1. Introduction In December 2007, a Technical Meeting was held in Vienna, Austria, to advise the International Atomic Energy Agency (IAEA) on ways in which it might improve the training available for regulatory bodies in Member States with nuclear power plants (NPPs). Some 17 Member States were represented, with a very broad geographical spread, and a wide variety of NPP designs. A number of topics were discussed during the Technical Meeting, and IAEA staff drawn from several Divisions gave presentations to illustrate the range of the IAEA s training activities. Representatives from Member States also summarized the various uses they made of the IAEA s training materials and services, and made a number of observations intended to help in the development and delivery of training by the IAEA. The IAEA wished to test whether there was support amongst the Member States for a number of ideas that had been proposed during the earlier meeting of a consultant group which met to consider this subject in March 2007. One of those ideas was that a Steering Committee should be formed to consider the issue of the training needed to ensure the competence of the staff of regulatory bodies and their technical support organizations. The meeting reached a broad consensus supporting the establishment of a Steering Committee on Competence of Human Resources for Regulatory Bodies in Member States with Nuclear Power Plants, as well as a smaller Bureau which could meet to help plan and steer the work between the main meetings of the Steering Committee. During a second Technical Meeting in 2008, the terms of reference of the Steering Committee were agreed and a number of issues related to the IAEA s training activities, and in particular to the Guidelines for Systematic Assessment of Regulatory Competence Needs (SARCoN), were discussed. A strategic work programme was defined by the Bureau and agreed during the first and second meetings of the Steering Committee in 2009 and 2010. In 2011, the Steering Committee was expanded to include a number of regulators from countries planning to embark on a nuclear power programme. In 2012, the Steering Committee will be holding its fourth meeting. 2. Working Language The working language of the meeting will be English. No interpretation will be provided. 3. Objectives The objectives of the meeting are to: Discuss the implementation of the Action Plan agreed during previous meetings (please see enclosure); Exchange information on current IAEA and Member States activities for managing, developing and strengthening regulatory competence; and Present an enhanced version of the SARCoN software tool. 2

4. Expected Outcome The meeting is expected to produce: 1. An Action Plan for continuing the implementation of the work programme during 2013; and 2. Feedback on the SARCoN software tool. 5. Participation This meeting is intended for senior experts from the regulatory authorities that are responsible for the management of competence, training and human resources. Participants may be called upon to present information on the following topics: Management of training in the regulatory body; Human resources devoted to training in the regulatory body. 6. Visas Designated participants who require a visa to enter to Austria should submit the necessary application to the nearest diplomatic or consular representative of Austria as soon as possible. 7. Application Procedure Nominations should be submitted on the attached Participation Form. Completed forms should be endorsed by and returned through the established official channels. They must be received by the IAEA not later than 30 September 2012. Nominations received after that date or applications sent directly by individuals or by private institutions can not be considered. Nominating Governments will be informed in due course of the names of the selected candidates and at that time full details will be given on the procedures to be followed with regard to administrative and financial matters. The application for financial support should be made at the time of nominating the participant. 8. Local Arrangements The meeting will be held in Meeting Room M6 of the Vienna International Centre (VIC) in Vienna, Austria, and will start on Tuesday, 4 December 2012 at 9.30 a.m. and end on Friday, 7 December 2012 at 4 p.m.. 9.
