3 Background Decades of rapid economic development, industrialization, urbanization, mechanization and a huge increase in the spending power of Chinese people has allowed them to turn their attention to the pursuit of recreational activities precipitating a huge increase in engagement in sports and awareness of health and fitness. After the 2008 Olympic Games were held in Beijing, the State Council of China declared Aug. 8 National Fitness Day. In Oct. 2016, Central Government and the State Council issued Plan on Fitness China 2030 which offered a roadmap of its strategy to create a healthy China with all of its citizens participating in eercise. The Plan epected that the proportion of both rural and urban residents who often eercise should rise from 89.6% currently to 90.6% in 2020 and 92.2% in 2030, which would represent an increase from 0.36 billion people at present to billion in 2020 and 0.53 billion in In Jun. 2018, the State Council reiterated the importance of nationwide fitness and encouraged the food industry to develop healthy foods. As awareness of healthy lifestyles gains traction and more Chinese people engage in sports and related activities there is a concomitant increase in the demand for sports nutrition products and supplementation. China s sports nutrition industry is still in its infancy, but despite this it has a well-developed industrial chain and supervision system (including legal and regulatory framework, production rules and market regulation etc.). Introduction 1.1 Definition and classification Sports nutrition food is subsumed under the broad category of food for special dietary uses according to Anne A of GB National Food Safety Standard Labeling of Prepackaged Foods for Special Dietary Uses. The classification system is as follows: Food for special dietary uses (Infant formula, FSMP, complementary foods for infants and young children, other) Infant formula Formula food for infant aged 0~6 months Formula food for older infant and young children aged 6~36 months Infant formula for special medical purposes Complementary infant food Cereal-based complementary infant formula Canned complementary infant formula Food for special medical purposes (ecept infant formula for special medical purposes) Other ( sports nutrition, food for pregnant and lactating women, food for elderly) Definition of food for special dietary uses Foods that are specially processed or formulated to meet special physical or physiological conditions and (or) meet special dietary needs in diseases, disorders and other states. The nutrients and (or) other nutritional ingredients contained in these foods are significantly different from those contained in the analogous ordinary foods. Definition of sports nutrition food It refers to specially processed food that meets the physiological metabolic states, sports performance and special needs for certain nutrients by those engaged in sports (who participate in physical eercise of medium intensity or above for 30 mins or more each time & three times or more per week). 6 Eporting Sports Nutrition to China: Regulatory Compliance Although the definition of sports nutrition foods are clearly stated in national standards, there is still some uncertainty due to their similarity to related categories of food. 1.2 Comparative analysis Difference between special food and food for special dietary uses "Special food" is not the same with "food for special dietary uses", though there is some overlap between the two categories. Special food is a term brought up in Food Safety Law 2015, it includes infant formula, health food, and FSMP. "Food for special dietary uses" is a term that describes a certain group of food products that has special dietary uses and is a category that actually eisted before the later delineation of w special food. It includes infant formula, complementary foods for infants and young babies, FSMP, and other.
