19 2. Field Epidemiology Training Network FET Network is a field-based epidemiology training network, based on in-service training concept among ASEAN+3countries that collectively works for the goal of Healthy People, Healthy Region Main objectives of the FET network are: 1.1 Enhance capacity of member countries in field-based epidemiology training 1.2 Promote career ladders of field epidemiologists in public health service of member countries 1.3 Co-operate and synergistically respond to outbreaks or public health emergency of international or of regional concern.
20 Expected outcomes of Field Epidemiology Training Network Immediate: Start the network, agree upon a draft MOU by 25 Jan. 2011, for endorsement by health ministers by 2012 Medium: Draft guiding principles and work plan ( ), obtain endorsement by senior official of all member countries by 2011 Long term: Mobilize resource and implement of major collaborative projects/activities Review the program annually for its progress and policy implications in disease control.
21 Formulation of ASEAN+3 FET Network Meeting, January 2011 Meeting Objective: 1. To discuss and agree on the guiding principles, mechanisms and processes in establishing the ASEAN+3 Field Epidemiology Training Network Expectation: 1. A spirit of commitment and networking among members in ASEAN+3 and with partners around the world 2. A draft MOU of the ASEAN+3 Field Epidemiology Training Network to be considered by their Secretaries of Health by 2012.
22 Agenda Formulation of ASEAN+3 FET Network Meeting, January Special guest speakers - Group discussion and present results Participants: approx. 60 persons - 26 persons: 2 persons for each countries (Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, China, Japan and South Korea) - 15 persons from WHO (WPRO/SEARO/WR Thailand), TUC, RF, UNAIDS, FAO, UN OCHA, MBDS, NTI, COARDS persons from Ministry of Foreigner Affair, MOPH Thailand, Division of Planning, Bureau of Strategic and Policy, Bureau of International Health, Bureau of Epidemiology and others.
23 1. Background (cont.) Field Epidemiology Training Program or FETP is a field-based training program to grow a commit and competent epidemiologist who can really serve the Ministry of Health in disease control and health protection. FETP involve directly in surveillance and investigation and study of outbreak. In ASEAN+3 countries, FETP in Thailand, Phillippines, Indonesia (1980s), EIP Malaysia (2004). Cambodia, Lao PDR and Vietnam (2009) and Singapore also started the program after the outbreak of SARS and H5N1. Although Myanmar and Brunei do not have conventional FETP but there is national unit responsible for providing short training for epidemiologist. For the plus three countries, China, Japan and Korea already established the program.
