2 Message from Regional Chair Gary Carr Every four years, the newly elected Halton Regional Council develops a plan that sets out its priorities and establishes its strategic direction. The draft Strategic Action Plan provides a starting point for discussion and guides the development of specific, measurable actions that can be implemented over the next four years to achieve our long and short terms goals and objectives. In order to understand the opportunities and challenges Halton Region will be faced with in the next four years and using the draft Strategic Action Plan as a guide, Regional Council works in consultation with stakeholders to gather feedback on the areas that matter most to Halton residents and businesses. As a Halton stakeholder, your input is valuable and we invite you to provide your comments on the Strategic Action Plan. Working together, we will shape Halton s future for the next four years and continue to make Halton a great place to live. 6 Halton s Vision and Mission Halton Region s vision is to preserve for the current and future generations a landscape that is rich, diverse, balanced, productive and sustainable and a society that is economically strong, equitable and caring. The Region must plan for communities where urban sprawl is minimized, where infrastructure is maximized, where natural heritage is protected and natural spaces and farmland are preserved. The overall goal is to enhance the quality of life for all people of Halton, today and into the future. 14 Connecting People and Services STRATEGIC OBJECTIVES AND ACTIONS Enhance access to Regional services and information yincrease the information and services available on Halton.ca and Halton social media channels yexpand connections to other governments and partners through 311 and Halton.ca ypromote 311 and Halton.ca to all residents yenhance the usability and functionality of Halton.ca with a focus on accessibility Deliver integrated, client-centred services ydevelop a one-window approach where residents can navigate the range of human services available using multiple channels (online, inperson, by phone) yimplement coordinated case management for human services to ensure simplified access to multiple services yimprove coordination and synergies with partners to support integrated service delivery yimplement a coordinated approach to respond to high-risk individuals and families in partnership with Halton Regional Police Services and other partners (COMMANDE hubs) Support the health and well-being of Halton residents yimprove food security by ensuring nutritious food is accessible for low income Halton residents in partnership with Halton s nonprofit organizations yuse innovative approaches to increase the number of assisted housing units available in partnership with Federal and Provincial Governments and the private sector yincrease the number of licenced child care spaces, including special needs spaces, and promote the benefit of licenced child care to Halton parents yprovide equitable access to services for all residents including newcomers and seniors ypromote public health priorities with a focus on childhood obesity, active living, substance use, injury prevention and the protection of air quality ystrengthen the non-profit sector and building capacity to deliver priority services yupdate program plans to reflect impact of growth and changing demographics ypromote the high quality of Halton s drinking water 14 HALTON REGION STRATEGIC ACTION PLAN

15 Planning Healthy, Complete Communities STRATEGIC OBJECTIVES AND ACTIONS Advance Halton s distinct approach to manage responsible urban growth yimplement the policies of the Regional Official Plan to manage growth and ensure healthy communities yundertake the 5-year review of the Regional Official Plan, including Best Planning Estimates, and infrastructure master plans yreview and provide input on Provincial planning processes including the Green Belt Plan, Places to Grow and Niagara Escarpment Plan ydeliver innovative, affordable rental and ownership housing solutions yimplement strategies to achieve intensification objectives yadvocate for delivery of Provincial infrastructure to support growth including Hospitals, Schools, Highways, transit and active transportation routes yadvocate for Federal and Provincial infrastructure funding required to support growth including housing, transportation, water and wastewater yensure the timing of development is coordinated with financing and delivery of related infrastructure through Allocation Programs Invest in the Region s transportation network ydeliver an integrated transportation network in the Region that supports walking, cycling, transit, passenger vehicles and goods movement yadopt an Active Transportation Plan for Halton yenhance safety measures on Regional roads ywork with Local Municipalities and Metrolinx to improve transit service and ridership Region wide yadvocate for increased GO services across the Region yparticipate in Provincial highway planning processes to ensure Halton s interests are protected yimprove coordination of capital works with the Local Municipalities to ensure construction related traffic disruptions are minimized, and residents are well informed ydeliver capital projects identified in the Transportation Masterplan to ensure that Regional roads have sufficient capacity to support new development prior to the development occurring yreview of Regional Arterial Road network in partnership with the Local Municipalities Strengthen emergency preparedness and emergency response coordination yestablish and equip a public response centre in each local municipality yenhance communications protocols during emergencies and critical incidents to ensure the public is kept informed and updated yexpand response capacity of the 311 call centre and the on-call key services response capabilities yadvocate in partnership with other Paramedic Services to the Province to improve the operations of the communications centre to improve Paramedic response times ywork with local hospitals, LHINS and Province to reduce delays at the hospital emergency wards which reduces availability of Paramedics for community response HALTON REGION STRATEGIC ACTION PLAN

16 Governing for the Future STRATEGIC OBJECTIVES AND ACTIONS Maintain the Region s strong financial position and long-term sustainability ymaintain AAA credit rating by adhering to the Region s financial management principles, policies and practices including debt management and multi-year budgeting yensure tax rate increases for Regional services are maintained at or below the rate of inflation yenhance service based budgeting and risk management processes to support decision making yupdate the DC By-law and Development Financing Plan to ensure growth pays for growth yadvocate for changes to the Provincial Development Charges legislation to ensure full recovery of growth related capital costs from development yadvocate for Provincial and Federal funding of Health and Social Services programs to keep pace with growth in the community yensure water and wastewater rate structure meets objectives of fairness and promotes water conservation yidentify opportunities to offset costs of increased demand for services through continuous improvement of processes and service delivery models ywork with Municipal Property Assessment Corporation (MPAC) to ensure the assessment base is accurate and complete and maintain a tax policy strategy that ensures fairness, competitiveness and affordability Invest in Regional assets, infrastructure and facilities ymaintain a state of good repair for all Regional assets, infrastructure and facilities by developing a comprehensive Asset Management Plan ydeliver the infrastructure identified in the Infrastructure Master plans yprovide and optimize existing facilities for Police, Paramedic and Regional services to support growth in service requirements yexamine the use and opportunities for regionally owned properties, including the Ontario Street Property Promote a culture of public accountability, transparency and engagement ydevelop open data standards to increase the availability of Regional information yimprove processes for public input and consultation yprovide opportunities for residents to provide feedback on their customer service experience and use this input for continuous improvement 16 HALTON REGION STRATEGIC ACTION PLAN

17 Growing the Regional Economy STRATEGIC OBJECTIVES AND ACTIONS Attract business investment and employment yensure employment lands are ready for investment by undertaking area service planning to expedite the development of employment lands yinvest in delivery of infrastructure to ensure timely delivery of serviced employment lands ystreamline development approval process for industrial/commercial development in partnership with Local Municipalities yimprove the understanding of the development approval process through focused communications targeting business expansions and less experienced developers yenhance Halton s profile as destination for global businesses Support Halton s businesses to ensure their success and foster a vibrant and prosperous economy yenhance programs targeted at entrepreneurship and employment programs for youth and newcomers yreview policies within the DC By-law to ensure they support the Region s economic development objectives ypromote the tourism experience in Halton by highlighting agritourism, sports tourism, the escarpment and the waterfront ytransform the Halton Region Museum into a Heritage Resource Centre in collaboration with local heritage organizations to promote Halton s heritage and enhance the visitor experience consistent with the recommendations of the Halton Region Museum Master Plan yprovide programs to support Halton businesses success in the global marketplace HALTON REGION STRATEGIC ACTION PLAN

18 Protecting the Natural Environment STRATEGIC OBJECTIVES AND ACTIONS Protect and enhance the Region s natural environment yassess the health of the natural heritage system to determine when restoration and remediation may be required yundertake comprehensive modelling of Halton surface and ground water resources to support long-term protection ydevelop a program to support landowners commitment to protection and stewardship of the natural heritage system yimplement the Regional Biodiversity Strategy for Regional forests yrevise the Greenland Securement program to better protect and enhance the natural heritage system yadvocate to the Province for a policy framework that attains the long-term protection of the Region s natural environment yfinalize and implement the master plan for the Burlington Waterfront Park yimplement the Waterfront Master Plans for Bronte and Burloak Promote environmental sustainability in the delivery of Regional Services yimplement Source Water Protection Plans and update the Aquifer Management Plan yinvestigate alternative energy technologies to reduce regional energy costs and further reduce greenhouse gas emissions yincrease the Region s waste diversion rate in order to extend the life of the Waste Management Site and generate long-term savings 18 HALTON REGION STRATEGIC ACTION PLAN

19 Adapting to Climate Change STRATEGIC OBJECTIVES AND ACTIONS Increase resiliency of Regional programs and infrastructure yassess climate change risks to Regional infrastructure, facilities and assets yundertake a flood mitigation study to identify opportunities to mitigate risk of basement flooding resulting from weather events yadapt critical infrastructure to respond to identified risks yincrease efforts to reduce the Region s carbon footprint yadvocate to the Federal and Provincial Governments to establish a centre of excellence to support Municipalities assess and adapt to climate change yadvocate to Federal and Provincial Governments for funding to assist Municipalities adapt infrastructure and programs to climate change Prepare to respond to community needs resulting from severe weather events yupdate Emergency Management protocols and procedures to address severe weather events in conjunction with Local Municipalities ydevelop and conduct emergency exercises to better prepare for severe weather events yadvocate to the Province for improvements to the ODRAP (Ontario Disaster Relief Assistance Program) to ensure it is responsive to the needs of communities impacted by severe weather events and other disasters yincrease the awareness of Halton residents of the risks associated with climate change and severe weather events and promote being prepared for these events HALTON REGION STRATEGIC ACTION PLAN
