A potion of th incom accuing to an 76 ndowmnt fund may b tansfd to th gula cash account o th sv fund accoding to 77 a spnding disciplin dscibd blow. Th Socity may solicit and civ spcial pupos 78 funds, including gants and bqusts in th fom of namd ndowmnts, so long as th intndd 79 us of ths soucs is consistnt with th goals of th Socity. Said funds may b civd and 80 administd as pat of th gnal ndowmnt fund, subjct to th sam spnding disciplin, o 81 as spaat accounts. Th Socity may not civ funds that qui th Socity to commit to 82 pogammatic activitis that qui financial soucs abov and byond soucs availabl 83 fom th bqust. 84 85 Sction 2. Managmnt of an ndowmnt is th sponsibility of th Financ Committ (s 86 Aticl X, Sction 8). 87 88 Sction 3. In th vnt of a ti vot in th Excutiv Committ, th Psidnt shall bak th ti. ARTICLE V - OTHER BALLOTING Sction 1. Th Excutiv Committ may authoiz and dict ballots, oth than lctions, to dtmin Socity policy o action on any issus that may ais, povidd such balloting o its outcom dos not contavn povisions of th Constitution and Bylaws. Balloting on matts covd by th Constitution and Bylaws must b in accodanc with th povisions spcifid fo amndmnts. Sction 2.
