2 The Medstat III programme MEDSTAT III is a logical continuation of MEDSTAT II The definition of a regional strategy has been launched in Helsinki (DC meeting) The activities proposed are demand-driven Technical offer based on Final Reports of Medstat II Action plan with strict priorities to be validated by TF Commitment of partner countries to support programme activities: Increasing the availability of data Increasing the use of data There is a limitation of resources Need for strengthening synergies with other programmes / donors /international initiatives Use of TAIEX and TWINNINGS Transfer of responsibilities to Eurostat : data transmission and validation statistical publications 4 The Medstat III programme May-July 2010: Inception phase August 2010-February 2012: Implementation phase February-April 2012: Completion phase 5 Preparation of sector work programmes KE, STE, MPCs and project team implement the activities DG AIDCO validates the ToR EUROSTAT Provides technical advice KE and Project team prepare Terms of Reference and budget of activities Sector Task Force Validates and approves the work programme KE facilitates and synthesizes the selection of country priorities NC NC NC NC NC NC NC NC NC MPCs 6 2

3 Objectives of the Social Statistics Sector Data production Strengthen institutional capacities for using sound methodologies and producing quality social statistics Assist in providing users with more reliable social indicators Data dissemination Consolidate the harmonisation of social indicators for better comparability Increase mutual understanding of producers constraints and users needs Promote institutional arrangements for dialogue between users and producers 7 Expressed needs (Assessment Questionnaire) Needs are expressed at the national level: Most requests are continuation of activities carried under Medstat III; Some requests relate to new areas of interest under Medstat III; Some requests are repetition of activities carried out under Medstat II; Some requests relate to new areas of interest outside Medstat III; Require to meet the most widespread demands for regional activities The outcome for regional activities may not satisfy all partners Limited resources Limited time Possibility of meeting specific national requests with TA missions Medstat III resources TAIEX Twinning 8 Main focus of the social statistics sector Provide expertise on advanced topics and innovative areas Links between Education and Labour Market Analysis of the transition between school and employment Analysis of employment and unemployment issues (informal sector) Poverty and Standards of Living Analysis of poverty (monetary & non-monetary) indicators Harmonisation of methodologies throughout the region Harmonisation and comparability Reduce the gap between national and international metadata Increase comparability of statistical output over time and space Provide guidelines for harmonising regional social statistics Dissemination and use of social statistics Better use of social statistics for policy making purposes Provide guidelines for organising relationships between users and producers Regional knowledge sharing Increase exchange of expertise between countries of the region Technical assistance in country specific domains 9 3
