1 Introduction The child minder provides a service from her own home in Dunfermline, Fife. She is registered with us with the following conditions:- Childminder inspection report 1. The parts of the premises not to be used are the upstairs rooms. 2. To provide a care service to a maximum of 6 children at any one time under the age of 16, of whom a maximum of 6 will be under 12, of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. Numbers are inclusive of children of the childminder"s family. 3. Overnight service will not be provided. Mrs Mackay is an experienced child carer and child minder. She states she "aims to provide a childcare provision within a family setting. I will adhere to policies in accordance with National and Local Guidelines as stated in the National Care Standards up to the age of 16. I will provide a happy, safe, secure and stimulating environment." What we did during our inspection We made two attempts to carry out this inspection unannounced but was unable to get the childminder at home on the days we visited. We compiled this report following an inspection carried out at short notice to the childminder., which took place in April 2016. The inspection was carried out by an Early Years Care Inspectorate Inspector. During this inspection we gathered evidence from various sources: - We had a lengthy discussion with the childminder; - We made observations of the childminder and her interactions with the minded child present; - Accident and incident documents; - Medication systems; - Equipment, resources and the environment; - The service's most recent self-assessment; - Children's records; - Health and safety records; - Certificate of registration and page 3 of 11

- Insurance Documents. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it Right for Every Child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting It Right For Every Child. They are: safe, healthy, achieving, nurtured, active, respected, responsible, and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Views of people using the service The child present at the time of inspection was seen to be happy in the care of the childminder. She was confident in speaking to us and confirmed she liked being at the childminder's home. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The childminder had provided us with information about what she provides. We were satisfied that the information given was correct. What the service did well At the inspection we saw that the childminder interacted very well with the minded child and ensured she was engaged in the activities the child chose. She had provided a warm, homely environment for the child to develop and learn. page 4 of 11

What the service could do better The childminder should continue to provide the very good quality of care she provides. She should continue to access further training to support her ongoing personal development. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 3 Quality of care and support Findings from the inspection We considered that the childminder provided very good care and support to children and families using her service. We saw that the childminder worked with the children and their parents to promote the family's involvement in the service. This was done through verbal communication, texts, newsletters and questionnaires. She issued regular newsletters to parents advising them of events and any changes in her provision. She provided questionnaires to parents which gave them the opportunity to offer suggestions and to make comment on the service she was providing. She completed questionnaires with the children. The pictorial layout of these was attractive and at a suitable level that children attending her service could understand. page 5 of 11

The childminder worked hard to help ensure that the children using the service were kept safe, healthy, active, nurtured, achieving, respected, responsible and involved. Children's interests and developmental milestones had been identified and taken into account when planning for the children. She held a range of information on each child including personal information which she ensured was updated as required and reviewed at least every six months. Grade The quality of care and support is graded Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 Childminder inspection report 4 Quality of environment Findings from the inspection At this inspection we found that the very good standards of cleanliness and safety of the environment had been maintained. We looked at all areas of the home used for childminding purposes and considered they were in very good decorative order, very clean, smoke free and appropriate for childminding purposes. Risk assessments on the home and garden had been carried out and measures taken to ensure children's safety. We looked at policies and considered that correct procedures were in place to ensure children's health and wellbeing. These included appropriate procedures for changing nappies, effective hand washing procedures and adhering to exclusion periods for illness. All play resources were clean and in a good state of repair. To ensure children's safety, Mrs Mackay only gave toys to children that were suitable for their ages and stages of development. page 6 of 11

The outside rear garden was safe and secure for children and Mrs Mackay supervised the children at all times. Grade The quality of environment is graded Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 5 Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection We found that Mrs Mackay had very good management skills. Her experience and qualifications ensured the service she provided for children and their families was of a very high standard. She was committed to her ongoing personal development. She had completed training in GIRFEC and used this to reflect on how the SHANARRI indicators were being met within her provision for children. She kept herself abreast of current good practice documents by referring to SCMA publications and publications from the Care Inspectorate. This and other training undertaken for example Child Protection and Infection control ensured that she was very knowledgeable in how to keep children safe from harm. Ms Auld must ensure that a written permission form is completed each time medication is to be given and the reason for the medication should be recorded. This is to be done in accordance with The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011, Scottish Statutory Instruments No. 210, Regulation 4, (1) (a) - Welfare of Users - A provider must make proper provision for the health, welfare and safety of service users. Timescale:- Ms Auld agreed at inspection that this would be done with immediate effect. This requirement was made on 13 July 2012 This requirement has been met. Met - Within Timescales 2. Ms Auld must carry out and record risk assessments for trips and outings. These should be reviewed regularly and take account of changes in circumstances. This is to be done in accordance with The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011, Scottish Statutory Instruments No. 210, Regulation 4, (1) (a) - Welfare of Users - A provider must make proper provision for the health, welfare and safety of service users. page 8 of 11
