Education pursuant to Education Code and/or the Common Core Standards adopted pursuant to Education Code ; and consistent with the cycles and content of the curriculum frameworks in the following subjects: Mathematics, Science, History-Social Science, English/Language Arts, including the English language development component of an adopted program, Foreign Language and Health, and; laboratory science equipment was available for science laboratory classes offered in Grades 9-12, inclusive; THEREFORE, IT IS RESOLVED that for the school year the Simi Valley Unified School District has provided each student with sufficient standards-aligned textbooks or instructional materials that are consistent with the cycles and content of the curriculum frameworks.
