3 1 Introduction We are committed to improving the health and wellbeing of all children receiving a care service to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting it Right for Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It is a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting it Right for Every Child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. In Scotland, the Getting it Right for Every Child (GIRFEC) approach puts wellbeing at the very heart of its approach. The eight 'indicators' of wellbeing that form the basis of GIRFEC are - safe, healthy, achieving, nurtured, active, respected, responsible and included - often referred to as 'SHANARRI'. Jayne Kirkby referred to in this report as 'The childminder'- is currently registered with the following conditions: - To provide a care service to a maximum of six children at any one time under the age of sixteen, of whom a maximum of six will be under twelve, of whom no more than four are not yet attending primary school and of whom no more than one is under twelve months. - Numbers are inclusive of children of the childminder's family. - The service will be provided at the address detailed in the notice granting registration. - Minded children cannot be cared for by persons other than those named on the certificate. - Overnight care will not be provided. page 3 of 13
4 What we did during our inspection We wrote this report following a short announced inspection on Wednesday 16 March 2016 between 10.00am and 1.15pm. During our visit: - We spoke with the childminder. - We made observations of the very young minded child. - We looked at a sample of children's records. - We used information from the annual return. - We used information from the childminders self assessment. - Used information from the Annual Return and Self Assessment. - Took account of feedback from parents questionnaires. Views of people using the service The one minded child was too young to communicate verbally: we used our observations of him at play and with the childminder to see how his needs were being met. We could see a close and loving bond between the two. The child was secure in his relationship with the childminder meaning that he was settled, happy and having fun. We could see that the childminder had prepared well for his time with her by planning a good variety of toys and books. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The self assessment which we asked the childminder to submit was well detailed and contained accurate information as to the operation of her service. We have asked that she continues to consider how improvements could be identified. What the service did well We found the childminder was professional in her approach. She was kind and caring towards the young child present. She offered very good support to families through her knowledge of local services. She had continued to develop and improve her knowledge of childcare issues through both training and professional reading which benefitted those using her service. page 4 of 13
5 What the service could do better We have asked that the childminder continues to improve: - Her personal plans-by linking the SHANARRI indicators more closely with the plan. - The medication instructions for administration - by clearly recording instructions. - The records relating to restraint (such as reins) - by recording how discussions with parents are carried out for permission for reins, etc. page 5 of 13
6 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed 3 Quality of care and support Findings from the inspection We examined the care and support provided by the childminder by observing her practice, sampling children's records and discussing how she worked. We graded this quality theme as Very Good. Various documents and information had been developed which told parents about the childminders service. Parents who responded to our questionnaires told us: "My children are included in all aspects of their daily care" which showed us that parents were included in regular feedback from the childminder. We were given a copy of the current policies and procedures which the childminder shared with parents. We found evidence that they had been updated regularly which shows parents an accurate picture of care. We were told by the childminder that she encouraged contact with parents through telephone calls and texts, as well as verbally each day. We found that the use of daily diaries meant parents could exchange information easily and the childminder was aware of changes to children's routines. "We have a diary used page 6 of 13
7 as a two-way communication. We speak daily" one parent told us. The childminder told us it was important that parents knew how their child was settling, leading to a happy placement. We looked at a sample of Personal Plans every care service is required to keep. We found that although the childminder could describe how the child in her care was to be supported, not all the information was recorded in the plans. We asked that she continues to review and update in partnership with parents and carers involved in the child's life. We saw how the positive relationship and very good support given by the childminder to the minded child had good outcomes for him. He was happy at play and confident to explore in safety. We saw how the childminder used encouragement to help him make choices in his play, ensuring he was nurtured and active. It was clear the childminder knew him well and was skilled in helping him extend his play through offered a variety of toys. She told us of his enjoyment of messy play and how she provided this regularly. We reminded the childminder to keep each personal plan up to date with all care information including play preferences. Parents were complimentary about the childminder and her service. Comments included: - "She (the childminder) is like a replacement granny to them throughout their young years. She has been an inspirational role model to our children." "I could not have wished for anyone better to take care of our girls... when we could not be there." - "Jayne provides an excellent service. She has become part of the family and is professional, kind, reliable, thoughtful and caring." 8 4 Quality of environment Findings from the inspection We used our observations and discussions with the childminder to determine if the environment used by minded children was suitable in relation to safety, cleanliness and space. The childminder made best use of the rooms by setting out a good variety of toys and activities for children, which included space to play with wheeled toys. One parent told us "All toys are stored safely and are kept in age appropriate boxes" and "Childminders home has a safe play area and has a wide range of toys/activities for the children to play with" which shows us that parents are given good information about what their child plays with. We asked the childminder to discuss the use of buggies for sleep with parents. This is to ensure they have up to date information on safe sleep from the cot death trust. The outcomes should be included in children's personal plans and updates as required. We also discussed the use of reins for outings and reminded her that their use should be agreed in partnership with parents. Any use of restraints must be included in personal plans. Parents, through our questionnaires, told us they 'Strongly agreed' that the premises were safe, secure, hygienic, smoke-free and pleasant. We found that children had very good access to activities out with the home, such as walks to the beach, parks and childminder drop-in. This meant that children could meet and play with others and learn to socialise. Parents commented: "My child is being very well socialised, mixing with other children regularly at clubs and such." We spoke with the childminder about her need to re-register with the Food Standards Agency which would allow her to offer hot foods. She agreed she would make contact with them and arrange a home visit. Risk assessments had been carried out on the premises. The childminder had identified the need to improve the outdoor area to keep children safe. We found that the childminder had a positive approach to encouraging play to help children learn how to take risks and learn from this in a safe and supportive environment. She had included some information about this in her written pack page 8 of 13
9 for parents. We suggested she adds to this to provide some of the recent research into risk benefit play. Grade The quality of environment is graded Requirements Number of requirements - 0 Recommendations Number of recommendations Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection We examined how the childminder manages her service, including attending training, updating her records and keeping up to date with childcare matters. The childminder was a member of the Scottish Childminding Association (SCMA) which enabled her to access both public liability insurance and training. She had regular correspondence from them, such as their magazine which she used for ideas for activities. She told us she found the support from the SCMA helpful and that it kept her up to date with current best practice and legislation under which she works. She had also researched topics such as GIRFEC and Building the Ambition. We asked that she continues to use these influential documents in her day-to-day work with families. We found that the childminder had shown a professional approach to what she does. There was good evidence of her seeking out information to help her make page 9 of 13
10 changes, such as asking parents to help improve her questionnaires. Parents confirmed they were happy with their opportunities to make comments about the childminder's service. Throughout the inspection visit, we found that the childminder was able to explain why she did things and the benefits to children that were associated with her work. We found that she was keen to learn, make improvements and improve the quality of care provided to her minded children and their families. We saw that she had attended training through certificates and talking to her about what she had learned.
