4 1 Smoking on Campus Smoking on Campus Introduction Tobacco smoking is the most significant preventable cause of cancer with 40 of 4000 substances isolated from tobacco products being known carcinogens. 27% of the Maltese adult population state that they are exposed to smoking in public places while 14% state they are exposed to passive smoking at the workplace 1. In 2009, a study on the health of Maltese University students showed that 21.4% of students smoked tobacco, with 12% of these smoking regularly (every day or every other day). While 20.8% of smokers did not intend to quit, lack of will power was mentioned by a fourth of smoking students as a major barrier to quitting. 70.5% of students believed that less time in smoky places would improve their health, but only 7% recommended less smoking for healthier environment 2. This year we ve seen the general hospital take up a totally smoke free policy in its grounds. This report highlights the situation of smoking on campus, with particular attention on the areas frequented by Faculty of Science students the Faculty buildings, Library and the Quadrangle. What we would like to propose through this report is to lobby with the University authorities to develop a smart management plan to alleviate second hand smoke from central and frequented areas and entrances and setting up specific smoking sites with the appropriate shelter and cigarette butt disposal facilities. This would be a step in the direction of a healthier campus. The Current Situation - Survey Currently there are no outdoor areas that are designated as smoke-free. In order to obtain a picture of the smoking situation on campus and the opinions of the University public, particularly those of students and staff of the Faculty of Science, a survey was prepared to gauge how many people smoke on campus, how many are bothered by cigarette smoke and what the views towards restricting smoking to specific sites are. The large number of respondents who completed this survey within a few days of publication as well as the interest shown by a number of members of staff from the Faculty of Science was very encouraging.
5 Number of responses Smoking on Campus 2 Are you a student or member of staff 33 7% Student Member of staff % Figure 1 Number of students and members of staff participating in the survey The survey received a surprisingly unexpected 454 responses, the majority being students (93%) with the rest being members of staff. Although this report was mainly aimed at members of the Faculty of Science, a large number of responses were also received from students belonging to other faculties. Biology Chemistry Maths Physics SOR Other Faculties Departments Figure 2 Distribution of participations with respect to their departments It is to be kept in mind that the majority of students are reading for double honour degrees, and hence the majority of students do in fact belong to more than one department.
6 3 Smoking on Campus Do you smoke while on campus? 19% Yes No 81% Figure 3 Percentage of respondents that smoke on campus One in four of all respondents admitted to smoking while on campus, with the number to dropping to one fifth for students belonging to the Faculty of Science. The places mostly frequented by smokers were the University Quadrangle (29%) and generally anywhere outdoors. Outside the entrances of the departments to which the respondents belonged were another popular set of smoking areas (20%), in particular the Faculty Building and Chemistry Department entrances. 10 % of respondents admitted to smoking outside the Library entrance too. This was largely in agreement with the non-smoking respondents who were asked to pinpoint the places where they observed other people smoking. One in three people pinpointed the Quadrangle once again as the major location which people frequent to smoke, closely followed by the main entrance to the department buildings at around 31%, once again exhibiting popularity outside the Faculty Building and Chemistry Department entrances. The Library entrance was also highlighted as a spot frequented by people who smoke tobacco. When asked whether there were appropriate waste bins for disposing of cigarette butts, 57% of respondents from the Faculty of Science agreed that there were, with the situation being worse when factoring in the responses of all participants. This is rather worrying considering the number of different locations popular with smokers and the litter accumulating in the absence of such bins. Despite this, a number of cigarette butt waste bins have been installed this year, such as one outside Students House main entrance and outside the Library entrance. However, the positioning of these waste bins continues to promote smoking outside doorways.

10 7 Smoking on Campus Does cigarette smoke bother you? % Yes No % Figure 10 Percentage of participants that are bothered by cigarette smoke Nearly two thirds of the respondents admitted to being bothered by cigarette smoke, most of whom were not smokers, but not exclusively so. Additionally, a small portion of the respondents who did not smoke on campus were not bothered by cigarette smoke. While 33% of respondents admitted that stress was the major reason for smoking while at University, 45% of the respondents said that they smoked out of habit. One in ten people admitted to smoking in order to socialise with other people.

Respondents against the idea claimed that the introduction of such smoking sites would cause unnecessary crowding of such sites and, if distant from central areas, a cigarette break would be unfeasible during relatively short durations of available time, such as between lectures. Some also stated that smoke quickly dissipated outdoors. Meanwhile, the majority of respondents in favour of the enforcement were concerned with health conditions, such as asthma, due to exposure of second hand smoke while accessing the building and mentioned that cigarette smoke did manage to diffuse indoors. Many thought it was unfair on nonsmokers to be subjected to cigarette smoke in frequented areas. Safety concerns due to the chemicals and nearby labs, particularly due to smoking outside the Chemistry department, were mentioned as well as questioning the legality of smoking outside the department main entrances since these sites are somewhat roofed. 15% of the respondents believed such a measure would not make any difference to them or the current situation.
12 9 Smoking on Campus Propositions It would appear that the majority of respondents do not smoke and this was reflected in their general negative outlook towards smoking and exposure to cigarette smoke. Most members of the Faculty of Science would welcome the introduction of restricted sites for smokers, although around 10% of the respondents who do not smoke are not bothered by smoke and a significant number of the respondents do not think restricting smokers to such sites is necessary or will improve the situation. Nevertheless, a common factor in those who were against the proposition was that the distance between the smoking site and the common work or study areas would be an inconvenience for smokers. Therefore, such sites could possibly remain in the vicinity of the building, but away from doorways or windows to impact a minimum number of people. With regards to waste management, it would be worth looking into the possibility of installing appropriate waste bins in smoking sites and relocating the ones already installed away from doorways so as not to promote smoking in these areas. Once this is agreed upon, the next hurdle would be the implementation of this idea and, as pointed out by some respondents, this would be the major problem. Policing campus for people smoking in doorways is unrealistic and should not be necessary in an adult community of University students and staff. However, promoting awareness of the risks of second hand smoke and a mentality of considerate smoking behaviour should be the target.
