1 Introduction Childminder inspection report The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at www.careinspectorate.com. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a service to ensure they have the best start in life, are ready to succeed and live longer healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting It Right For Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It is a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting It Right For Every Child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. In Scotland, the GIRFEC approach puts wellbeing at the very heart of its approach. The eight indicators of wellbeing that form the basis of GIRFEC often referred to as SHANARRI. Requirements and recommendations If we are concerned about some aspect of a service or think it could do more to improve its service, we may make a recommendation or a requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breeches of he Regulations, Orders or conditions a requirement must be made. Requirements are legally enforceable at the discretion of the inspectorate. Weiping's Childminding Service (referred to as the childminder in this report) registered with the Care Inspectorate on 21 January 2015. She provides a childminding service from her home in the Granton area of Edinburgh close to the local school, local shops, parks and other amenities. page 3 of 14

Childminder inspection report She is registered to care for a maximum of four children under the age of 16 years, of whom a maximum of six will be under 12, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of the childminders own family. What we did during our inspection We wrote this report following an unannounced inspection carried out on Thursday 11 February 2016 between 11.00am and 1.00pm. Feedback was given to the childminder at the end of the inspection. We sent the childminder four questionnaires to give to parents and carers of the children who use the service. None were returned to the Care Inspectorate before the unannounced inspection took place. During this inspection process we looked around the areas of the childminder's home used by the minded children and we gathered evidence from various sources, including the following: - The childminder's self assessment and annual return. - The childminder's records/diary. - Children's personal care plans. - Policies and procedures. - Accident/incident records. - Medication records. - Risk assessments. - Training certificates. - Registration certificate. - Outings permission slips. Views of people using the service One minded child was present during the inspection. The child was too young to comment on their care however we saw throughout the inspection that the child was happy and busy with the wide range of resources on offer. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. We were satisfied with the way she had completed this and with the relevant information she had given us for each of the headings that we grade her service under. What the service did well We saw the childminder provided a warm, well equipped environment where the child could grow, develop and play safely. The child had access to a wide range of resources and planned activities that they were interested in and that they were seen to enjoy. In addition the childminder was very supportive, nurturing and caring for the child and parent alike. What the service could do better The childminder should: Childminder inspection report - Ensure she update's children's personal plans every six months and involve parents in this process. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. 3 Quality of care and support Findings from the inspection It was clear that the childminder knew the child well and made sure they received the appropriate support and activities for their age and stage of development. We recognised that child's care and support needs were discussed with parents including: - Making time every day to speak with parents. - Text messaging. - Sharing photographs from her mobile telephone. - Observations sheets. Childminder inspection report The childminder told us she spoke with the parent to support children's settling in period and to ensure his care was consistent with the parents' wishes. Prior to settling in, she asked parents to complete a child's personal plan; all about me. This told her about the family and child, and enabled her to plan care that would build and develop a nurturing relationship with the child. We saw that children's care and support needs were reviewed and verbally updated with parents. The childminder kept written personal plans. We told her about our legislation that states that each child's personal plan should be updated when a change occurs and at least every six months. (See recommendation one.) Children's interests were taken into account when the childminder purchased new resources. For example the child present was learning about numbers and colours so the childminder purchased books to support this. In addition the child enjoyed playing outdoors therefore they were taken to the local park to play daily. The childminder told us what steps she would take if she had a concern about a child's welfare. We found that she had included a statement on her Child Protection Procedures in her policies given to parents. This included the appropriate local Social Work Department details. Active, healthy lifestyles were promoted and encouraged well by the childminder. Examples that lead us to this evaluation were: page 6 of 14

- She adhered to policy and procedures in relation to illness, first aid and infection control which contributed to children's health and wellbeing. - Regular outdoor play in the park provided children with a range of experiences that enabled them to be active, explore, experiment, negotiate, problem solve and be creative. - Visits to local parks, the beach, library and soft plays meant children were able to be active and included in the local community. - Children developed an understanding of personal hygiene as they were reminded to wash their hands after going to the toilet and before meals. The childminder told us she was aware of Getting It Right For Every Child (GIRFEC). (GIRFEC is the national approach to reforming children's services to improve outcomes for children). We could see she had started to use the SHANARRI indicators to record observations of children's development and shared this information with parents. We suggested she should now include the 'Shanarri Indicators' which underpin GIRFEC into her information she shares with parents to inform them of how she will follow this whilst caring for their child. The childminder supplied the child with a snack. She encouraged the child to make healthy choices by providing fruit. She told us she was aware of the guidance; 'Setting The Table' to inform her practice when offering snacks. During our inspection we saw that no children were currently receiving medication. The childminder explained what she would do if a child attending her service required medication. She showed us her Medication Policy and her recording procedure which she had shared with parents. We discussed that her procedure must make it clear that parents must give their child the first dose of any medication. We told her about the Administration of Medication Guidance on our website and suggest she visit this to ensure she is following the correct procedure. - The childminder regularly involves me in reviewing the information they have about my child. To ensure children's personal information is current and up to date, we recommend that the childminder should review their personal care plans every six months. To ensure medication is administered safely, we recommend that the childminder visit the Care Inspectorate website to ensure she is following the correct procedure. Standard: 3 Health and wellbeing. 4 Quality of environment Findings from the inspection The childminder provided a welcoming, homely, safe, clean environment where hazards had been minimised to enable children to move safely and independently whether in the home or on outings. To minimise the spread of infection and common illnesses, the childminder promoted sensible arrangements. Her procedures asked parents to keep ill children off for 48 hours. She told us she understood the importance of good hygiene and would encourage the children to follow good hygiene practices, such as washing hands, after toileting and before meals. page 8 of 14

Childminder inspection report There was a good range of well-balanced toys and resources available; we found these to be clean, in good condition, accessible and appropriate for children's' individual age and stage of development. On the day of inspection, we saw the child choosing toys they wanted to play with, allowing him to make choices and to promote his independence. To ensure the safety of the children within the service, the childminder told us how she checked her home daily to make sure her home was hazard free, safe and child friendly. She told us that she was vigilant in her care of the minded children. A procedure for recording accidents and incidents was in place and shared with parents. The childminder told us she recorded any accidents and would share these with the parents when they collected their child. Children had daily access to fresh air and energetic play. The childminder used outdoor play to encourage children to be active and to develop their physical co-ordination. We found this promoted children's general health, well-being, confidence and risk taking. In our questionnaires, the parent confirmed the following: - The childminder's home was safe, secure, hygienic, smoke free, pleasant and stimulating environment. - There is enough space for my child to play and get involved in a range of activities. - The childminder provides a suitable range of equipment, toys and materials for the children. Childminder inspection report Recommendations Number of recommendations - 0 5 Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection Throughout the inspection the childminder demonstrated a very good knowledge of childcare and child development. She kept up to date with best practice in child care through a wide variety of ways such as reading the Care Inspectorate Care News, obtaining information sent through the Scottish Childminding Association (SCMA). The childminder provided very good opportunities for children and parents to be involved in the continued development of the service. We saw that the child and his family were routinely involved, listened to and offered choices. This was done in a number of ways including: - Daily verbal feedback. - Questionnaires for children and parents. These were sent out routinely on different areas of her service. For example what food the child liked and any changes she could make to her service. - Activities records. These involved the child telling the childminder what activities they enjoyed and any new resources she could buy. - Text messages to reassure parents that their child had settled. -A daily diary to exchange information and make links between home and the childminders home. - Viewing the children's learning journey folders. In her information to parents she shared the Care Inspectorate contact details for parents to make a complaint about her service. She made it clear to them that they could contact us without her knowledge should they wish to do so. page 10 of 14

Childminder inspection report An informative notice board was displayed for parents which included: - Welcome notice. - A copy of the' well being wheel' for GIRFEC. - Children's artwork. - Training certificates. We found that the childminder had attended a range of training courses including: A Higher National Certificate in Childcare (HNC), Keeping Children Safe and Healthy, First Aid, Infection Control, Introduction to Childminding Course and a cooking course. Certificates for these could be seen on the childminders notice board. The childminder told us that she uses the knowledge and skills gained through training to update and improve her practice. This told us that the childminder was taking positive steps in her own continued development by regularly updating her professional skills and knowledge. The childminder gave parents the Care Inspectorate contact details and made it clear to them that they could contact us without her knowledge should they wish to do so. In our questionnaire, parents confirmed they had confidence that the childminder would deal effectively with any concern or complaint they may have. In our questionnaire, the parent confirmed that the childminder had involved them and their child in developing the service, for example asking for ideas and feedback.
