2. Laboratory & Epidemiology network B) Establishing Epidemiology Network for East Asia to strengthen the capacity of members and link the network with SEACFMD and others [CAHEC to lead, FAO work on the first draft with CAHEC] C) Linking Laboratory Network for East Asia to other existing laboratory networks such as SEACFMD and ASEAN Laboratory Technical Advisory Group [Develop regional laboratory roaster] E) Exploring the possibility to simplify the process for timely sample submission from field or member countries to Reference Laboratories. Provide relevant agencies and contact persons? Provide a list of relevant institutes and contact persons Any existing activities or proposal for future activities? In 2014, CAHEC in China joint with Veterinary Epidemiology and Animal Health Center Massey University in New Zealand appointed as OIE Collaborating Centre for Veterinary Epidemiology and Risk Analysis Applications. Since 2010, cooperated with FAO, CAHEC in China has conducted FETPV (Field Epidemiology Training Program for Veterinarians) and has obtained great achievements. CAHEC is willing to enhance cooperation with regional members in epidemiology field, so as to contribute in improving epidemiology capacity in the region China agrees with developing a list of laboratories, and China believes the list will facilitate exchanges between laboratories. Transportation of samples from disease infected place to Reference Laboratory, especially Reference Laboratory in other country will involve many sectors, such as departments of veterinary, entry exit inspection and quarantine and customs. And each sector has its complex relevant regulations and procedures. It is crucial to push forward simplifying procedures and it is difficult to do that. Veterinary sector will provide Reference Laboratory contact persons, and will not convenient to provide contact persons from entry exit inspection and quarantine and customs.
3. Regional coordination meeting D) Organising an East Asia CVOs meetings as well as National Contact Persons meetings on a regular basis using opportunity of other; OIE RRAP proposes annual or bi annual meeting for CVOs and NCPs Any proposal for future oportunities? East Asia CVOs meetings as well as National Contact Persons meetings should combine with the existed mechanism in East Asia.( such as SEACFMD,four party meeting of China Mongolia Korea Japan) suggest using opportunities of OIE World Assembly, Meeting of Regional Committee, or SEACFMD, to gather CVO from member countries to communicate.
4. Regional Roadmap for TADs control Start the discussion for revising the FMD Roadmap as well as for developing new roadmaps for other priority TADs to be agreed on by Members; [Revise FMD roadmap: using the venue at the symposium of China Japan Korea to discuss the step and procedures] [Develop roadmaps for other TADs: to be discussed in the CVOs meeting] When to start the work for revising FMD Roadmap? Any proposal for other priority TADs? Prioritisation? Timeline? Since SEACFMD roadmap has been revised, we suggest considering the use of the same roadmap in East Asia. In East Asia, Korea and Japan are FMD free countries, China and Mongolia are members of SEACFMD, so SEACFMD is the most simple measure. For Regional Roadmap for other TADs control such as PPR, there has been global control strategy. China suggests there is no need to develop regional roadmap, and disease infected members can develop national control plan and disease free members enhance surveillance to prevent the TADs.
5. Alignment with GF TADs [Sub Regional Coordination Unit: OIE Tokyo to develop proposal, taken into consideration the existing platforms (ToR, Structure, Funding Source)] [Alignment with Regional GF TADs to be determined in the CVOs meeting] RRAP proposes that it would serve as a virtual SRCU, with no additional resourses, until otherwise decided by relevant fora. RRAP proposes that East Asia be recognised as one the of Sub regions in the Regional GF TADs framework Any comments/ proposals? SRCU: New Agency? Or new Mechanism? Using existed mechanisms is better.
6. Work plan FAO and OIE; Continue to strengthen collaborative activities on priority TADs control in the region. Members, FAO and OIE; Commit to provide follow up actions relevant to the possible mechanism and activities as well as the Work Plan developed and agreed by the Meeting as attached. Session 3: Further collaboration on Horizontal topics Free discussion on the horizontal topics, such as; Harmonisation and Capacity building of Veterinary Services, including PVS Pathway Communication and advocacy Collaboration with neighboring regions Please describe here, any comments, suggestions, proposals for discussion. PVS: Based on the OIE PVS Tool, China has developed PVS assessment system at provincial level, setting suitable indicators, assessment procedures and methods. And in 2013, trial work began in Beijing and Liaoning, and since 2014, self assessment has conducted nationwide. China will disseminate and extend PVS furthermore to improve the capacities of the veterinary services. Communication and advocacy: 1.the support of all stakeholders; second, 2.coordinate and integrate all available funds, especially the government of members could invest more in animal and disease control and prevention; 3.improve the overall regional capacities of disease diagnosis and epidemiological investigation,(oie Reference Labs and collaboration centers). Collaboration: SEACFMD is a very important platform. We can make good use of this platform to strengthen cooperation with Southeast Asian countries.
