1 Report of the 11 th ASEAN Health Ministers Meeting Theme: ASEAN Community 2015: Opportunities and Challenges to Health 5 July 2012, Phuket, Thailand INTRODUCTION 1. The 11 th ASEAN Health Ministers Meeting (AHMM) was held on 5 July 2012 in Phuket, Thailand. 2. The Meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. Representatives of the ASEAN Secretariat were also in attendance. The list of delegates appears as Annex 1. AGENDA ITEM 1: REMARKS FROM CURRENT CHAIR 3. H.E. Gan Kim Yong, Minister for Health of Singapore, in his capacity as Outgoing Chair of ASEAN Health Ministers Meeting highlighted that since 2010, all the work plans under the Strategic Framework on Health Development ( ) which have been endorsed and activities are well underway. These include the launch of ASEAN Dengue Day in Jakarta and Yangon; the presentation of the ASEAN Position on NCD at the United Nations High Level Meeting on Non- Communicable Diseases in September 2011 in New York; the adoption of the ASEAN Declaration of Commitment: Getting to Zero New HIV Infections, Zero Discrimination and Zero AIDS-Related Deaths ; and the launch of the Towards Smoke Free ASEAN Campaign on the sidelines of the 15th World Conference on Tobacco or Health (WCTOH) on 20 March The details of his presentation appear as Annex He informed the Meeting that the first two fellows from Malaysia and Viet Nam the ASEAN Health Policy Fellowship proposed by Singapore at the 10 th AHMM, have begun their fellowships in Singapore since June He urged Member States to intensify our efforts to fast track the successful implementation of all the work plans under the Strategic Framework. 5. H.E. Wittaya Buranasiri, Minister of Public Health of Thailand, in his capacity as the host, welcomed the delegations attending the Meeting. Recalling the atmosphere of cordiality presented during the ASEAN Health Ministers Retreat, he expressed hopes that the same spirit could be maintained. 6. 2 AGENDA ITEM 2: REMARKS FROM INCOMING CHAIR 7. H.E Wittaya Buranasiri, in his capacity as new Chair of AHMM thanked the Member States for the support rendering to Thailand to chair the 11 th AHMM. He expressed his appreciation to the Health Minister of Singapore as the Outgoing Chair for ASEAN s achievement during the past two years. 8. He invited H.E. Thi Kim Tien Nguyen, Minister of Health of Viet Nam to be the Vice Chair of the 11 th AHMM. AGENDA ITEM 3: ADOPTION OF AGENDA 9. The Meeting adopted the revised agenda, which appears as Annex 3. AGENDA ITEM 4: BUSINESS ARRANGEMENTS 10. The Meeting was held in a plenary and was declared as a smoke free meeting. AGENDA ITEM 5: SUMMARY OF THE DISCUSSION IN 11 th ASEAN HEALTH MINISTERS RETREAT ON NON- COMMUNICABLE DISEASES, 5 JULY The Chair requested Dr. Suwit Wibulpolprasert, Senior Advisor, Ministry of Public Health, Thailand, to present the results of the Retreat, which comprised common concerns and recommendations of three important issues namely tobacco control, alcohol control, and diabetes and hypertension. One recommendation was to task the ASEAN Task Force on NCD to establish an ASEAN Alcohol Control Network to conduct further works. His presentation appears as Annex 4. AGENDA ITEM 6: STATEMENTS BY HEADS OF DELEGATIONS AND SECRETARY-GENERAL OF ASEAN ON THE 11 TH AHMM THEME Brunei Darussalam 12. In his statement, H.E. Pehin Dato Adanan Yusof, the Minister of Health of Brunei Darussalam, mentioned that focus areas to be strengthened includes Increasing Access to Health Services for ASEAN People especially at primary care level based on the principle of Universal Health Coverage (UHC). Further, He urged the Senior Officials on Health Development to accelerate actions on strengthening of maternal and child health of AMSs. He also reaffirmed Brunei Darussalam s commitment on NCDs prevention and control, especially on tobacco in which Brunei Darussalam fully supports the initiatives of the 100% Smoke free environment in ASEAN. He also stressed that the issue of mental health needs to be tackled and highlighted that stigmatization and discrimination of people suffering from mental disorders still exists. 3 collaboration and building upon the strengths among AMSs can lead to all AMS achieve the same goal of Healthy ASEAN in The full text of the statement appears as Annex 5. Cambodia 13. H.E. Dr. Mam Bunheng, the Minister of Health of Cambodia, highlighted the challenges, concerns and achievements of health in Cambodia. Particularly, he addressed concerns and recommendations on artemisinin-resistance and NCD prevention and control, emerging and re-emerging infectious diseases across borders, access to health services and migrants health, multi-sectoral stakeholder engagement, information sharing, technical and financial support from dialogue partners, and intervention prioritisation. The full text of the statement appears as Annex 6. Indonesia 14. H.E. Nafsiah Mboi, Minister of Health of Indonesia, acknowledged the current and future challenges and opportunities to health development, which turned to be both regional and global attention. She emphasised the importance of migrants health, increase access to health services, the potential pandemic and epidemic threats, the viral hepatitis, and reaching the Universal Health Coverage. 15. Indonesia suggested that ASEAN Health Ministers to reconfirm our commitments to continue reinvigorating and strengthening the global partnership for development as a vital element in the achievement of the MDGs. The efforts can only be done through strong political commitment and a more harmonized cooperation among all stakeholders, at all levels. The full text of the statement appears as Annex 7. Lao PDR 16. In his statement, H.E. Prof. Dr. Eksavang Vongvichit, Minister of Health of Lao PDR, said that Lao PDR is implementing the 7th National Socio-economic Development Plan, aiming at lifting the nation out of the least-development status by the 2020 and achieving the MDGs by To achieve the MDG, Lao PDR has adopted a number of public health programs, in line with the health system reform, and moving towards the universal health coverage. Lao PDR welcomed the joint efforts among AMSs to implement the action lines in the Blueprint both at the regional and cross-border levels. The full text of the statement appears as Annex 8. Malaysia 17. In his statement, H.E. Dato Sri Liow Tiong Lai praised that ASEAN has been a successful, progressive, politically stable and peaceful region. He enlightened three major issues namely non-communicable diseases, communicable diseases and medical tourism. On non-communicable diseases, the region has reached economic prosperity which leads to changing behaviours and lifestyle resulting in a change pattern of diseases with the emergence of 11 th ASEAN Health Ministers Meeting, 5 July 2012, Phuket, Thailand Page 3 of 8
4 serious epidemics of non-communicable chronic diseases. Therefore, ASEAN must remain vigilant and continuously prepared to meet the challenges and threats to health in the region. He also addressed the threat of regional pandemic due to emerging infectious diseases and the role of ASEAN Member States to share their expertise and experience in managing health crises. 18. He highlighted the establishment of the ASEAN Risk Communication Resource Centre which is the first regional centre and a ground-breaking initiative as well as it will benefit the whole region. He also highlighted that since medical tourism is a rapidly growing industry in ASEAN, it is important for the region to have a standardised healthcare advertising guidelines to promote medical tourism and proposed SOMHD to look into this matter. The full text of the statement appears as Annex 9. Myanmar 19. In his statement, H.E. Prof. Dr. Pe Thet Khin Kyaw Myint, Minister of Health, Myanmar, pointed out the concerns on both opportunities and challenges that need for transitional approaches and to minimise the negative ones. He expressed some of the specific opportunities and threats related to the region including global warming, demographic change, migrants, spreading of the communicable diseases such as HIV/AIDS and Malaria, counterfeit drugs, and Malaria drug resistance. He pointed out the concerted efforts of ASEAN and assured that minimized our threats, and promoting opportunities. The full text of the statement appears as Annex 10. Philippines 20. In his statement, H.E. Dr. Enrique T. Ona, Secretary of Health of the Philippines, pointed out the necessity of health financing reforms to achieve universal health coverage. He highlighted the need for cooperation to develop integral policies on migration management and retention strategies to help strengthen the health systems of the region. He said that to achieve MDG 2015, we need to fast track activities and one of the urgent strategies would be a regional approach to protect and promote maternal health. He noted that the achievement of the Millennium Development Goals (MDGs) depended on AMS steadfast commitment and clear direction, as well as ASEAN s active engagement of its health partners, development partners, the private sector and the civil society. Lastly, he raised concerns on integrated regional disaster management and emergency response, surveillance, and security measures and systems. The full text of the statement appears as Annex 11. Singapore 21. H.E. Gan Kim Yong, the Minister for Health of Singapore, outlined some principles which ASEAN could consider to enable all our citizens to access quality healthcare in an affordable manner. First, we encourage joint responsibility for good health and effective healthcare outcomes through health promotion and financing schemes that have appropriate co-payment arrangements. Second, a multitude of approaches could ensure accessibility, including training of adequate 11 th ASEAN Health Ministers Meeting, 5 July 2012, Phuket, Thailand Page 4 of 8
5 healthcare professionals, building infrastructure and providing services effectively. Third, targeted government subsidies together with personal savings, and riskpooling through insurance programmes, will help to ensure access to healthcare remains affordable to all. In closing, he said that Singapore looks forward to continuing cooperation with regional colleagues to reach the collective goal of a healthier ASEAN.The full text of the statement appears as Annex 12. Thailand 22. In his statement, H.E. Mr. Wittaya Buranasiri, Minister of Public Health of Thailand acknowledged and encouraged good cooperation among AMS. He believed with closer cooperation, countries can tackle new and emerging health problems as well as natural disaster. He mentioned achieving universal health coverage (UHC) is the greatest challenges of the health systems. He hoped to see collective commitments of ASEAN member states in moving the UHC to all top levels of global development forum, including the United Nations General Assembly (UNGA). The full text of the statement appears as Annex 13. Viet Nam 23. In her statement, H.E. Prof. Dr. Thi Kim Tien Nguyen, Minister of Health of Viet Nam, mentioned that Viet Nam would continue to implement the following directions; i) gaining strong political commitments and investment from the Government for the health sector, ii) developing science-technology and improvement of human resource in health, iii) implementing health care financing reform and achieving the universal health insurance coverage, iv) improving quality and efficiency of primary health care, especially at grass root level, v) enhancing health education and promotion to gain social support and consensus; and vi) mobilising resources and investment in the health sector. She also stated that Viet Nam would consistently pursue international integration policy and expand international cooperation. The full text of the statement appears as Annex 14. Secretary-General of ASEAN 24. In his statement, H.E. Dr. Surin Pitsuwan, Secretary-General of ASEAN, expressed that ASEAN needs to promote a sense of belonging and identity among ASEAN people. He further added that it is time to integrate, sustain partnerships, and engage all relevant stakeholders (e.g. civil society, private sectors, etc). In views of the challenges of addressing pandemic threats and NCDs, ASEAN therefore needs strong political commitment and concrete collaboration. He also highlighted the need to strengthen the ASEAN Secretariat and to monitor its activities to achieve ASEAN Community He congratulated ASEAN for its achievement in tackling health challenges in the past years. 6 AGENDA ITEM 7: CONSIDERATION OF THE REPORT AND RECOMMENDATIONS OF THE PREPARATORY SENIOR OFFICIALS MEETING FOR THE 11 TH ASEAN HEALTH MINISTERS MEETING 25. Thailand as the Chair of Preparatory Senior Officials Meeting (PrepSOM) for the 11 th ASEAN Health Ministers Meeting (AHMM) reported the outcomes of PrepSOM-11 th AHMM, which comprise the following : a. Issues on ASEAN health initiatives for endorsement, support, notation, and tasking the SOMHD to look into further, namely: For signing: ASEAN-China MoU on Health Cooperation For endorsement: Policy on Smoke Free ASEAN Health Events For updating: Implementation of the ASEAN Declaration on ASEAN Cities Getting to Zero b. Recommendations for improving ASEAN health cooperation and fast tracking the implementation of ASEAN Strategic Framework on Health Development, by way of committing to resource mobilization from national budget (funds, technical assistance, and human resources) c. Recommendations for strengthening ASEAN-WHO cooperation by way of: 1) Conducting joint assessment of the current ASEAN-WHO MOU ( ) and development of next MOU, 2) Maintaining a standing agenda of ASEAN-WHO collaboration in each SOMHD and AHMM event in a closed session 3) Recognition of Regional Director of SEARO and WPRO at the same level as the ASEAN Health Ministers, and the DRD and DPM as the same level as the Permanent Secretary, Deputy Secretary or Director General of the Ministry of Health for relevant officials meetings in the ASEAN Health Cooperation d. Recommendations to adopt the Report of PrepSOM-11 th AHMM, which includes Report of 6 th SOMHD and 7 th SOMHD 26. The Meeting adopted the Report of Preparatory Senior Officials Meeting for the 11 th ASEAN Health Ministers Meeting including its annexes of which appear as Annex The detail of Thailand s presentation on the outcomes of Preparatory Senior Officials Meeting for the 11 th ASEAN Health Ministers Meeting appears as Annex 17. AGENDA ITEM 8: PREPARATIONS FOR THE 5 TH ASEAN PLUS THREE HEALTH MINISTERS MEETING, 6 JULY 2012, PHUKET, THAILAND 8.1: Consideration of the Provisional Agenda of the 4 th ASEAN Plus Three Health Ministers Meeting 28. The Meeting endorsed the provisional agenda of the 5 th ASEAN Plus Three Health Ministers Meeting, which appears as Annex th ASEAN Health Ministers Meeting, 5 July 2012, Phuket, Thailand Page 6 of 8
7 29. The Meeting noted the process of the Roundtable Discussion on Universal Health Coverage with the Plus Three countries, presented by Thailand. The Meeting discussed and agreed on the following two points of discussion: a. How are we going to mobilize more domestic resources to support UHC? and; b. Should ASEAN Plus Three formulate appropriate indicators to track the progress of UHC, both achievements and its impacts on health? 8.2: Consideration of the Draft Joint Statement of the 5 th ASEAN Plus Three Health Ministers Meeting 30. The Meeting endorsed the draft Joint Statement of the 5 th ASEAN Plus Three Health Ministers Meeting which appears as Annex 19. The Meeting also noted that the draft Joint Statement may still undergo further revision by the 5 th ASEAN Plus Three Health Ministers Meeting to incorporate agreed points of the Roundtable Discussion. AGENDA ITEM 9: PREPARATIONS FOR THE 4 TH ASEAN - CHINA HEALTH MINISTERS MEETING, 6 JULY 2012, PHUKET, THAILAND 9.1: Consideration of the Provisional Agenda of the 4 th ASEAN - China Health Ministers Meeting 31. The Meeting endorsed the revised provisional agenda of the 4 th ASEAN- China Health Ministers Meeting which appears as Annex The Meeting discussed and agreed on the process of the signing of the ASEAN-China Memorandum of Understanding on Health Cooperation. 9.2: Draft Joint Statement of the 4 th ASEAN - China Health Ministers Meeting 33. The Meeting discussed and agreed on the draft Joint Statement of the 4 th ASEAN-China Health Ministers Meeting which appears as Annex 21 The Meeting also noted that the draft Joint Statement may still undergo further revision by the 4 th ASEAN-China Health Ministers Meeting to incorporate agreed points of the Roundtable Discussion. AGENDA ITEM 10: CONSIDERATION AND ADOPTION OF THE JOINT STATEMENT OF 11 th ASEAN HEALTH MINISTERS MEETING 34. The Meeting endorsed the final Joint Statement of 11 th ASEAN Health Ministers Meeting, which appears as Annex th ASEAN Health Ministers Meeting, 5 July 2012, Phuket, Thailand Page 7 of 8
8 AGENDA ITEM 11: OTHER MATTERS 35. There were no other matters discussed. AGENDA ITEM 12: DATE AND VENUE OF THE 12 TH ASEAN HEALTH MINISTERS MEETING AND RELATED MEETINGS 36. The Meeting was informed by Viet Nam that the 12 th ASEAN Health Ministers Meeting will be held in Da Lat City, the Socialist Republic of Viet Nam on the first week of August Viet Nam presentation appear as Annex 23 Action Line: Viet Nam ASEAN Secretariat AGENDA ITEM 13: CONSIDERATION AND ADOPTION OF THE REPORT OF THE 11 TH ASEAN HEALTH MINISTERS MEETING 37. The Meeting endorsed the Report of the 11 th ASEAN Health Ministers Meeting, held on 5 July 2012 in Phuket, Thailand. AGENDA ITEM 14: CLOSING 38. H.E. Wittaya Buranasiri, the Minister of Public Health of Thailand, in his capacity as Chair of the 11 th ASEAN Health Ministers Meeting, thanked for the support rendered by all ASEAN delegates in the deliberations of the Meeting. He further indicated that Thailand volunteered to monitor and follow-up on agreements made during its chairmanship to ensure timely implementation. 39.
