1 University of Wisconsin-Stevens Point Center for Prevention Annual Report The Center for Prevention (CFP), created in its current form in July 2016, aims to focus institutional efforts around alcohol and other drug abuse (AODA) and interpersonal violence (IPV) prevention. The Center continues many important accomplishments realized through the 2013 AODA Strategic Plan, expands AODA prevention efforts in new directions, and leads the work to prevent all forms of interpersonal violence. This report will provide details on the following initiatives from year one of the Center for Prevention: Educational sanctions, campus/community outreach, universal prevention, necessary administrative work, professional development, strategic planning, marketing, bystander intervention, assessment, and student employment. 1

3 PACE: (Personal Alcohol Control through Exploration) PACE is a first violation alcohol-sanctioning program. The class is facilitated with the spirit of motivational interviewing. The curriculum includes content on: Drinking Culture Risk Assessment Social Perceptions of Alcohol Use Bystander Intervention: Creating a community of Pointers watching out for each other Alcohol s effect on the body and brain and the biphasic response How alcohol might affect different areas of a student s life Students sanctioned for alcohol use by their conduct officers are required to complete the PACE class and follow-up meeting. During the 40-minute follow-up meeting, students complete an online assessment and discuss the results. The average student who attended the PACE class: Drank 6,200 calories from alcohol a month, which is equivalent to 18 cheeseburgers Had a BAC Of.13 when they partied Spent $640 a year on alcohol On the course evaluation students were asked, Based on discussion during the program, two specific actions that college students could take to reduce risky drinking are... Common responses: Pace yourself Alternate drinks with water Know your limit and set a limit See something, say something, and stay with friends when going out Not pre-gaming and avoiding drinking games BASICS: Brief Alcohol Screening and Intervention with College Students BASICS is the second violation alcohol-sanctioning program. The sessions are facilitated with the spirit of motivational interviewing. BASICS is an alcohol use intervention program that uses a harm reduction approach and is intended to motivate students to reduce their alcohol use and decrease the negative consequences of their drinking. Participants meet 1-on-1 with a trained specialist for two 60-minute sessions. During these sessions, drinking patterns are assessed and a change plan is created. Marijuana 101 Marijuana 101 is a first-violation marijuana-sanctioning program. It has three components: 1. Online Education - Marijuana 101 is an online program aimed to aid students in assessing and evaluating their marijuana use, as well as helping students track their smoking behaviors. When students are referred to Marijuana 101, they will receive instructions on how to sign-up to begin completing the program. 2. Follow-Up Meeting The one-on-one follow-up meeting is an opportunity for the participant to discuss marijuana use privately and explore possibilities for personal growth and change. It will take about 30 minutes. 3. Follow-up Online Survey - The last part of the sanction requirement is a short survey based on information contained in Part 1. Students are asked to participate in Part 2 via , which is sent 30-days after they complete Part 1. This survey takes 15 minutes to complete. 3

4 CASICS - Cannabis Abuse Screening and Intervention for College Students CASICS is a second violation marijuana-sanctioning program. Participants meet 1-on-1 with a trained specialist for two 60-minute sessions. During the session, students evaluate their own marijuana use, identify personal risks, and plan ways to reduce consequences associated with their marijuana use. Student Walk-Ins and/or Referrals Sixteen students visited the CFP to talk about personal AOD concerns, successes, or strategies for improvement. Five of these students visited multiple time for 23 student conversations regarding AOD issues. Campus/Community Outreach and Programming One of the goals of the CFP this year was to build institutional capacity and involvement surrounding the issues of AODA and IPV prevention. Staff participated in 105 separate conversations and/or trainings with more than 20 separate offices and departments to discuss partnerships on prevention strategies. Staff had frequent meetings with residential living staff, academic advisors, HPHD faculty and staff, athletic staff, and student organizations. The Center for Prevention sponsored and collaborated on programming for Domestic Violence Awareness Month events in October 2016 and Sexual Assault Awareness Month events in April Highlights from these events include: Coffee and Culture presentation on the No Grey Campaign with a resource panel Showings of the documentaries The Hunting Ground and The Mask You Live In Teal Street proclamation Distribution of 9,500 coffee sleeves to local and campus coffee shops with messaging surrounding consent and sexual assault resources Staff also participated in welcome week activities, convocation, the vendor fair, DUC open house events, RHA events including Springfest and the National Honor Society Banquet, club sports events, dining events, and UWSP sporting events. In January 2017, the Center for Prevention became the primary contact for the Bring a Buddy foundation. Staff coordinated outreach activities and assisted in building campus and community partners to be activity involved in this foundation. Universal Prevention Universal Prevention is a practice of providing education about a health risk or topic for an entire population regardless of their previous experiences or knowledge. The intent is to ensure that a population successfully acquires a baseline of knowledge essential to success in their shared environment. The Center for Prevention administered Universal Prevention programs to all new First-Year, transfer, and graduate students in fall 2016 and spring The web-based prevention programs included Alcohol-Wise, Marijuana-Wise, and Consent and Respect. All three programs were online, interactive, and took approximately 90-minutes to complete. 4

5 Students were invited to participate through their university address. In addition to the invitation, student leaders and professional staff promoted the experience at the dining center and all of the residence halls. Individual phone calls are placed to students who did not live on campus. Students who chose not to complete the programs are assigned to a three-hour education class for which they are charged $100. Students are required to complete the programs within the first four weeks of the academic year. A pilot of Think About It: Campus SaVE was sent to returning students as a next-step training about interpersonal violence. Only 1.1% of returning students completed the program. Administration The Center for Prevention is part of the Office of the Dean of Students (DOS). Staff attended weekly DOS staff meetings and/or budget meetings, participated in 1-1 meetings with the Dean of Students, monthly meetings with the Conduct Officer, submitted monthly reports, submitted budget recommendations, and completed all required paperwork for Center for Prevention events. Staff also participated in hall director interviews, DOS office manager interviews, open forums for other campus positions, UW- System AODA coordinator meetings (4 per year), and completed the biennial review to ensure compliance with the federal Drug Free Schools & Communities Act. Two grant proposals were submitted through Portage County and the AODA collation for funding to support the peer education program. Each grant request required a literature review on best practices in AODA prevention and peer education programs. 5

6 Professional Development Center for Prevention staff attended two certification courses: Level 1 Brief Motivational Interviewing Level 2 Brief Motivational Interviewing Center for Prevention staff also attended the programs/webinars (not a complete list): NASPA Strategies: Alcohol and Other Drug Use Prevention and Sexual Violence Prevention Alcohol and Prescription Drugs and College Student Use and Abuse The Four Questions You Must Ask to Transform Your Prevention Strategy from Good to Great Very Different Voices: Celebrating the Diversity of Perspective in Sexual Violence Prevention Environmental Scans as Tools for Reducing Excessive College Drinking Center for Disease Control (CDC) Best Practices in Sexual Violence Prevention Alcohol-Free programming for college campuses Hooking Up culture Best Practices in Bystander Intervention Sexual Violence on Campus: Strategies for Prevention Debby Irvin Waking up White Dean Of Students diversity webinar The Center for Prevention hosted two trainings on campus: Motivational Interviewing with Laura Saunders May 2017 Wisconsin Coalition Against Sexual Assault annual meeting June 2017 Bystander Intervention In September 2016, the Center for Prevention launched the Bringing in the Bystander program, inperson bystander intervention training for students. Approximately 230 students were trained during the academic year including; Athletic Trainers, Greek Life community, student organization leaders, SGA, community advisors, and health advocates. Learning Outcomes: All student participants could identify two actions they would take to be an active bystander. Common responses included: Help someone that might feel attacked by another Inform a higher authority (CA, bartenders, etc.) if we see something we don't feel comfortable with Step in/intervene when necessary Be observant; make small actions; don t be afraid to do even the subtle things Do anything necessary to keep people safe Do something instead of nothing Intervene the best way possible when you see dangerous situations Stay with a friend, be there for them or even those you don't know if you sense there could be a possible bad scenario There is always something you can do to help Don't rely on someone else to help There is power in numbers 6

7 Strategic Plan In the summer of 2016, the Dean of Students and the Vice Chancellor of Student Affairs gave the charge for the Center for Prevention to assemble a strategic planning group to determine the next steps for AODA prevention and intervention at UWSP, and Interpersonal Violence Prevention (IPV). The mission of the planning group was to build upon the success of the 2011 AODA strategic plan and develop a comprehensive interpersonal violence prevention (IPV) strategic plan. The strategic planning group consisted of faculty, staff, and students. Two separate groups were formed to focus on AODA and IPV issues individually and then bring the two plans together to develop the first Center for Prevention strategic plan. A timeline for year one will guide our work from July 1, 2017-June 30, The full strategic plan and year one timeline can be found on the Center for Prevention website at Marketing and Promotion A comprehensive and strategic marketing plan was developed in October 2016 that focused on four specific areas: Center for Prevention programs and services (including Universal Prevention), AODA social norms, consent and healthy relationships, and bystander intervention behaviors. As the year progressed, many other promotional materials were developed to help promote the Center for Prevention yearlong initiatives. Along with print materials, the Center for Prevention also used a variety of other marketing tactics including tabling (Debot, DUC,HEC, CPS), table tent information, classroom presentations, residence hall bulletin boards, web banners, Instagram posts, bookmarks, UC slides, SPIN, student organization discussions, theme week events, and SMOD messages. Assessment The Alcohol and Other Drug use survey was administered in February 2017 with 36% response rate. This data will guide future AODA prevention work. The complete AODA report can be found on the Center for Prevention website at and a brief summary is shared below. 7

8 Student Employment In spring 2017, the Center for Prevention hired two student peer educators to start work in August Two grants, for a total of $8000, will be used to support this work. The focus of their work will be on outreach and promotions, building capacity, serving as a liaison with student groups and residence halls, and facilitating group session and 1-1 sessions with students. They are NOT responsible for counselling students but rather providing direction and resources available on alcohol and drug education and violence prevention for the UWSP population. A student employment manual has been developed that will guide their work. CFP staff will facilitate a training in August to discuss expectations, administrative responsibilities, motivational interviewing, bystander intervention, campus involvement at events/programs, outreach, marketing, and client work. 8
