3 1 Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was registered with the Care Inspectorate on the 10 June The childminding service is provided from the family home, which is a top floor flat within the Partick area of Glasgow. The premises are situated close to local schools, nurseries and amenities. Children have access to a lounge/dining area, kitchen, bathroom and hallway. The childminder is registered to provide a care service to a maximum of 4 children at any one time under the age of 16, of whom a maximum of 4 shall be under 12, of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. Numbers are inclusive of children of the childminder's family. The childminder was caring for one minded child and her own child during our visit. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Inspectorate. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The page 3 of 14

4 approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. What we did during our inspection We wrote this report following an unannounced inspection carried out by one care inspector. This took place on Thursday 5 May 2016 between the hours of 12.30pm and 2pm. We provided the childminder with feedback on our visit before the end of the inspection. The minded child was too young to speak with us about their experiences whilst at the childminders. We saw that the childminder was caring and attentive and that the child was relaxed and happy in their interaction with the childminder. We looked at the areas used for childminding purposes and other pieces of evidence which included; - certificate of registration - certificate of public liability insurance - complaints procedure - child protection policy - information recorded about children - medication systems - risk assessments - infection control policy Following a complaint made against the service we followed up on the four recommendations made. An update on the progress made has been noted under each relevant quality theme. page 4 of 14

5 Views of people using the service We received one completed care standard questionnaire. The parent was very happy with the quality of care their child received. We have noted individual statements under relevant quality themes. The child being cared for was too young to speak with us. We did see that they were relaxed and settled with the childminder. They confidently played with the toys available and enjoyed the company of the childminder's own child. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The childminder provided us with a self assessment form before the inspection which provided relevant information on how the service was delivered. The childminder recognised through the grade she awarded her service that more development was needed. However, this was not reflected in the self assessment. In future the childminder should use the self assessment as a tool to help in evaluating the service and identify areas for development. What the service did well The childminder was kind and caring and keen to undertake training to gain more experience and confidence in the way in which she provided the childminding service. What the service could do better The childminder should continue to further develop children's personal plans. The service's policies and procedures should be reviewed and updated. In particular the safe sleeping policy and pet policy should be reviewed in line with the guidance provided and the complaint's policy should be accessible to people who use the service. The childminder would benefit from keeping up to date with best practice, for example, Building the Ambition, Getting it Right for Every Child and Setting the Table. page 5 of 14

6 The childminder should continue to develop ways to enable children and parents/carers to provide feedback on her service. The childminder should review all risk assessments both indoors and outdoors for home. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. We had made a recommendation in November 2015 which was to do with meeting the children's needs through planned activities and how this was shared with parents. At this inspection we found sufficient evidence to show the recommendation had been met. We saw that the childminder had put in place improvements to enable parents to see the types of activities their child engaged in. We also looked at the child's care plan and saw the parent had contributed to it by sharing with the childminder their child's routine and likes and dislikes. The resources accessible to the child were in keeping with the child's interests. This meant the child was engaged in their play and the childminder was promoting and supporting the child in their learning. page 6 of 14

7 The childminder told us they had informal chats with the parent at the beginning and end of the day. Also texts, photographs and the use of a daily diary between home and the childminders enhanced the sharing of information. We concluded this after observing and discussing with the childminder about how she carried out her work. The minded child was cared for throughout our inspection in the lounge area. There was sufficient room for the child to move around and areas for relaxation which the child used to rest and look through books. We saw from looking at records and photographs that the child had access to the outdoors. The childminder regularly visited the park, local museums and the soft play area. This meant the child had sufficient opportunities to benefit from exercise and fresh air. The childminder was keen to develop her childminding service. We provided her with contact details for the local childminding group. This will give the childminder opportunities to attend training, keep up to date and share best practice. For the child it will provide opportunities to mix with other children and experience and participate in community activities. The childminder should look again at the best practice guidance Getting it right for every child and the associated wellbeing indicators. This approach will help in achieving positive outcomes for the children and the further development of the information contained in the children's personal plans. 8 Recommendations Number of recommendations Quality of environment Findings from the inspection We found the quality of the environment was weak in this service. We concluded this after observing and discussing with the childminder about how she carried out her work We had made a recommendation in November 2015 to do with the development of a safe sleeping policy for the children. At this inspection we did not find sufficient evidence to show the recommendation had been met. Although the childminder had completed some work on this, there was insufficient reference to recognised best practice within this document. We provided the guidance from the Scottish Cot Death Trust to help with this additional work. See recommendation 1 The childminder had completed food hygiene training and told us she had registered as a food business with her local authority. We did find some areas within the kitchen which the childminder needs to improve in respect of cleanliness, safety and organisation. See recommendation 2 The service's infection control policy explained the procedure for changing a child's nappy. Included in this policy was the use of a changing mat. We saw that the childminder did not follow this procedure. See recommendation 3 The childminder used a checklist to record safety checks she had completed for the areas used by the children in her home. We discussed with the childminder an approach which was more responsive to the needs, age and stage of the children. An example of this would be, as children become more mobile they are more likely to explore. The childminder needs to show how she would minimise risks during this stage. We found that within the kitchen there were no locks on the cupboard doors. See recommendation 4 We spoke with the childminder about making a list of all the daily/regular outings that the children go on and ask the parent/carer to sign giving consent. For more one off extended outings the childminder should use the relevant consent form. page 8 of 14

The childminder needs to ensure that pet bowls are kept out of the reach of the children. Also the area where food is prepared and the sink for washing utensils needs to be clean and free from clutter. The childminder should follow the service's infection control procedure in respect of nappy changing. The childminder must ensure that the children in her care do not have access to any materials which could cause them harm. The childminder should remove the open cans of cat food and alcohol from any areas that are accessible to the children. National Care Standards Early Education and Childcare up to the age of 16: Standard 2.2 A Safe Environment. 5 Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection We found the quality of management was adequate in this service. We concluded this after observing and discussing with the childminder about how she carried out her work page 9 of 14

10 We had made recommendations in November These were to do with what the childminder would do if she was unwell and not able to care for the minded children and the completion of medication records. At this inspection we found sufficient evidence to show the recommendations had been met: The childminder had updated the infection control policy to include a statement if she was unwell would not be able to care for the children. We have also provided the childminder with best practice guidance on the Exclusion Criteria for Childcare and Childminding Settings to support the implementation of this policy We were unable to assess the progress made in respect of medication records as there were no children on medication at this inspection. We did see that the childminder had an appropriate record keeping format in place. Before a child started, both the child and their parents/carer were invited to meet with the childminder and her family. This allowed the parents/carer and the child the opportunity to see for themselves the childminder's home and become familiar with the local environment. At this stage, parents/carers discussed their child's daily routines and their likes and dislikes. A settling in procedure was in place which was tailored to meet the needs of individual children and their families. The childminder had a current valid first aid certificate. The parent who completed the care standard questionnaire told us they would recommend their childminder as a childcare provider. Some other comments made by the parent included; - she provides a service which is more than adequate - our childminder asks for feedback and permission for any new activities - our childminder is very approachable and understanding, any miscommunications are resolved quickly and with no hassle At this inspection we were not able to see the service's complaint's policy. The childminder told us it was normally within the folder that all parents had access to. The childminder confirmed a copy would be printed off and made available to all parents/carers. page 10 of 14
