1 SECTION 7: RESIDENT POLICIES AND RESIDENTIAL CONTRACT INFORMATION GENERAL PHILOSOPHY The University of Wisconsin-Stevens Point Residential Living system is committed to maintaining an academic and social environment, which promotes the intellectual and personal development of students, the safety and welfare of all members of the University and residence hall community. ALCOHOL POLICY General Policies 1. All policies shall be applicable to all residence halls, and individual hall governments are not permitted to revise the policies. Recommendations for revision must be sent through Residence Hall Association. 2. Drinking is never to be the focal point for an event or activity; beverages, whether alcoholic or non-alcoholic, shall be incidental to the primary reason for having an event. 3. Only those residents who have attained the legal drinking age may possess or consume alcoholic beverages, including non-alcoholic beverages containing 0.5% alcohol by volume or over. 4. Alcoholic beverages and non-alcoholic beer, no matter what the alcohol content, shall not be sold in residence halls. 5. If 21 or older, individuals may consume alcoholic beverages only in their own room or in rooms of occupants of legal drinking age with the door completely closed. No alcohol, including nonalcoholic beverages (as defined above) regardless of the alcohol content, shall be consumed in public areas, such as lounges, bathrooms, hallways, and basement areas. (Passed by RHA General Assembly 05/03/05) 6. In designated upper-class halls, alcohol may be consumed by residents of legal drinking age and their guests of legal drinking age in the following areas: TV lounge, game room/area, and designated public social areas. The persons in these areas may have no more than one drink in their possession. Alcohol is strictly prohibited in public academic areas, study lounges, computer rooms and in fitness areas such as saunas, fitness rooms, etc. Page 1

Use and consumption of alcohol in residence halls may not exceed the limitations listed below: There may not be more than 10 persons present in any resident s room; No bulk alcohol or empty bulk alcohol containers of any size are permitted in individual rooms. (e.g. keg, etc.). Exceptions may be made for root beer kegs that are previously approved by the Hall Director. No beer bongs shall be permitted at any time in the residence halls. No home-brewing processes shall be allowed in the residence halls at any time. (Passed by RHA General Assembly 05/03/05) 8. Residents are responsible for informing their guests, including guests of legal drinking age, of the residence hall's alcohol policies for advising their guests when behavior is not appropriate, and for assisting in modifying inappropriate behavior when necessary. No guest may possess alcohol, including non-alcoholic beverages containing 0.5% alcohol by volume or over, in the room of a resident that is under the legal drinking age. 9. Residence hall staff shall intervene in situations where individuals exhibit symptoms of problem drinking, such as incapacitation, violence, abusive behavior, self-endangering intoxication, etc. An intervention by staff member may result in a referral to the University Alcohol Education Coordinator for information and resources or to the Student Rights and Responsibilities Office. 10. Any individual/organization wishing to sponsor an event where alcoholic beverages, including non-alcoholic beverages no matter what the alcohol content by volume, will be present will need to adhere to guidelines for such events. This information may be obtained from the Hall Director. 11. Non-alcoholic beverages containing less that 0.5% alcohol by volume will be allowed in rooms of under-age residents if the beverage is clearly labeled and during any confrontation that information is presented. Staff Expectations Related to Alcohol See Section 1 for a copy of the "Staff Expectations Related to Alcohol" form which is included with all student contract offers and must be completed and returned with signed contract. If interested in seeing the form, please contact any Community Development and Education staff. KEG REMOVAL If a Keg is found, the same dumping procedures apply. Tap can be returned to student. Put the Keg in RHD office (a secure and out of sight area) and do a written work order for the Keg to be removed. ABANDONED BICYCLE POLICY Any bikes that are left abandoned on the UWSP campus will be tagged. After 7 days, the bike will be removed from the abandoned location to temporary storage where it will remain for 60 days. After that date, any abandoned bikes will be sold through the University Surplus Store or donated. Page 2
3 If a tag is placed on your bike, and you are here after the end of the spring semester (ie. going to summer school or working on campus), it is your responsibility to contact the number on the tag to claim your bike. If you have additional questions, please do not hesitate to contact: Chris Brindley at x-3622 or through , cbrindle@uwsp.edu AQUARIUMS While you can t bring Fluffy the puppy with you to Point, you may have fish in your room. Each person may have up to a 10 gallon tank in their room. It is important that residents dispose of fish tank stones in the trash, do NOT put stones in the drains. Residents should use a rag or a strainer to get rid of the water but not the stones. BOWS, ARROWS, GUNS, OR FIREARMS POLICY, STORAGE OF No bows, arrows, guns, or firearms are allowed in the residence halls, but can be stored in the campus armory, located in the George Stein Building, open 24 hours a day. COMMUNITY RESPECT POLICY The University of Wisconsin-Stevens Point, Residential Living Department and the Residence Hall Association aim to provide living conditions that are representative of our wellness model of healthy life and academic excellence. The intent of this policy is not to discriminate against the community building taking place outside of the halls, but to help alleviate the tension and problems that arise when people are disruptive to a point of distraction from academic responsibilities, be it studying, or the well-being of the student as a whole. This policy is designed to protect the rights of the residents living in the halls to a living environment that is proper according the 24 hour courtesy rule. All outside areas surrounding all residence halls shall be declared Quiet Zones. The quiet hours reflect the quiet hours inside the residence halls: Sunday-Thursday 10PM 9AM Friday and Saturday Midnight 9AM The Quiet Hours will not change during intensive study hours. The hours will stay the same as stated above. The exceptions to this policy are for the service vehicles that are contracted by the University to empty the recycling chutes and dumpsters, and any University-sanctioned activity. Quiet is defined as sound that cannot be heard with windows closed. Page 3
4 COMPUTER LAB PROGRAMMING POLICY 1. This policy regarding programmable time in the Computer Labs has been established and agreed upon by Central Staff and Hall Directors (Spring 1997). 2. Program times are the first Tuesday of each month from 4:30-6:30pm. 3. A program proposal must be submitted to RHD and approved a minimum of one week prior to the program. If no program is scheduled for that month, the computer lab should be reopened for computer lab users. Please have a sign put in a location in the lab to let students know if the lab will be closed to them during that time. 4. The host of the program will need to stay in the computer lab during the program. Staff are the only individuals who can sponsor the program. 5. The proposal for the program must be approved by the RHD. Programming is to be educational in nature. Criteria that may be used by RHD in evaluating program proposals are listed below. 6. Program proposals should have a planned agenda/outline, the number of people the program is limited to (pre-registered participants), host, speakers, etc. 7. Printing may be done only with permission of the person who has logged onto the computer or if students use their own password. There will be no reimbursements or credits for paper usage to the person(s) logged on. 5 POLITICAL CAMPAIGNING AND DISTRIBUTION OF POLITICAL LITERATURE IN RESIDENCE HALLS ON THE UWSP CAMPUS Campaigning Policy 1. Except as provided in items 2 and 3, political campaigning shall be restricted to the lobby and main lounge of each residence hall, subject to the following conditions: Prior arrangements must be made with the respective Hall Council by the candidate or the candidate's representative; Campaigning shall be permitted only during weeks when classes are in session; Campaigning is permitted only between 11:00 am and 9:00 pm Monday through Friday, and between 2:00 pm and 7:30 pm Saturday and Sunday; and All forms of door-to-door canvassing, soliciting and/or promotion, whether for commercial, political or information purposes are prohibited. Residents may not participate in nor escort people conducting these activities. This prohibition includes placing promotion materials on or under the doors of residents' rooms. 2. Candidates may, by prior arrangement with the respective Hall Council, schedule an appearance before the Council at any regularly scheduled meeting or at a meeting called expressly for the appearance of the candidate. Such appearance may be held in whatever convenient meeting place in the hall the Council and candidate agree upon. 3. Any resident may invite a candidate to his/her room, and may invite other individuals as guests for the candidate's appearance except that the number of persons in a room shall not exceed a total of 10 and the group may not extend into the corridors. -University Affairs Committee, Policy on Political Campaigning in Residence Halls February 11, Exclusion Elected representatives of residence hall associations may not canvas, solicit, or promote for commercial or political purposes, but may go door-to-door in their residence hall to conduct the business of their association. Distribution of Political Literature Policy 1. Distribution of political literature shall be subject to the provisions of UWS (16), as appropriate. 2. Political literature may be left on the desk of each residence hall. Candidates shall be limited to no more than two different items at any one time, except that the respective residence hall directors may reduce this limit to one item per candidate if space does not permit two per candidate. In no event shall any candidate be allowed two items if all are not allowed two because of space limitations. However, candidates who wish to leave two items shall not be restricted to one item merely because another candidate chooses to leave only one item. The number of copies of each item shall not exceed the total number of residents of the respective hall plus 20%. Page 5
6 3. Political literature for mailboxes must meet all federal statutes and policies governing mailboxes. Flyers may not be "stuffed" into mailboxes; items for mailboxes must be individually addressed to each resident or to the occupants of each room. -University Affairs Committee, Policy on Political Campaigning in Residence Halls February 11, 1987 VENDING MACHINE PROTOCOL The following protocol can be used for all vending machine problems, whether it is due to vandalism or due to mechanical problems, etc. If the vending machine has problems that are not vandalism related, the following should occur. (This would include a mechanical problem, power problem, malfunction with the coin/bill/card reader, product is out, etc.) 1. A call should be made to the DUC Information Center (x4242). You will need to provide the following information: Hall Which vending machine and location of machine Problem with machine Your name and how you can be reached 2. Record this information on the log that will be turned in to Kris Hoffenberger at the end of the semester. If the vending machine appears to be vandalized, the following should occur. A Vending Machine Incident Report should be filled out. This report should be ed to Jerry Lineberger immediately and copied to Kris Hoffenberger and your RHD. Copies of the log and incident report are on-line or contact Kris Hoffenberger if you cannot find one. VENDING MACHINE REPORTING There are three ways Jerry Lineberger would hear about a problem with a vending machine. These include: Hall Report Vending Contact Maintenance Contact Situations may involve routine maintenance/mechanical problems or vandalism. Often this cannot be determined until it is being fixed. If the problem is not vandal related, normal procedures for contacting Mercury/Coke will occur. If it appears there is vandalism to the machine, the following will occur: 1. Jerry Lineberger receives the information regarding the damage Page 6
7 2. Jerry contacts the vendor to fix the problem and report on what damage was encountered. 3. Jerry contacts Kris Hoffenberger to report any damage so Kris can connect with in-hall individuals to see if we know who may be responsible or if an investigation is necessary. 4. Kris and Jerry communicate to determine if Jim West should be called in to investigate after we have all information from Mercury/Coke and the hall. 5. Jim West would be contacted if investigation is needed or if charges are to be pressed if we know who is responsible. 6. If appropriate, a conduct hearing would occur. 7. If an individual is not found, possible community damages would be issued if an amount is provided to us in a timely fashion. Page 7
