The total mobile teams deployed in the Region will increase from the current 7 to 20 teams and will focus on remote and pastoralist areas in Afar. The drought and lack of water in schools has impacted school attendance. UNICEF has procured 120 water tanks to be set up in primary schools in Oromia, Afar, and Somali regions to make water available in schools. The first phase benefited 80 schools in Oromia and Somali regions. An estimated 40,000 school children will have access to water in their schools. 2 Situation Overview and Humanitarian Needs The drought conditions following the prevailing El Nino phenomenon continues. Meher harvests (October 2015 to January 2016) were low, particularly in the eastern part of the country. This negatively affects crop prices, that remain high, as well as the availability of food, leading to persistent food insecurity. The Humanitarian Requirement Document released in December 2015 estimates that 10.2 million people (including 6 million children) need relief food assistance in ,000 children under five are projected to require treatment for severe acute malnutrition. The document also points out that 5.8 million people will require access to water, sanitation and hygiene services and that 1.3 million children will require assistance to remain in schools. Moreover, 2.3 million people will also require protection assistance including provision of non-food items and shelter. In January, light rains were recorded in the South-Western areas, the central part of the country, pockets of areas in South and Eastern Tigray, North and South Wollo and in parts of Oromia. This rain fall is unseasonal in some areas and may negatively affect crops ready for harvest, leading to losses. Rain showers are also reported from Zone 3 in Afar Region. However, shortage of drinking water and pasture for livestock in most parts of the region are still major problems. In Sitti Zone of Somali Region, although no seasonal rains are expected during this period of the year, the water situation has improved as a result of various WASH interventions. The next seasonal rains in Afar and Northern Somali regions are expected for March, when conditions for livestock and access to water are expected to improve. Humanitarian Leadership and Coordination The Ethiopian Government s National Disaster Risk Management Commission (NDRMC) leads the overall humanitarian coordination through the Federal and Regional level Disaster Risk Management Technical Working Groups (DRMTWGs) and brings together various task forces/sector clusters partners to coordinate the drought response efforts. Together with the Government of Ethiopia, UNICEF continues to provide cluster leadership for WASH, Nutrition, and Education (co-leadership with SCI) and sub-cluster co-leadership for Child Protection and Gender Based Violence; and plays a strong role in health coordination. UNICEF is also supporting the coordination of humanitarian partners at regional level given its strong field presence. UNICEF Inter-Cluster Coordination (internal and external with OCHA) is being strengthened as the Emergency Unit has recruited an additional Emergency Coordinator with Field Coordination and Inter-cluster Coordination in his portfolio. Humanitarian Strategy: Prepositioning and Partnerships The Government s and humanitarian partners strategic priorities as detailed in the HRD 2016 include: 1. Save lives and reduce morbidity related to drought 2. Protect and restore livelihoods 3. Prepare for, and respond to other humanitarian shocks natural disasters, conflict and displacement In line with its core commitments for children in humanitarian action, UNICEF is supporting the Government to achieve objectives 1 and 3. UNICEF is scaling-up its response to mitigate the impact of the current drought on children and women. UNICEF is working with all partners to ensure that children have adequate access to education, health and nutrition care, child protection, safe water, sanitation and hygiene services during emergencies. Ongoing support is provided to community resilience-building efforts aimed at reducing the vulnerability of women and children. In droughtaffected pastoralist areas, UNICEF is supporting mobile health and nutrition teams to provide access to life-saving health and nutrition services. UNICEF and partners are supporting the Ministry of Health in the prevention and control of diseases, including scabies, measles, meningitis, and acute watery diarrhoea. UNICEF is supporting the treatment of severely acute malnourished children through the community-based management of acute malnutrition (CMAM). In addition, UNICEF is complementing life-saving WASH interventions with the establishment and rehabilitation of water sources and the dissemination of sanitation and hygiene information and water treatment chemicals. UNICEF facilitates education for children affected by emergencies and is providing minimum packages for child protection in emergencies. 2

3 The services include identification and referral of children at risk of or victims of abuse, violence and exploitation, identification and referral of unaccompanied and separated children, psychosocial support through child-friendly spaces and community mobilization to prevent family separation, dangerous migration, child marriage and other protection issues. To respond to any rapid onset crisis in a timely manner, UNICEF prepositioned stocks in Addis Ababa and at three regional hubs to address the needs of 125,000 people. These supplies are currently being used to provide immediate assistance to drought-affected populations based on requests from the regional governments. UNICEF established long-term agreements with suppliers of key emergency supplies and for drilling shallow boreholes, which enables quick response as needed. In the refugee context, UNICEF supports UNHCR and the Government s Administration for Refugees and Returnees Affairs (ARRA) to spearhead the emergency response coordination. The partnership is based on a Memorandum of Understanding which was signed in 2012 between the two sister agencies and a tripartite agreement signed in 2007, with ARRA and UNHCR to establish a framework of collaboration for the delivery of services and assistance for refugees. Summary Analysis of Programme Response Nutrition From January to December 2015, 350,451 children with severe acute malnutrition (SAM) have been treated through the Community Management of Acute Malnutrition Programme. Out of 28,482 children with SAM treated in December, 39 per cent are from Oromia Region, 22 per cent are from Amhara Region while 20 per cent are from SNNP Region. Following an increase from January to August 2015, the admission of children has steadily decreased through December. Between August and December 2015, a decrease of 34 per cent was noted. The highest monthly admission recorded in a month was in August when 43,394 children with SAM were treated. Nevertheless, December admissions remain high compared to previous years, 69 per cent higher than 2013 and 39 per cent higher than ,000 National (Ethiopia) Trends in Severe Acute Malnutrition Admissions ( ) 40,000 20, Figure 1: admission trend of children with SAM (ENCU database) Regional level admissions, however, present variations. Admissions decreased in Somali, Amhara, SNNP and Tigray regions by 25, 8, 5 and 1 per cent, respectively in December 2015 as compared to November 2015 admissions due to the ongoing relief intervention and harvest. In Afar, admissions remained the same, while in Oromia admissions increased slightly by 1 per cent from November to December Partners mapping and commitment was undertaken for the month of January Out of 186 priority 1 woredas, partners are present in 125 woredas with nutrition programmes. The Nutrition cluster is lobbying to increase NGO support in the remaining 61 woredas. 3

4 A total of 18 bi-annual nutrition surveys were conducted in December 2015 in six the regions of Afar, Amhara, Oromia, SNNP, Somali and Tigray. However, the survey in three of Afar Region s woredas is still ongoing and will be completed in mid-february. The completed survey results were submitted to the Federal ENCU for quality control of the reports and the final validated results are expected for February. These biannual surveys enable the tracking of the nutrition situation during a year by repeating the survey in the same woredas in both lean and nonlean seasons. These surveys complement the CMAM admission data to give an enhanced understanding of the nutrition situation. However, due to limited capacity, the surveys are only conducted in a limited number of woredas. UNICEF continues to support Federal and Regional ENCUs to conduct these surveys. Health With UNICEF support, the Afar Regional Health Bureau trained an additional 13 mobile health and nutrition teams in January, to provide basic health services to drought affected populations. Deployment of the teams to the field will completed by 1st February. UNICEF is dispatching all the necessary drugs and WASH, Health and Nutrition supplies for the teams. The total mobile health and nutrition teams deployed in Afar Region will increase from the current 7 teams to 20 and will focus on remote and pastoralist areas of the region. UNICEF Ethiopia continues to lead and coordinate the multi sectoral (WASH, Health, non-food items and C4D) scabies emergency response in Amara, Oromia and Tigray regions. The number of cases have significantly reduced in the affected woredas of Amhara Region. However, with improved surveillance and active case search, new woredas in North Shewa Zone reported a number of cases. The critical shortage of water in some of the affected areas has also posed an additional challenge to the control of the spread of the disease, as its management requires regular washing of the body and clothes. For this reason, UNICEF WASH is engaged in the scabies response. Rehabilitation of water schemes, drilling of shallow wells and deep boreholes and distribution of water containers, body and laundry soaps has been ongoing in Amhara, Oromia and Tigray regions in woredas affected by scabies. With UNICEF support, a training of trainers was conducted in January on the new multisectoral response for scabies for 23 staff from water, nutrition and health sector government offices in Amhara Region. Funding from HRF will allow the offices to cascade the training to health facilities staff. A similar training is planned in February in Tigray Region. The Ministry of Health, jointly with UNICEF and WHO, is preparing a campaign plan for measles vaccination of 17 million children under fifteen years that was delayed due to funding constraints. The MoH prioritized over 4.9 million children under-five in nutrition hotspot woredas who were vaccinated against measles during a national vaccination campaign held in October and November Acute Watery Diarrhoea (AWD) remains a public health threat in the Moyale woredas of Oromia and Somali regions due to cases reported in Kenya and the high mobility of people across the border. Surveillance, treatment of patients, health promotion and prevention activities are ongoing in order to control the spread of the disease. UNICEF continues to support both regions to respond to the emergency. In Oromia Region, UNICEF has provided support to the AWD outbreak in Moyale town, by providing technical assistance, necessary supplies and finance for a coordinated response. The effort has successfully contained the situation during the first two months of the outbreak. During the last two weeks of January, due to the limited intervention across the border, an increase in the number of cases has been reported. As a result, UNICEF is mobilizing efforts to scale up the response. The AWD task force in Moyale Woreda of Oromia Region continues to be held with all sector bureaus while an interregional meeting is conducted with sector bureaus from both Oromia and Somali regions and Federal Ministry of Health. The Borena Zone and the Moyale Woreda health offices are undertaking active community mobilization and AWD prevention activities through mass health education. In Moyale (Somali Region) a three-day social mobilization on sanitation and hygiene was conducted from January 22 to 24. With UNICEF support, a four-day (16-19 January) training on AWD management was conducted for 18 health professionals from health facilities in Moyale, Somali Region. With the ongoing strong coordination and cross border collaboration between Somali and Oromia regions of Ethiopia and the Kenyan health authorities, the potential to control the situation is high although there are challenges in the implementation of agreed actions. The cross-border coordination between UNICEF Ethiopia and Kenya was initiated in December 2015 and is ongoing. A Meningitis (sero type A, C and W135) vaccination campaign was conducted in Kule and Terkidi refugee camps and Itang Special woreda host community in December 2015-January A total of 59,414 refugees (29,317 in Terkidi and 30,097 in Kule) and 29,911 people from host communities from Itang special Woreda were vaccinated. The plan targeted 108,747 people age 2 to 29 years in Kule and Tierkidi refugee camps and Itang special Woreda host community. 4

5 WASH The drought emergency situation continues and water supply shortage is still a concern in the drought affected areas of Afar, Amhara, Oromia, SNNP, Somali and Tigray regions. UNICEF and WASH cluster partners have increased response capacity with surge deployments including that of a Deputy Cluster Coordinator, Information Management Specialist and several other assessment teams with partner organizations. UNICEF has also recruited six national information management officers who are deployed in six drought affected regions to strengthen the information management system in the WASH sector. Reports indicate that 149 water trucks are operational and supporting the most vulnerable communities in the six drought affected regions of Oromia (82 trucks), Afar (34 trucks), Tigray (23 trucks), SNNP (4 trucks), Amhara (4 trucks) and Somali (2 trucks). This water trucking operation is benefiting an estimated 300,000 people in these regions to have access to clean water. Based on WASH cluster priorities, many rehabilitation/ expansion/new water schemes are being implemented by WASH NGO partners, Government and UNICEF in all drought affected locations by many WASH partners, Government and UNICEF. In order to assess the response level and to identify gaps in the WASH sector, a compiling and mapping of a 4Ws (Who, What, When and Where) matrix initiative is ongoing, though obtaining timely information from WASH partners remains a concern. In Afar Region, the water trucking operation is supported by the Regional Disaster Prevention and Food Security Bureau, Regional Water Bureau (RWB), Afar Pastoralist Development Association, and the Action for Integrated Sustainable Development Association targeting some 102,578 people in Elidar, Erebti, Kori, Bidu, Dupti, Gewane, Amibara, Berhale, Dalol, Yalo, Gulina, Awra, Afdera, Dalifega, Abala, Semurobi and Teru woredas. The RWB also made agreements with the Afar Water Works Construction Enterprise to drill boreholes in Berhale Woreda engaging the same enterprise to drill boreholes in Abaala and Gulina woredas. The Ministry of Water, Irrigation and Energy is constructing two boreholes in Afar s Gewane and Awash Fentale woredas, while one is completed in Elidaar Woreda. One borehole is expected to serve an estimated 1,500 people. Two emergency water treatment kits from the RWB were installed in two localities in Dulech Woreda and started providing safe water to an estimated 2,500 people. Rehabilitation and maintenance of water schemes were undertaken in Elidar, Yalo and Semurobi woredas. In Somali Region, UNICEF provided ten drums of High Test Hypochlorite (HTH) chlorine for Moyale Woreda, where an outbreak of acute watery diarrhoea (AWD) has been reported. The chlorine will be used to disinfect water points and storage facilities. The WHO technical team in the Region is supporting water quality testing. UNICEF is supporting the Moyale health administration to disinfect water points and a hygiene and sanitation awareness campaign including to stop open defecation and waste disposal near water sources. With UNICEF financial assistance to the RWB, the drilling of five boreholes commenced in Halaba, Mareko, Shashego, Anlemo and East Badawacho woredas of SNNP Region. When completed, these boreholes will provide some 12,500 people with access to clean water. In order to scale up improved water access, the Oromia Water, Mines and Energy Bureau, the Oromia Irrigation Authority, the Oromia Drilling Enterprise and the Oromia Water Works and Construction Enterprise conducted an assessment of the water situation and needs. According to the findings, there is a significant need to rehabilitate and maintain water supply systems. In addition, the team identified 23 new drilling sites and 39 pond construction sites for the drought response. UNICEF s support continues in the Oromia Region, with a focus on increasing access to water supply in the Region, and particularly in emergency affected areas. In the past month, a number of projects were completed and are providing services to over 22,000 communities in five affected woredas of the region, including Arsi (Merti and Sire woredas), East shoa (Boset woreda), Borena (Dillo woreda), and Bale (Dawe Kechen woreda). Currently, an additional four projects are benefiting over 17,000 communities. UNICEF has also succeeded in awarding contracts for improvement of water supply in small towns, particularly in East Shoa and Merti woredas of Oromia Region as part of the Urban WASH Programme. The areas are chronically affected by lack of access to water, which is aggravated by the drought and puts at risk the lives of communities. When the projects are completed, communities in and around the towns of Welenchiti and Abomsa will benefit from adequate and reliable water sources. In Tigray Region, with UNICEF support, 17 out of the planned 20 shallow wells fitted with hand pumps, were completed: five in Kilite Awelaelo, nine in Atsibi Wenberta and three in Hawzien. As a result, 4,800 people have access to clean water. UNICEF WASH and Education programmes are, further, supporting a joint response to address the high number of schools without access to any water source, and to ensure that efforts of other partners to provide water to communities extend to schools. As such, 120 water tanks have been procured to be set up in primary schools of Oromia, Afar, Somali regions. During the first phase of this support in November and December 2015, UNICEF 5

6 has procured collapsible water storage tanks for 80 primary schools in Oromia and Somali regions. These water tanks will enable an estimated 40,000 school children to have access to clean water in their schools. Education The Government allocated ETB 230 million (i.e. US$10.5 million) for school feeding, starting at the beginning of the next semester (February 2016) and covering 1.1 million children for a period of 6 months. WFP continues its school feeding development programme in 928 schools and other partners will be initiating school feeding as funds become available. The Ministry of Education (MoE) allocated ETB 42 million (i.e. US$1.9 million) to the distribution of education supplies. To date, 735,150 children in the six regions affected by the drought emergency have received supplies through this mechanism. Education Cluster partners (UNICEF, Save the Children, Imagine One Day, Islamic Relief) have Education in Emergencies activities in Afar, Somali, Amhara, Tigray, Oromia and SNNP regions, including the provision of water tanks to schools, the distribution of education materials, and the construction of temporary learning spaces for schools hosting displaced children. As part of its emergency coordination and cluster capacity building efforts, UNICEF in collaboration with Save the Children provided a one week Education in Emergencies (EiE) Frontline Responder Training from 11 to 15 January for 21 people from the national Education in Emergency cluster members (MoE and Directorate of Planning) and UNICEF education staff from the affected regions. This workshop sought to improve knowledge and skills in relation to EiE coordination in particular, and increase understanding of the various interventions which can help respond to the impact of the drought emergency on children s education. This served as an opportunity to review the initial Education Cluster Response Plan (drought response) against the criteria of good practices in EiE. Two Rapid Response Team members from the Global Education Cluster have been deployed to strengthen education cluster coordination and information management. Results include: Endorsed Terms of Reference for the Education Cluster Support to the recruitment of a dedicated national Cluster Coordinator and Information Manager who will ensure the sustainability of the support provided by the Global Cluster in the initial stages of the emergency. Mapping of Directorate of Planning in support of education programming has been completed at regional and woreda levels to allow for an analysis of support gaps in the affected areas. Draft Education Cluster Humanitarian Requirement Document (HRD) implementation strategy developed, which will lead to a cluster advocacy strategy, and funding mobilization by partners, vetted by the cluster (including HRF). Child Protection A National validation workshop to present and validate the findings from child protection rapid assessments which were conducted in drought affected areas of Amhara, Afar, Oromia, SNNP, Somali and Tigray regions, was conducted on 31 January Participants included the Minister and State Minister and technical staff from the Ministry of Women and Children Affairs (MOWCA), Regional Bureaus of Women and Children Affairs, UNFPA and UNICEF. UNICEF has supported the rapid assessments in these regions, providing technical assistance and providing training data collectors. UNICEF and MOWCA have prepared a one-year drought response plan which includes funding requirements. UNICEF will support the emergency response in 10 localities (kebeles) in each affected region, including coordination among partners. UNICEF is also preparing a project cooperation agreement (PCA) with Child Fund for the drought emergency response in Oromia Region. The Child Protection and Gender Based Violence sub-clusters have prepared a 3Ws matrix of who is doing what and where, which will coordinate partners interventions and avoid duplication of effort. Media and External Relations The UN Secretary General was in Ethiopia at the end of January 2016 to attend the African Union Summit. He also visited Oromia Region to see the impact of the drought and ongoing humanitarian response. 6

7 Funding: UNICEF Ethiopia is currently appealing for US$106 million for the scale-up of humanitarian activities in 2016 in the country and in line with the Humanitarian Requirements Document (HRD). With humanitarian needs expected to intensify across the country, due to the prolonged impact of the drought, UNICEF with the Government of Ethiopia and partners, will be reviewing additional support required to provide a sustainable response to the needs of women and children across Ethiopia. UNICEF thanks its donors for the disbursed funds and for the pledges to date against the current appeal.
