8 Comparing Fees Fees have been set at different times Alameda proposed for the final fee to be in place by July 2017 San Francisco- fees are from July 1, 2014 according to their website Santa Clara - fees are from December 26, 2013 So we do not know what the fees will be for the other counties by the time our fee is in place in 2017

9 Comparing Fees Alameda county has a placarding grading program for the food facilities (fixed and mobile) This is just beginning for some of the other counties and only just being thought about by others. Alameda has a placarding grading program for the food trucks (this means an increase in operational inspections and use of department resources, thus the need for the increase in fees for trucks) Not aware of any other county placards food trucks yet

13 Orange County Angel Stadium has many food facilities and each one has their own permit. When a facility changes permit ownership the new permit starts when the facility changes ownership and the permit fee starts from there. There is no refund of the old permit fees even if the previous owner has just recently paid for another year. This is the same practice as ALCO DEH. Orange County does not have an application fee nor a change of ownership fee.

14 Orange County (cont.) The fees for Environmental Health have not changed since Several presentations have been made to their Board and either the vote was delayed or in one instance the Board could not get a second to put the matter on their agenda. There is currently a proposal to increase fees but the Board delayed voting on the matter until after the elections. Note: their fees have not been modified since 2008 and may not reflect the actual costs of providing the services.

15 San Francisco City and County AT&T Park Each food facility is charged a fee of $341 whenever there is a change of permit holder. $730 is the annual permit fee for each booth and cart at the stadium. Restaurants fees may be charged more based on their risk category. There is no discount rate for the application/change of owner fees of multiple facilities in a single location. Fees are not currently based on a time study (may not be related to the full cost of providing service.

16 Santa Clara County SCC does not have a change of ownership fee but does charge for the time involved. Their hourly rate is $219. Their fees were set in 2012 after conducting a time study. We do not have access to the details of their cost analysis. It is unlikely that their costs of providing service are the same as those of Alameda County

17 Alameda County $241 is the Board approved fee for new Health Permit Applications for either a change of owner or a new facility. The proposed new fee of $204 is for change of owner or new facility applications, based on a detailed cost analysis of what it takes to provide the services. The Department s Fee Study was completed for the fees to be Proposition 26 compliant. Permits for new owners should start when the owner begins operation or completes the permitting process. Some owners start their business without notifying DEH and without permits. Operating without a valid permit is a misdemeanor and State Law provides for a penalty of three times the cost of the permit in addition to criminal penalties.
