Bid Reference MDG: PUR: RFP: OHSAS & EnMS /2017 April 2017 Sale Prebid meeting Starts from 11 am of and ends at On working days between 11:00 A:M to 04:00 P:M at 15:00 hours (Conference room, Amulfed Dairy, Gandhinagar, If required only) Submission Up to pm of EMD (Rs) Completion by 50,000/- in form of a/c payee DD, drawn from any nationalised bank. It should be payable at Gandhinagar. RTGS/NEFT is also acceptable. As per schedule given This IFB is in two Parts: Part A is Technical Bid Part B is Commercial Bid. Only Part A will be opened on the scheduled date of opening and Part B will be kept in a separate envelope with sealing and signature of the Tender Opening Committee. Technical Evaluation Committee shall decide whether to call revised commercial bids from qualified bidders only if there are substantial changes in the Technical Requirement Specification based on different Technical Proposals from different bidders and Technical Requirement Specifications are frozen accordingly. After clear recommendation from the Technical Evaluation Committee, if Technical Requirement specifications are NOT revised, Part B of qualified bidders only, in presence of the qualified bidders, will be opened.

5 Eligibility Criteria Sr. Pre-Qualification Evaluation Requirements 1 Proven track record of carrying out Certification to OHSAS 18001:2007 & ISO 50001: Similar Nature of Work Definition: Carrying out Certification Audits for BS OHSAS 18001:2007 &ISO 50001:2011 of reputed large government organizations / PSUs in India having minimum manpower of 100 employees and minimum turnover of more than 10 Crore rupees, including Issuance of Certificates 3 Proven track record of carrying out Certification for OHSAS 18001:2007 & ISO 50001:2011 each, in reputed Industrial organizations having minimum manpower of 100 employees and minimum turnover of more than 10 Crore rupees 4 Accreditation Requirement: Bidder shall have at least THREE Accreditations from International, Accreditation Forum MLA registered Accreditation body. 5 The bidder should be accredited by National Accreditation Board for Certification Bodies In India for each of the disciplines viz. OHSAS & EnMS ISO The bidder should be able to provide either NABCB, UKAS or ANAB accreditations for BS OHSAS Certification 7 The bidder should be able to provide either NABCB, UKAS or ANAB accreditations for ISO 50001:2011 Certification 8 At least Five Certified auditors shall be on-roll of the bidder from their Gujarat based office in each discipline viz. OHSAS & EnMS is required for better co-ordination locally. The auditors with multiple qualifications of standards will be preferred, especially covering OHSAS & EnMS.

6 9 Names of proposed auditor and numbers of audit conducted by him/her for BS OHSAS 18001: Names of proposed auditor and numbers of audit conducted by him/her for ISO 50001:2011 The Certifying organization will provide detailed proposal describing minimum Introduction; Organization s Strength; Numbers of active OHSAS & EnMS Certified Clients and Numbers of IRCA approved auditors. Scoring for technical requirements mentioned in above table will have equal Weight age i.e. 5 marks for each requirement mentioned Organization / Bidder will be evaluated first technically. Technically qualified bids will be considered for commercial evaluation. The certifying organization may provide additional information / credentials along with the proposal. Selection or rejection of the certifying organization will be decided by GCMMF without assigning any reasons to the bidders. The certifying organization will be required to deploy qualified / certified professionals for audit at their Ahmedabad location for the project. Bidder shall not consider any sub contracted auditor for the evidences required as a part of PRE-QUALIFICATION EVALUATION (ELIGIBILITY CRITERIA) nor should they use any sub-contracted auditor for the audit purpose. In case of any change/addition/deletion in GCMMF organization structure/manpower/ facility and revision of Standard which impacts by addition/reduction to audit days, the same will be informed by GCMMF to the concerned bidder in advance with all required inputs. It is agreed that at such time, revision to the existing contract will be made by the bidder.
